At <strong>the</strong> helm <strong>of</strong> NUDC leadership is <strong>the</strong> Under Secretary forPacification and Development, under whom, <strong>the</strong> Programme Manager and an AssistantProgramme Manager oversee <strong>the</strong> day-to-day operations <strong>of</strong> <strong>the</strong> technical team. A comprehensivepr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> NUDC is provided in <strong>the</strong> following sections.NUDC REGIONAL PRESENCE<strong>The</strong> <strong>Nor<strong>the</strong>rn</strong> <strong>Uganda</strong> <strong>Data</strong> <strong>Center</strong> aims to establish a nation-wide presence as part<strong>of</strong> its long-term data and information service aspirations. At present, <strong>the</strong> <strong>Center</strong> has functionalbranches in <strong>the</strong> sub-regions <strong>of</strong> Acholi, and Karamoja. <strong>The</strong> NUDC plans to operationalizebranches in <strong>the</strong> sub-regions <strong>of</strong> Bukedi, Bunyoro, Elgon, Lango, Teso and West Nile.RESOURCE BASE<strong>The</strong> <strong>Center</strong> prides in capacity manifested its resource base comprising qualified andexperienced staff, s<strong>of</strong>tware and hardware resources, membership to networks and communities<strong>of</strong> practice, as well as goodwill from Government <strong>of</strong> <strong>Uganda</strong>, Development CooperationPartners and o<strong>the</strong>r actors.Hardware ResourcesNUDC’s hardware resources include Servers, Personal Computers, Large FormatPrinting Devices (Plotters), Global Positioning System (GPS) devices for collection <strong>of</strong>geo-referenced information, Printers and Scanners, Photocopiers, Cameras, phonehandsets and general <strong>of</strong>fice support tools.


S<strong>of</strong>tware ResourcesNUDC’s s<strong>of</strong>tware resources include ESRI GIS s<strong>of</strong>tware licenses, Micros<strong>of</strong>t WindowsServer and Desktop licenses, Web design and tuning s<strong>of</strong>tware and databases for <strong>the</strong>capture and storage <strong>of</strong> numerous kinds <strong>of</strong> information.Networks and Communities <strong>of</strong> PracticeNUDC maintains a number <strong>of</strong> information networks, and is party to numerous local,regional and international communities <strong>of</strong> practice that constitute part <strong>of</strong> its integralresource base. Such networks include those made up <strong>of</strong> technical persons on numerousissues such as Geo Information Management, Service Providers, KIDDP & PRDPTWGs, Humanitarian, Recovery and Development Contact Group, Acholi andKaramoja Groups, among o<strong>the</strong>rs.Besides human capital, hardware, s<strong>of</strong>tware resources and membership to importantcommunities <strong>of</strong> practice, NUDC enjoys unrivaled goodwill from <strong>the</strong> Government <strong>of</strong><strong>Uganda</strong>, Development Cooperation Partners as well as o<strong>the</strong>r players whose interestsunderscore <strong>the</strong> relative importance <strong>of</strong> data and information as a key component in anydevelopment interventions.SUPPORT TO STAKEHOLDERS<strong>The</strong> NUDC provides information management support to players and stakeholdersoperating in <strong>the</strong> numerous regions through out <strong>the</strong> country. <strong>The</strong> range <strong>of</strong> services include datasharing on issues <strong>of</strong> interest, map preparation, production and dissemination, large-formatprinting <strong>of</strong> maps and documents, web-related services including uploading <strong>of</strong> documents onbehalf <strong>of</strong> partners, capacity building <strong>of</strong> District Local Governments, Research, Monitoring andEvaluation, Stakeholder Coordination and general information management support.PARTNERSHIPSCollaborations<strong>The</strong> <strong>Center</strong> maintains partnerships with a wide range <strong>of</strong> local, regional andinternational entitles. <strong>The</strong>se, among o<strong>the</strong>rs include Government Agencies, NGOs, UnitedNations Agencies, Civil Society Organizations, as well as Development Cooperation Partners.<strong>The</strong> following table presents an enumeration <strong>of</strong> <strong>the</strong> man partners by category:Government Agencies DevelopmentPartnersCivil Society Organizations United NationsAgencies

NUDC Co-Chairs <strong>the</strong> Geo-IM Work Group on behalf <strong>of</strong> <strong>the</strong> <strong>Office</strong> <strong>of</strong> <strong>the</strong><strong>Prime</strong> <strong>Minister</strong>.Peace Recovery and Development Plan (PRDP) Technical Working Group (TWG)<strong>The</strong> PRDP TWG is in charge <strong>of</strong> <strong>the</strong> coordination <strong>of</strong> all actors involved in <strong>the</strong> PRDPprocess, as well as that <strong>of</strong> and between <strong>the</strong> aforementioned special programmes. PRDP TWGensures that activities under <strong>the</strong> programmes do not overlap and that <strong>the</strong>y adhere inimplementation to <strong>the</strong> PRDP’s framework design and government policy.<strong>The</strong> Karamoja Integrated Disarmament and Development Plan (KIDDP) Technical WorkGroup (TWG)<strong>The</strong> KIDDP TWG is composed <strong>of</strong> technical representatives from sectors, lineministries, development partners, local and international NGOs. <strong>The</strong> Technical Working Groupis primarily in charge <strong>of</strong> <strong>the</strong> coordination <strong>of</strong> all actors involved in <strong>the</strong> KIDDP process, ensuresthat activities do not overlap and that <strong>the</strong>y adhere in implementation to <strong>the</strong> KIDDP’sframework design and government policy.<strong>The</strong> <strong>Center</strong> makes vivid attempts to maximize its operations through <strong>the</strong>aforementioned Work Groups by playing leading coordination rolesin <strong>the</strong> conduct regularmeetings, and through established electronic communications mechanisms that support sharing<strong>of</strong> information, documents and experiences.THE NUDC TEAM


Kenneth BAGARUKAYO serves as <strong>the</strong> Programme Manager <strong>of</strong> <strong>the</strong> <strong>Nor<strong>the</strong>rn</strong> <strong>Uganda</strong> <strong>Data</strong><strong>Center</strong> (NUDC). He joined NUDC in January 2011 after over seven years <strong>of</strong> service withinboth <strong>the</strong> Government and Private Sector in areas <strong>of</strong> ICT, GIS and General Management.Kenneth holds M.Sc. Computer Science, MBA (Strategic Planning) and a B. Stat Degree. Healso holds various Certifications in <strong>the</strong> fields <strong>of</strong> Computing and GIS. Douglas also served with Lira District LocalGovernment as Senior Information Scientist and as Information Management Specialist in <strong>the</strong>Department <strong>of</strong> Disaster Preparedness within <strong>the</strong> <strong>Office</strong> <strong>of</strong> <strong>the</strong> <strong>Prime</strong> <strong>Minister</strong>. He is qualified as a Statistician with aspecialty in Monitoring and Evaluation. He has participated in several baseline, monitoring andevaluation survival surveys and studies. Denis MWAKAis an Information Management Associate based in Karamoja sub-region. Hejoined <strong>the</strong> <strong>Center</strong> in July 2011 following an understanding between UNOCHA, UNDP <strong>Uganda</strong>and <strong>the</strong> <strong>Office</strong> <strong>of</strong> <strong>the</strong> <strong>Prime</strong> <strong>Minister</strong>. He holds a Bachelors Degree in Development Studies andPGD in Project Planning and Management, both obtained from Gulu University. Denis haspreviously worked with UNOCHA in <strong>the</strong> same capacity and with ICRC as Economic SecurityField <strong>Office</strong>r.
