It is important to note here that the largest numbers of recommendations fall intoCategories 4 and 5. The fact that just over two-thirds of all recommendations are action-orientedsuggests that states are taking the UPR seriously in that they are using it to ask that states takereform actions. This perspective, however, needs to be tempered somewhat as one analyzes thecontent of the recommendations, especially those in Category 4.
