9. Improvement of ALGs at Tuting, Mechuka, Pasighat, Along, Vijaynagar, Walong, Ziro and Tawang:Pasighat ALG: The construction of Boundary Wall is complete. NOC for additional land should be expedited by DC,East Siang and Commissioner Land Management.Ziro ALG: DC Lower Subansiri should immediately send proposal for land acquisition at the earliest.Along ALG: DC, Aalo should provide land for civil enclave. For runway extension IAF should manage land from Army.Mechuka ALG: DC must meet the additional requirement for runway extension.Tawang ALG: Additional land is needed. D.C Tawang should try to convince local people for the same.Walong ALG: DC Anjaw should remove encroachment from the ALG.Tuting ALG: IAF to liaise with DC, Yingkiong for obtaining no objection certificate.Vijaynagar ALG : Renovation done and inaugural AN-32 sortie carried out on 18.11.11.Detailed position of land issues has not been received by Civil Aviation Dept from the concerned DCs. The concernedDCs may intimate position to civil Aviation Dept also in addition to Land Management.Decision:(i) DC Pasighat should go for immediate action regarding Demarcation of ground land, forest clearance, Environmentclearance and Land Acquisition. In fact, demarcation process can be started from Sept. [Action: DC Pasighat](ii) Requirement of Additional land is being intimated for Tuting & Mechuka ALGs, the concerned DCs have to lookinto the matter. [Action: DC Tuting/Mechuka]10. Helicopter connectivity between Guwahati and Tawang: Already implemented w.e.f. 29.6.08, but is currentlyunder suspension. Tender was floated two times for engagement of helicopter, but none of the bidders qualified. Tenderre-floated.11. Release of Corpus fund to RK Mission Hospital: Already released.12. Providing Connectivity to 513 settlements (under Bharat Nirman):Tentative Completion of the Project is given as March 2013. It is reported that by December 2012, the Project shall becleared till Phase-VII. Total DPR submitted till date was for 424 Habitations. Of this, 283 were sanctioned and worksawarded. Recently, DPRs were submitted for 141 Habitations. 89 habitations are yet to be connected with take offpoints. The present status of the project is at Annexure-H.Decisions: i) It was decided in the last meeting that the stretch from Bameng to Lada should be taken up underthese package only for phase-II, since the same was being funded under NLCPR for Phase-I (Formation Cutting,etc.), it must also be ensured that Phase-II of this road is not funded from any other source before taking it underPM’s Package. It was reiterated that interdepartmental matters must be sorted out mutually between PWD andRWD and care must be taken that there is no duplication of funding of same works from two different sources.[Action: CE(RWD)/CE(PWD)/CEO (ARRDA)]ii) In the last meeting CEO, SRRDA was asked to work out the tentative requirement of funds and inform thePlanning Department, but the same has not been done. [Action: Commissioner (RWD)]iii) Progress of works is very slow and RWD must make up for the lost time and hasten the progress on all fronts andstick to the timelines finalized [Action: Commissioner (RWD)/CE (RWD)/CEO (ARRDA)]iv) The Department to submit ATRs and Progress Reports as per the prescribed format. [Action: CEO (ARRDA)]13. Completion of Incomplete Projects: The Planning Commission of India had allotted Rs. 455.09 Cr to complete1262 languishing projects under Roads & Bridges and Power sectors as SPA. NABARD has completed four rounds ofinspection and also submitted final inspection report of all the rounds. All these reports are hosted on the PlanningDepartment website–http://arunachalplan.nic.in. Details are at Annex-I. Work on 1 remaining project of RWD that is C/oof Steel Bridge on Bokam to Chambang road is in progress. Target date of completion is June 2012. Details of pendingworks of Hydropower Department are given at serial 6 of part ‘A’ of electrification of 2121 houses/villages in the state.Decision: Progress of works under Hydropower Department and RWD is very tardy and Should under allcircumstances be completed before May 2012. [Action: Secretary (Power)/RWD]14. ACA for Reconstruction of Flood Damaged Infrastructure: Project was sanctioned for Rs 399.20Cr. Details areat Annexure-J.Decision: i) In the last meeting, Power (T&D) has not utilized the 2 nd installment. The same must be utilized andUCs must be submitted at the earliest. [Action: Secretary (Power)]ii) All concerned must submit the pending UCs by 31.10.12 positively. [Action: Secretary Power/PHE]15. Drinking Water Facilities in Remote Locations: It was informed that the Department has submitted the DPR forproviding potable drinking water supplying 760 left out habitations under PM’s package at an estimated cost ofRs.377.76 Cr to the Secretary, Planning Department vide letter No. PHED-IV/359/10-11 dated 01.9.10 and the samehad been handed over to Planning Commission on 08.9.10 at New Delhi.Decision: No progress has been made in this project. The matter must be pursued with the GOI and PlanningCommission for early sanction. [Action: Secretary, PHE/ Secretary (Planning)]16. Four-lane highway for Itanagar: Itanagar is to be connected by a 4-lane highway within 4-5 years. CCEAapproval was accorded on 24.7.08. Total length of this 4-lane highway is 190 km (from Nagaon to Itanagar) of which the51.870 km stretch from Banderdewa to Holongi via Itanagar is to be executed by Arunachal Pradesh PWD in EPCmode. It consists of two stretches. Road construction from Banderdewa to PHQ (18 km) will be funded by MoRTHunder NHDP and from PHQ to Holongi under SARDP-NE. Their status of progress of implementation is given as under:a) Holongi to Itanagar (20.40 km): Work on this sector was awarded on 15.7.11. Formation cutting workscommenced and completion date of works is 31.8.14. Physical Progress is 7.00% and financial progress is 24%i) Chimpu Nalla to Holongi (20.40 Km): MoEF, Shillong on 12/6/12 has instructed to prepare a fresh proposal bycombining the original and present forest application for stage-I. Work awarded on 15.7.12 and had achieved 10%progress of the road works till date. Revised Approval for compensation received and payment is being released for LA.[Action: PCCF / CE (Highways)]Forest clearance: Falls under Drupong Reserve Forest. Revised Forest Application to be submitted by User Agency.ii) PHQ to Chimpu Nallah (2.75 Km):.Road formation work in progress. [Action: PCCF / CE (Highways)]6


Forest clearance: Submitted to MoEF on 12/1/12. PCCF (WL&BD) has applied for permission to carry out survey inWildlife Sanctuary dated 28/3/12. Wildlife Clearance required. Matter is pending in Forest Department. It was brought tothe notice of the Committee that there was anomaly in the amount of compensation for land acquisition in this sector.The Chairman of the Committee directed that a two member Fact finding Committee be formed with DC, Capital(Chairman) and SE, Highway as member and submit a report at the earliest.Decisions: i) Final stage of Wild Life clearance from MOEF is yet to be received. Representative in Delhi must get intouch with Principal Secretary (Power & Coordination) to follow it up with Government of India. [Action: PS (Power &Coordination) / PCCF / CE (Highways) / Chief Wildlife Warden]ii) DC (Capital Complex) has prepared the report. Decision should be obtained from MORTH. [Action: CE Highways]b) Itanagar to Banderdewa (31.60 km): No change in status for this stretch of the project since the last meeting.Decision: A reminder letter to be send to MoRTH. CE highway would follow it up and keep the Principal Secretary(Power & Coordination) briefed. [Action: CE Highways]17. Two-Lane connectivity for District HQs: Of the 17 District HQs, 11 Districts directly fall along the alignment ofTrans-Arunachal highway. To provide improved connectivity to the remaining 6 Districts, this project involving 805.00 kmof roads is being taken up. This component consists of the following 6 roads:Sl. Accordingly NIT for the same was uploadedon CPPP/BRO website on 08.9.12 with opening date on 25.10.12. MoRTH has agreed for departmental execution ofworks by BRO.ii) 20.00 to 40.00 Km: DPR submitted to MoRTH on 28.3.12. They returned it to BRO with observations on 03.5.12.iii) 40.00 to 138.00 Km: DPR was under preparation through Consultancy but the same could not be submitted toMORTH on due date. DPR will be prepared on risk and cost.iv) 138.00 to 158.00 Km: Modified DPR submitted to MoRTH on 23.4.12. The same was received by MoRTH in June2012 which is under process. Proposal for forest clearance (FC) submitted to the MoEF, GOI on 27.7.11 was returnedwith queries. Land break-up details are awaited from DFO Kurungkumey as per the queries by RO Shillong. Theproposed area seems to be coinciding Private land/Property with community land.Decisions: i) Progress is already much delayed. BRO officers were once again advised to stick to the targets forsubmission of DPRs as indicated above by them. [Action: BRO]ii) RO/MoRTH will follow up early clearance of DPRs from the ministry. [Action: RO (MoRTH)/BRO]iii) Forest Department to ensure that the proposals are approved at the earliest and Stage-II FC is to be expedited.Replies to the queries for the stretch 138-158 km must be sent by 15 th May. [Action: PCCF/BRO]v) BRO to submit formal letter for stretches proposed to be done departmentally. BRO are also advised to minimiseTDC from 4 years for 0-20 Km stretch of road. [Action: BRO]B. Akajan-Likabali-Bame Road (105 Km)Sl. All the DPRs must be submitted as indicatedby BRO officers as mentioned above. [Action: BRO (Arunank / Udayak / Vartak / Brahmank)]ii) Regional Officer, DoRTH should find out the status of all the DPRs which are pending with the Ministry, get theclearance expedited and submit a status report to the committee monthly. [Action: RO, DoRTH]iii) Forest Department must expedite forest clearance cases in consultation with BRO. [Action: PCCF/BRO]C. Anini-Meka Road (BRO-228.50 Km): The Departmental work was to start by October 2011. The proposed date ofcompletion was 2014 as decided in the meeting of Cabinet Secretary in November 2010 in Guwahati. It was informedby BRO officers that the DPR for Hunli-Anini sector would be submitted by July 2012 positively. For the Roing-Hunlisector, in the last meeting, it was informed that the sector would be bifurcated into two parts-within and outside thewildlife corridor and the DPR for these two stretches, would be submitted separately. DPR for 0-20 Km will besubmitted by July 2012 on existing alignment. On the other hand, for 20-45 Km, survey has been completed. DPR forthis stretch will also be submitted by July 2012. Survey for the remaining stretch is to be carried out after Monsoon.Decision: BRO have not been honoring the promises made by them. They must keep the promises, ensurepreparation and submission of DPRs in the revised timelines and adhere to the completion schedule of 2014 as anumber of mega and prestigious projects in Dibang basin would need this road for implementation. [Action: BRO]7

Physical progress is 17.00% as on 09.8. 12.b) Singer Nallah-Sijon Nallah (20Km) DPR returned from MoRTH with observations. The same will be resubmitted by15.5.12c) For Sijon Nallah – Mariyang – Gobuk stretch (49.28.00 Km), LoA issued on 06.4.12. Work in progress.d) Gobuk – Yingkiong (25.20Km) awarded on 27.3.12. Work in progress.Forest Clearance: For Forest clearance purposes this road has two sectors namely (i) Pasighat to Ribi Nallah (16 km)and (ii) Ribi Nallah to Yingkiong (124 km). In-principle approval for both the segments received from MoEF, GOI. ForPasighat to Ribi Nallah clarification about clubbed amount replied. Payment of CA cost, NVP etc. has been made by theCE (HW). Compliance report for Pasighat-Ribi Nallah was sent to MoEF, GOI vide letter dated 24.5.11 and compliancereport for the sector Ribi Nallah to Yingkiong was sent to the GOI on 22.6.11 for according final clearance. However,site specific plan for preserving Wildlife Corridor sent to CE, Highways for compliance. Muck disposal plan sought fromCE, Highway is awaited. NPV, CA & Tree Royalty paid on 20.1.11. FRA proposal is needed for Final Clearance.Decisions: i) APPWD was advised to expedite work on this road and firm up all intermediate timelines. (Action: CEHighways)ii) All issues related to forest clearance including compliance of FRA must be taken up on priority.(Action:PCCF/CWLW/CE Highways)iii) CE (Highway) reported that muck disposal plans have already been submitted but Forest Department reportedthat they have not received the same. Hence, CE (Highway) is advised to Co-ordinate and resolve the issue.(Action: CE Highways)F. Papu-Yupia-Hoj Road (APPWD–32Km): Work has been divided into two packages and their status is as follows:a) Papu to Yupia (10 Km) –Physical progress is 52.23% and Financial progress is 38% as on 09.8.12b) Yupia to Hoj (20.40 Km) – Physical progress is 33.50 % and Financial progress is 36% as on 09.8.12c) Hoj-Potin (19.06 Km) - Physical progress is 18.76% and Financial progress is 20% as on 09.8.12Forest Clearance: This sector has three segments. In-principle approval for the stretch from 7-20 Km and 20-50 Kmhas been received from MOEF, GOI and communicated to CE (HW) for payment of NPV, CA cost and value of treesetc. Subsequently, the CE (HW) submitted the revised proposal for the stretch from 20-50 Km recently which has beensent to MoEF. CE (HW) has requested for modification in the in-principle approval accorded by MoEF for 7.00-20.00 Kmdue to some changes in the length of the proposed stretch. Further, the proposal for the stretch from 0.00-7.00 Km wasplaced before the State Board of Wildlife on 14.12.10 and they have approved the same. The proposal for forestclearance has been sent to Dy CWLW for joint field verification. MoEF, GOI has communicated latest guidelines forWildlife clearance. They have been received from the Dy CWLW through CWLW. Short-comings have been found in theproposal. CWLW has been requested to rectify the same. Forest sector from Papu to Yupia (0.00-7.00 km) requiresWild life Clearance, submitted by PCCF to MoEF on 12.01.12. Forest Clearance has been obtained for other sectors.Decision: i) Shortcomings found in the proposal must be made good and all Stage-I and II Forest Clearanceproposal must be followed up by CE (Highway) on top priority. [Action: CE (Highway)]18. Sixty Km missing link (Bridges and approaches to them) between NH-37 and NH-52:8

Draft notification u/s 6 of the LA Act is pending owing tosome complaints and the same will be issued shortly. The compensation of Singchung portion has been submitted tothe BRO. For the remaining portion, the same will be submitted. BRO stated that land acquisition delayed due to nonfinalizationof compensation cases by civil administration. The same is under finalization with DC West Kameng.Dirang Bye Pass (7 km): Preliminary Notification has been issued. Compensation/Property survey has been workedout and submitted but the same is under re-verification because of some complaints. Representation made by localsagainst compensation made to affected land owners. Stay order obtained by aggrieved parties from High Court.Jang Bye Pass: In the last meeting, it was reported that the BRO is not in favour of the alignment proposed by theDistrict Administration both on technical and financial grounds. The Committee decided that an alternative alignmentmay be worked out in consultation with the locals and District Administration. The status could not be ascertained in thismeeting. BRO stated that No headway with right to the by pass has been made. Need for DC Tawang to reappraise thecase and give a final decision on the issue. Process of land acquisition stalled.Decisions: i) The committee decided that a detailed progress report of the stretch be submitted directly to thePrincipal Secretary (Power, WR& Coordination) by 15.11.12 positively. (Action: Project Vartak (BRO)/DC Bomdila/DC Tawang)ii) DC Bomdila and DC Tawang would sort out the pending issues of Bypasses latest by 15.11.12.iii) For the next meeting BRO should provide stretch wise details of progress. (Action: BRO)iv) BRO to follow up with DC Tawang & DC Bomdila. (Action: BRO -Vartak)B. Nechiphu-Seppa-Sagalee-Hoj (311 km): This road segment is being taken up on BoT (Annuity) model. Work hasbeen awarded. There is a gestation time of 45 days for signing of MoA and another 180 days for commencement ofconstruction. Presently, road alignment and design is being finalized by the concessionaire. Preparation of estimate forcompensation of assets is underway at the site.Compensation assessment for Land Acquisition is being carried out by DC Papumpare and DC East Kameng. Theprepared estimate of the same is likely to be submitted by 1 st week of Oct. 2012.Forest Clearance: There are five forest sectors on this road. Status of Final Forest Clearance is as under:a) Nechipu to Bana – Final Forest Clearance receivedb) Bana to Seppa: Compliance Report submitted by State Forest Dept including FRA 2006 Certificates. MoEF Shillonginformed that stage-I clearance was accorded on 16.10.10. Balance compliances and FRA-2006 is with PCCF.c) Seppa to Passa – Final Forest Clearance receivedd) Passa to Khodaso – Final Forest Clearance receivede) Khodasoto Hoj – Final Forest Clearance receivedDecision: CE, Highways must send compliance report at the earliest and vigorously follow up for stage-II MoEFclearance for Bana to Seppa segment. B. Hoj-Potin (20 km): Work is in progress and the physical progress is 18.76% as on 31.3.12.Decision: Stage-II forest clearance must be obtained at the earliest. Progress of works is slow and must be expedited.[Action: CE (Highways)]D. Potin-Pangin (407 km): This stretch of Trans Arunachal Highway is to be taken up on BOT annuity model. Work isawarded.Forest Clearance: Compliance Reports for Final Forest Clearance submitted by State Forest Department on all thesesectors. However, some compliance reports have been returned back with observations by MOEF, New Delhi. FieldUnits of Highway Zone have been instructed to take action of muck disposal plan and minimum tree cutting. In the lastmeeting it is reported that, LOA for entire stretches have been received in January 2012. For stage-II forest clearanceFRA and muck disposal plans are to be submitted by CE Highways. For Bam Tri Junction – Aalo, Pangin-Aalo, Potin-Old Ziro-Bopi, Godak-Tai and Tai-Bame AIP accorded and payment made. Plan for conservation and preservation offlora and fauna for last 3 stretches are awaited. Muck disposal plan awaited from CE, Highways for the last 2 stretches.Stage-I forest Clearance received on all 5 forest sectors. Compliance Report submitted for all but, 1 sector namely-Tai toBame section returned with observations by MoEF.Decisions: i) CE must ensure that compliance report on the observations of MoEF is submitted by 31.5.2012 andvigorously follow up for stage-II MoEF clearance. [Action: CE (Highways)]ii) It was observed in the last meeting that many unauthorized constructions are coming up on the lane notified forthe Trans Arunachal Highway for claiming compensation. It was already notified by the respective DCs and ordersissued for restraining any constructions on these notified land. The Committee decided that the Chief Secretary willissue instructions to all DCs to immediately stop such illegal constructions and take necessary action as per law. Thesame needs to be reiterated. [Action: Commissioner PWD / CE (Highways)](i) Compensation is to be given only to those owners with proper structures which were legally acquired / built.[Action: Commissioner PWD / CE (Highways)](ii) Notification no. and date regarding illegal construction issued by CE APPWD has to be brought in notice of thepeople and the concerned DCs. [Action: Commissioner PWD / CE (Highways)](iii)It is suggested that the Photographs should be acquired through GPRS in order to check new encroachments.Earlier, the same was also directed to all concerned DCs. [Action: Commissioner PWD / CE(Highways)/concerned DCs]E. Pangin-Pasighat (76 Km): This stretch of Trans Arunachal Highway is to be taken up on EPC model. Progressagainst all its packages is as under:a) Package-I (0-26.58 Km): DPR submitted to MoRTH on 28.8.12. Issue of alignment in one village was reported by theCE, while DC concerned informed that the same has been resolved.b) Package-II (26.58-39.88 Km): Work for an amount of Rs. 55.14 Cr awarded to M/s SRK Construction & Projects Pvt.Ltd, Hyderabad. Works have progressed to 8.31% which is against the target of 61%. Financial progress as on09.8.12 is 16% of the total sanctioned amount.c) Package-III (39.88-57.00 Km): Revised DPR to be submitted by 30.9.12.d) Package-IV (57-71.60 Km): M/s SRK Construction & Projects Pvt. Ltd, Hyderabad (the same firm as for Package II)has been awarded works for an amount of Rs.46.64 Cr. Works have progressed to 15.50% against the target of 60%.Financial progress as on 09/8/12 is 23% of the total sanctioned amount.Forest Clearance: AIP accorded and payment made. Muck disposal plan awaited from CE Highways. For 20-76 Km,site specific plan for preserving Wildlife Corridor sent to CE Highways for compliance.Decision: (i) CE must ensure that compliance report on the observations of MoEF is submitted by 31.5.12 andvigorously follow up for stage-II MoEF clearance. [Action: CE (Highways)]ii) Harassment by the locals along all the sectors of the road construction has been reported in the meeting by boththe CE (Highway) and the representatives of the BRO. The Committee took serious note of the same and directedthat the Executive Engineer concerned must be in constant touch with DC’s on a weekly basis and in case of suchlaw and order issues, FIR must be lodged and the same should be immediately brought to the notice of the CS andDGP. [Action: BRO/CE (Highways)/All DCs/All SPs]iii) Department is directed to take action against the concerned contractors for failure to meet targets as per theagreement signed earlier.F. Pasighat-Mahadevpur (181.07 km): Awarded Bridge systems on Lohit River Alubari and over river Dibang onDBFOT mode. Bridge works in progress.Construction of 12 m wide permanent bridges over:(i) Dibang River system along with road between Bomjir and Meka (NH-52) - length of 5.17 Km.(ii) Bridge on Lohit River connecting Alubari and Digaru including connecting road (2.1 km).(iii) C/o Bridge Sisiri at 594.945 is under progress by 29% and PDC by 2014.The 31.45 km Annuity stretch has been awarded to M/s Navayuga Engineering Company Ltd, Hyderabad on BOT basis.The firm has fully mobilized man and equipment. RWD/E&M-103/08-09Present status as per changes madeFollowing information has been received from Chief Engineer, BRO, Arunank and Chief Engineer, PWD.i) For 23 habitations (5 road works) takeoff point on Tato- DPR for five road works covering 12 habitations has alreadyMonigong BRO road has recently been connected by Border been submitted for clearance from STA.Roads and detailed survey proposed to be conducted inworking season.ii) 1 road to connect 4 habitations has no take off point as ofnow because they lie beyond Monigong point & works by BRTFis continuing beyond Monigong. On connecting the take-offNo Changespoint, the road works shall be taken up.iii) For 1 road to connect 14 habitations under Monigong blockthe originating point though connected but at the inception pointthere is a requirement of 120 M long span bridge over YamgoRiver. All the habitations are situated on the other bank of theriver.iv) There are 3 roads to benefit 10 habitations which are fed byBameng-Lada road which is under construction by PWD.v) For 4 habitations (1 road work) takeoff point in West Kamengdistrict not yet connected. It may take 1 year. Associated PWDroad Magopam to Bichum has been sanctioned under NLCPRvi) 45 habitations (6 road works) in upper Subansiri district canbe taken up after completion of two major bridges overSubansiri river in Nacho and Siyum. These bridges are underconstruction by PWD and to be completed by December, 2012& 2013 respectively.vii) In addition to above 8 habitations (1 road work) shall betaken up after completion of associated road viz. Khenewa toNampe approved under Ph-IX of PMGSY.Viii) For one road connecting 7 habitations, the take-off pointthough connected but there is a requirement of major bridgeover Kuru River. Since, RWD cannot take up such bridge, PWDmay take up the project.Since RWD cannot take up such bridge, the GoI may berequested for the alternate arrangement.According to the latest report received from PWD, there isabout 22.50 Km sanctioned road length which is notcompleted for formation cutting under NLCPR. The DPR hasbeen prepare as per the ground conditions incorporating leftout components like Road Formation, Cross Drainage, Bridge,Protection Structures, Road furniture etc., and has beenincluded in Phase-X.
