In most cases, public dialogue are carried out togauge the perception of the community.2010

ADVERTISEMENTAdvertisementProject Initiator must announce in the newspapersthat the Detailed EIA report is available for publicdisplay at identified display centres (to comment).Advertisements in 2 newspapers for 3 times (a total of6 advertisements) (English & Bahasa Malaysia) .For projects in Sabah and Sarawak, the advertisementmust be placed in at least one regional newspaper(additional).Advertisement in DOE’s website: www.doe.gov.my2323DEIA REPORT DISPLAYDisplay of DEIA Report (30 days)Detailed EIA Reports are displayed at allDepartment of Environment state offices,public libraries and the relevant local authorityoffice for public comments.242412

PUBLIC COMMENTSComments from public (45 days)Project Initiator and the Consultant are expectedto respond to all the written comments receivedfrom the public.2525EXAMPLE: A COASTAL RECLAMATION PROJECTFOR OIL AND GAS INDUSTRY 81 houses within 500 m radius from the projectboundary. Project site to be re-zone as industrial area. Villagers to be relocated and compensated. 115 fisherman affected (within project site). Focus group discussion were held with the Penghuluand Ketua Kampung. Dialogue with fishermen was held with presence of theMember of Parliament, District Offices reprentatives andFisheries Department. Socio-economic survey: Respondents are interviewedvillagers,fishermen, non-fishermen. Issues raised was reported in the DEIA Report.2613

WAYFORWARD1. Online Displayof Full EIA Report To improve transparencyin the EIA system & toenhance the level ofpublic participation inMalaysia. As of 1 st of July 2012 allEIA reports submitted toDOE (both thePreliminary and DetailedEIA) must beaccompanied with a CDcontaining the softcopyof the full EIA Report.29 Details of the submission : The softcopy of EIA in PDF formatwith security features - for view only.WAYFORWARD The softcopy can be dividedaccording to the chapters/ topics -each file must not exceed 100MB The softcopy must include allchapters, including the ExecutiveSummary and the Appendices Submission for the hardcopy reportsare still required for display in thepublic library, processing, filingrequirement etc.3015
