Doc:STI/<strong>1786</strong>/PP/5Sept. 20085.3.4 The location on the finished product from where the test samples are to be takenand the procedure for the preparation of the test pieces from test samples shall bein accordance with clause 9.1 of the specification.5.3.5 RE-TEST - If any one of the test pieces first selected fails to conform to any ofthe tests as given in the specification, two further samples shall be selected fortesting in respect of each failure. Should the test pieces from both these additionalsamples pass, the material represented by the test samples shall be deemed as fitto be covered under <strong>BIS</strong> Certification Marks Scheme.5.4 DEFORMATIONS AND SURFACE CHARACTERISTICS - For highstrength deformed bars/wires, the mean area of ribs (in mm 2 ) per unit length (inmm) above the core of the bar/wire, projected on a plane normal to the axis of thebar/wire calculated in accordance with 5.4 of the specification shall not be lessthan the following values:0.12 Ǿ for Ǿ < 10 mm0.15 Ǿ for 10 mm < Ǿ < <strong>16</strong> mm0.17 Ǿ for Ǿ > <strong>16</strong> mmWhere Ǿ is the nominal diameter of bar/wire in mm.The mean projected area of transverse ribs alone shall be not less than one-third ofthe values given above.The calculations for mean projected area Ar may be done as per Cl.5.4, 5.5 and5.6 of the specification. Frequency of such calculation shall be once in a day foreach size rolled.5.4.1 When subjected to pull-out test in accordance with IS 2770(Part-1) of thespecification the bond strength calculated from the load at a measured slip of0.025 mm and 0.25 mm for deformed bars/wires shall exceed that of a plain roundbar of the same nominal size by 40 per cent and 80 per cent respectively. Thebond test in such cases shall be done in accordance with IS:2770 (Part I). Pull outrest shall be done in addition to 5.2 for appropval of new or amended geometryfor the first time.5.4.2 The licensee shall also verify the deformation pattern of the high strengthdeformed steel bars and wires on the production line preferably at an interval ofone hour at each twisting machine against the registered design. Proper recordsshall be maintained for this.6. REJECTIONS – A separate record shall be maintained giving informationrelating to the rejection of the production not conforming to the requirements ofthe specification and the method of its disposal. Such material shall in nocircumstances be stored together with that conforming to the specification.7 SAMPLES – The licensee shall supply, free of charge, the samples required inaccordance with the Bureau of Indian Standards (Certification) Regulations, 1988,as subsequently amended, from the factory or godowns. The Bureau shall pay forthe samples taken by it from the open market.


Doc:STI/<strong>1786</strong>/PP/5Sept. 20088 REPLACEMENT – Whenever a complaint is received soon after the goods withStandard Marks have been purchased and used, and if there is adequate evidencethat the goods have not been misused, defective goods or their components arereplaced or repaired free of cost by the licensee in case the complaint is proved tobe genuine and the warranty period (where applicable) has not expired. The finalauthority to judge the conformity of the product to the Indian Standard shall bewith the Bureau. The firm shall have own complaint investigation system as perIS/ISO 10002.8.1 In the event of any damages caused by the goods bearing the Standard Mark, orclaim being filed by the consumers against <strong>BIS</strong> Standard Mark and not“conforming to” the relevant Indian Standard, entire liability arising out of suchnon conforming product shall be of licensee and <strong>BIS</strong> shall not in any way beresponsible in such cases.9 STOP MARKING – The marking of the product shall be stopped underintimation to the Bureau if, at any time, there is some difficulty in maintaining theconformity of their product to the specification, or the testing equipment goes outof order. The marking may be resumed as soon as the defects are removed underintimation to Bureau.9.1 The marking of the product shall be stopped immediately if directed to do so byBureau for any reason. The marking may then be resumed only after permissionby the Bureau. The information regarding resumption of markings shall also besent to the Bureau.10 PRODUCTION DATA – The licensee shall send to <strong>BIS</strong> as per the enclosedproforma-1 to be authenticated by a Chartered Accountant a statement of quantityproduced, marked and exported by him and the trade value thereof at the end of eachoperative year of the licence.Table 1………

STI/<strong>1786</strong>/R-1/9Sept. 2008SCHEME OF TESTING AND INSPECTIONFOR CERTIFICATION OFHIGH STRENGTH DEFORMED STEEL BARS AND WIRESFOR CONCRETE REINFORCEMENTACCORDING TO IS <strong>1786</strong>:2008(Fourth Revision)1. LABORATORY – A laboratory shall be maintained which shall be suitably equipped and staffed where different tests givenin the specification shall be carried out in accordance with the methods given in the specification.2. TEST RECORDS - All records of tests, inspection and calibration shall be kept in suitable forms approved by the Bureau.2.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and records of such checks/calibrationshall be maintained.2.2 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time onrequest.3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be usedfor controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part I), to IS 397(Part 4)].3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001.4. STANDARD MARK – The Standard Mark, as given in Column (1) of the First Schedule of the licence, is specifiedfor high strength deformed steel bars and wires for concrete reinforcement and may be marked on the product provided thematerials marked conform to all the requirements of the standards.4.1 TEST CERTIFICATE - For each consignment, of <strong>BIS</strong> certified material conforming to IS:<strong>1786</strong>-2008 there shall be a testcertificate which shall contain the Standard Mark, the cast/lot number, grade, size and corresponding test results (as given inAnnexure I).4.3 IDENTIFICATION AND MARKING


The manufacturer or supplier shall have ingots, billets and bars or bundles of bars/wires marked in such a way that all finishedbars/wires can be traced to the cast from which they were made. Every facility shall be given to the purchaser or hisauthorized representative for tracing the bars/wires to the cast from which they were made.4.3 For each bundle/coil of bars/wires a tag shall be attached indicating cast/lot number, grade and size.4.4 All bars/wires should be identifiable by marks/brands introduced during rolling which indicate the name of the manufacturer ortheir brand name.STI/<strong>1786</strong>/R-1/9Sept. 20084.5 Identification marks like brand name, trade-mark etc, that are introduced during rolling shall be designed and located in such amanner that the performance in use of the bar is not affected.4.6 High strength deformed steel bars and wires shall have the chemical composition in accordance with the requirementsspecified in clause 4.2 of the specification.4.7 Care shall be taken to segregate the tested billets/ingots for hot rolled deformed steel bars and wires, cast wise/grade wise onarrival of the wagons to the consignees destination if the billets/ingots/deformed bars or wire received do not carry the cast number ofother identification or mark, they shall be marked for identification.4.8 In case the quantity of ingots/billets in a cast is small and it is difficult to roll such material cast wise or it is not possible tosegregate ingots/billets cast wise, the same may be segregated grade wise into lots for rolling into finished steel.4.9 In case of mix up three samples for every 40 tonnes or part thereof the unidentified tested material shall be taken and tested forchemical analysis.4.10 A record shall be maintained showing the quantity of tested billets/ingots deformed bars or wires received and the productsrolled for each consignment, Billets and ingots shall not be mixed and rolled together.4.11 All twisting shall be carried out when cold. Stretching may or may not be combined with twisting. The untwisted length ateach end of the bar shall not exceed 100 mm or 4 times the nominal diameter,.4.12 In case ingots are manufactured by the licensee, the chemical composition of the ingots shall be checked at the levels of controlspecified in Table 1. Only those ingots which satisfy the chemical requirements specified in clause 4.2 of IS <strong>1786</strong>:2008 shall be used.5. LEVELS OF CONTROL: Inspection and tests at various levels of controlspecified in Table2 shall be carried out on all quantities of steel covered by this Schemeand appropriate records and charts maintained in accordance with para 2 above. All theproduction which conforms to the Indian Standard and covered by the licence shall be


marked with certification mark of the Bureau.5.1 On the basis of tests and inspection results, decision regarding conformity or otherwise of lots of steel to the requirements ofIS <strong>1786</strong>:2008 shall be taken as indicated below:5.2 CHEMICAL COMPOSITION : Chemical Composition of the differentGrades of high strength deformed steel bars and wires shall conform to the requirements as per Clause 4.2 of the specification.STI/<strong>1786</strong>/R-1/9Sept. 20085.3 FREEDOM FROM DEFECTS: All finished steel shall be rolled to thedimensions and mass specified. The finished material shall be free from harmful surface flaws, laminations, rough and imperfectedges and all other defects as has been stipulated in clause 4.3.1 of the specification. The defective material shall be sorted out andshall not be covered under the scheme unless the defects are satisfactorily removed by recognized methods. The material thus rectifiedshall be re-examined and covered under the scheme if found satisfactory.5.4 TENSILE TEST: Periodic calibration should be done of the tensile testingmachines. The frequency of such calibration should preferably be once in six months, andin any case not less than once in a year.5.5 The frequency of nominal mass tensile, Bend & Re-Bend tests shall be as given below if the material is rolled from one cast. Pull out test shall be done in addition to 5.2 for approval of new or amended geometry for first licence.5.9.2 The quantity of high strength deformed steel bars and wires in a lot shall be considered as fit to be covered under <strong>BIS</strong>certification marks scheme if they conform to the dimensions ,deformations mass and surface characteristics as specified and are freefrom cracks ,harmfull surface flows , laminations ,rough and imperfect edges,and all other defects and also satisfy the physical andchemical requirement of the specification5.10 The licensee shall also verify the deformation pattern of the high strengthdeformed steel bars and wires on the production line preferably at an interval of one hour at each twisting machine against theregistered design. Proper records shall be maintained for this.6. REJECTIONS – A separate record shall be maintained giving information relating to the rejection of the production notconforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances bestored together with that conforming to the specification.7 SAMPLES – The licensee shall supply, free of charge, the samples required in accordance with the Bureau of IndianStandards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns.
