14ANNEXURE-A(refer to para 4 of letterNo.20/28/85-4D-IIIDated 28.3.2006Eligibility criteria for the monetary grant in lieu of land to Pre-1.7.1985 gallantry awardwinners & their family.1. Monetary grant in lieu of land shall be sanctioned only to those defence personnelwho have been awarded the medals/awards mentioned in the referred letter prior to1.7.1985.2.(i) Monetary grant in lieu of land will be given to the defence personnel belonging tothe State of Haryana.(ii) All ranks in the Army, Navy, Air Force will be eligible.(iii) The monetary grant in lieu of land will be given for the life of the servicemen or forthe life of the widow (if the decoration is earned posthumously or if the recipient diesbefore his wife).(iv) In the case of posthumous awardees, the persons eligible for monetary grant in lieuof land will be their heirs in the following order :-(a) Widow of the deceased, if she does not re-marry. However, this restrictionwill not be applicable if she remarries the brother of the deceased.(b) Male lineal descendent and unmarried daughter (equal shares).(c) Parents.(d) Legal heirs.(v) In the case of awardees who could not claim/receive monetary grant in lieu of land intheir life time, the persons eligible for cash award and monetary grant will be theirheirs in the following order :-(a) Widow of the deceased, if she does not re-marry. However, this restrictionwill not be applicable if she remarries the brother of the deceased.(b) Male lineal descendent and unmarried daughter (equal shares).(c) Parents.(d ) Legal heirs.

15-2-(vi) The recipients who had won these decorations more than once or Bar to thedecoration will be entitled to additional benefits as are applicable to each award.(vii) Monetary grant in lieu of land will not be admissible if such grant has been given byany other State Government to the awardees for that particular award.(viii) The recipients will be entitled to monetary grant in lieu of land on production ofcertificate of domicile / resident from service headquarters, other revenue authorityand on the basis of citation of gallantry award issued vide Govt. of India GazetteNotification.(ix) The domicile of an award winner will further be considered in view of the following :-a. Cases of individuals belonging to Pakistan, Bangla Desh will be resolved bytreating them domicile of the State in which they have established theirpermanent residence in India after partition.b. Cases of individuals belonging to erstwhile Punjab but now in Haryana/Himachal Pradesh/Chandigarh shall henceforth be treated by respective StateGovernments and the further liabilities, if any, (as applicable), will be honouredby them.c. Cases of individuals belonging to erstwhile Assam but now in other States shouldalso be treated in the same way as in the case of erstwhile Punjab.d. In case individual’s address at the time of Joining service was a temporary one,due to the place of posting of transferable Central Government employees, thedomicile status would be decided on the basis of his father’s permanent homeaddress at the time of his joining service or at the time of the award.e. The domicile status established, is not to be changed for further awards, even ifthere is a change in permanent residence so that the individual does not becomeentitled to award from more than one States.Sd/-Secretary,Rajya Sainik Board,for Chief Secretary to Govt.
