Task of a shadow witness is <strong>to</strong> accompany the complainant inplain clothes <strong>to</strong> the public servant seeking bribe, <strong>to</strong> witness the transaction of briberyand <strong>to</strong> give a pre-determined signal <strong>to</strong> the main raiding party, headed by the DutyMagistrate and the Investigating Officer. <strong>The</strong> accused in many trap cases have beenacquitted because the trial court have questioned the neutrality/impartiality of theshadow witness being a vigilance official and thus being an interested party.2. <strong>The</strong> Vigilance Department has, therefore, decided <strong>to</strong> have a publicservant of some <strong>Government</strong> Department as shadow witness in future.
