27(2) A Member who is not a Minister shall, not less than twelve clear daysbefore <strong>the</strong> first reading <strong>of</strong> <strong>the</strong> Bill, give notice <strong>of</strong> his intention to presenta Bill.(3) In <strong>the</strong> case <strong>of</strong> a Bill having any effect such as is described in paragraph(1) <strong>of</strong> order 28, <strong>the</strong> notice shall be accompanied by a certificate signed bya Minister stating that Cabinet's recommendation shall be signified to<strong>the</strong> Bill on second reading.(4) In <strong>the</strong> case <strong>of</strong> a Bill which includes any provision-(a) relating to a matter that is within <strong>the</strong> legislative competence <strong>of</strong> a(b)Provincial Assembly; oraffecting <strong>the</strong> functions <strong>of</strong> a Provincial Executive <strong>the</strong> notice shallbe accompanied ei<strong>the</strong>r by a certificate signed by <strong>the</strong> Speaker <strong>of</strong>each Provincial Assembly or a member <strong>of</strong> each provincialExecutive affected by <strong>the</strong> Bill stating <strong>the</strong> date on which a copy <strong>of</strong><strong>the</strong> Bill was received by <strong>the</strong> Provincial Assembly or ProvincialExecutive as <strong>the</strong> case may be or by such o<strong>the</strong>r evidence that acopy <strong>of</strong> <strong>the</strong> Bill has been sent to <strong>the</strong> Provincial Assembly orProvincial Executive as <strong>the</strong> Speaker may in his discretion deemsatisfactory.(5) A Member submitting such a Bill for presentation shall be knownthroughout <strong>the</strong> subsequent proceedings on <strong>the</strong> Bill as <strong>the</strong> Member incharge <strong>of</strong> <strong>the</strong> Bill.45. EXAMINATION OF BILLS BY THE SPEAKER(1) The Speaker shall examine every Bill submitted for presentation andshall satisfy himself that it complies with <strong>the</strong> requirements <strong>of</strong> <strong>orders</strong> 43and 44.(2) If <strong>the</strong> Speaker is not satisfied that <strong>the</strong> Bill complies with <strong>the</strong>requirements as aforesaid, he shall instruct <strong>the</strong> Clerk so to inform <strong>the</strong>Member in charge <strong>of</strong> <strong>the</strong> Bill and no fur<strong>the</strong>r proceedings shall be takenin respect <strong>of</strong> <strong>the</strong> Bill.46. PRESENTATION AND PUBLICATION OF BILLS(1) If <strong>the</strong> Speaker is satisfied that <strong>the</strong> Bill complies with <strong>the</strong> requirements <strong>of</strong><strong>orders</strong> 43 and 44 he shall endorse <strong>the</strong> Bill to that effect; <strong>the</strong> Bill shall <strong>the</strong>nbe deemed to have been presented to Parliament.(2) As soon as may be after presentation <strong>of</strong> a Bill <strong>the</strong> Clerk shall cause <strong>the</strong>text <strong>of</strong> <strong>the</strong> Bill as contained in <strong>the</strong> copy submitted to <strong>the</strong> Speaker and <strong>the</strong>explanatory memorandum required by order 43 to be published in suchmanner as <strong>the</strong> Speaker may direct and copies <strong>of</strong> <strong>the</strong> text <strong>of</strong> <strong>the</strong> Bill andmemorandum as so published shall be sent to every Member.
