PREMATURE PUBLICATION OF EVIDENCEThe evidence taken before any Select or Special Committee and documentspresented to or a report prepared by such committee shall not be published bya member thereof or by any other person before such time as the committeeshall have presented its report to Parliament or the Minister has tabled thereport as the case may be.75. ATTENDANCE AT COMMITTEES(1) Members of Parliament nominated in accordance with order 68(4) toserve on a Select Committee or Special Committee shall be entitled toremuneration or allowances for so attending only in accordance with theprovisions of the Parliamentary Financial Rules from time to time inforce.(2) The Speaker, who for this purpose may consult with the Chairman ofthe Committee concerned, may, if any member fails without goodreason to attend the meetings of any committee to which he has beenappointed, reprimand that member in respect of his failure to attend.(3) If, after receiving two such reprimands, the member again fails withoutgood reason to attend the meetings of the committee, the Speaker may,after giving the member an opportunity to be heard, order the Clerk todeduct from any salary or allowances of the member which may be dueto the member by virtue of his membership a sum of money, notexceeding ten dollars in respect of each meeting which the member hasfailed to attend and to pay such moneys into the Consolidated Fund.PART OMISCELLANEOUS MATTERS76. ELECTION OF GOVERNOR-GENERALIf Parliament shall consider that it be necessary to hold an election beforemaking an address to the Head of State in accordance with section 27 of theConstitution, such election shall be carried out in the manner prescribed byorder 5, save only that nomination papers shall be issued to Members not lessthan three clear days before the date fixed for the election.77. EMPLOYMENT OF MEMBERS IN PROFESSIONAL CAPACITYNo Member shall appear before Parliament or a committee thereof as a legalpractitioner acting for or on behalf of any person or otherwise in a capacity forwhich he is to receive a fee or award.78. DECLARATION AND DISCLOSURE OF PERSONAL INTEREST(1) Every Member shall, not later than the day before he makes his oath ofallegiance pursuant to section 63 of the Constitution, submit to theSpeaker a written declaration of all shares and interests he may have inany company or business undertaking that has any contract with the
