31(8) Schedules shall be disposed <strong>of</strong> and a schedule may be replaced or a newschedule inserted in <strong>the</strong> same way as clauses.(9) When every clause and schedule and proposed new clause or schedulehas been dealt with, <strong>the</strong> preamble, if <strong>the</strong>re is one, shall be consideredand <strong>the</strong> question put "That this be <strong>the</strong> preamble to <strong>the</strong> Bill". Noamendment to <strong>the</strong> preamble shall be considered which is not madenecessary by a previous amendment to <strong>the</strong> Bill.(10) If any amendment to <strong>the</strong> title <strong>of</strong> <strong>the</strong> Bill is made necessary byamendment to <strong>the</strong> Bill, it shall be made at <strong>the</strong> conclusion <strong>of</strong> <strong>the</strong>proceedings detailed above but no question shall be put that <strong>the</strong> title (asamended) stand part <strong>of</strong> <strong>the</strong> Bill; nor shall any question be put upon <strong>the</strong>enacting formula.(11) An amendment, proposed new clause or proposed new schedule, uponwhich a question has been proposed, may be withdrawn at <strong>the</strong> request<strong>of</strong> <strong>the</strong> mover by leave <strong>of</strong> <strong>the</strong> committee before <strong>the</strong> question has beenfully put on it, if no Member objects.(12) When all <strong>the</strong> proceedings upon <strong>the</strong> Bill have been concluded incommittee <strong>the</strong> Speaker shall return to his chair and <strong>the</strong> Member incharge <strong>of</strong> <strong>the</strong> Bill shall report <strong>the</strong> bill to Parliament with or withoutamendment as <strong>the</strong> case may be.53. PROCEDURE ON REPORTING OF BILL FROM COMMITTEE OFTHE WHOLE HOUSE(1) When a Bill has been reported from a committee <strong>of</strong> <strong>the</strong> whole House,Parliament shall be deemed to have ordered <strong>the</strong> Bill to be set down forthird reading in accordance with <strong>the</strong> pro visions <strong>of</strong> order 15 and <strong>the</strong>order <strong>of</strong> Parliament shall be so recorded in <strong>the</strong> minutes <strong>of</strong> proceedingsand notice <strong>of</strong> motion for third reading shall not be required to be givenby <strong>the</strong> Member in charge <strong>of</strong> <strong>the</strong> Bill.(2) If any Member desires to propose fur<strong>the</strong>r amendments to a Bill asreported from a committee <strong>of</strong> <strong>the</strong> whole House, he shall give notice <strong>of</strong>such fur<strong>the</strong>r amendments and may, not later than <strong>the</strong> day before that onwhich <strong>the</strong> Bill is set down for third reading upon <strong>the</strong> Order Paper, givenotice <strong>of</strong> a motion that <strong>the</strong> Bill be recommitted, ei<strong>the</strong>r as a whole or inrespect only <strong>of</strong> some specified clause or clauses or schedule or schedulesor some proposed new clause or new schedule. Such a motion shall beplaced on <strong>the</strong> Order Paper immediately before <strong>the</strong> motion for <strong>the</strong> thirdreading <strong>of</strong> <strong>the</strong> Bill.(3) When a motion for recommittal has been moved no amendments maybe proposed to it except amendments to widen <strong>the</strong> scope <strong>of</strong> <strong>the</strong>proposed recommittal.(4) When a motion for recommittal is agreed to, <strong>the</strong> Bill shall standrecommitted as required by <strong>the</strong> motion and Parliament shall
