3563. ALLOTMENT OF TIME IN COMMITTEE OF SUPPLY(1) A maximum <strong>of</strong> four days shall be allotted for discussion <strong>of</strong> <strong>the</strong>Appropriation Bill in Committee <strong>of</strong> Supply.(2) This period may be extended if <strong>the</strong> question on <strong>the</strong> second reading <strong>of</strong><strong>the</strong> Bill was carried on a day earlier than <strong>the</strong> last day allotted for <strong>the</strong>debate on second reading as <strong>the</strong> day or days thus saved may be addedto <strong>the</strong> days allotted under this paragraph.(3) The Speaker may name <strong>the</strong> hour upon any day allotted under paragraph(1) <strong>of</strong> this order as being <strong>the</strong> time at which proceedings upon any headin <strong>the</strong> schedules to <strong>the</strong> Bill, on any schedule <strong>of</strong>, or on <strong>the</strong> clauses <strong>of</strong> <strong>the</strong>Bill shall be concluded. If in <strong>the</strong> case <strong>of</strong> any head or schedule or <strong>of</strong> <strong>the</strong>clauses <strong>the</strong> hour so named is reached before <strong>the</strong> business concerned isdisposed <strong>of</strong> <strong>the</strong> Speaker shall <strong>the</strong>reupon put any question necessary todispose <strong>of</strong> that business.(4) If in <strong>the</strong> case <strong>of</strong> any head or schedule <strong>the</strong> proceedings <strong>the</strong>reon areconcluded before <strong>the</strong> hour named in accordance with paragraph (3) <strong>of</strong>this order, <strong>the</strong> Committee <strong>of</strong> Supply may forthwith proceed to <strong>the</strong> nextbusiness.64. PROCEDURE IN COMMITTEE OF SUPPLY(1) On <strong>the</strong> consideration <strong>of</strong> <strong>the</strong> Appropriation Bill in Committee <strong>of</strong> Supply<strong>the</strong> clauses <strong>of</strong> <strong>the</strong> Bill shall stand postponed until after consideration <strong>of</strong><strong>the</strong> schedule or schedules.(2) On consideration <strong>of</strong> <strong>the</strong> schedules each head shall be considered with<strong>the</strong> appropriate estimate and any reference in <strong>the</strong>se Orders to a subheador an item means a subhead or an item in <strong>the</strong> estimates for <strong>the</strong> head <strong>the</strong>nunder discussion.(3) On <strong>the</strong> consideration <strong>of</strong> a schedule, <strong>the</strong> Speaker shall call <strong>the</strong> title <strong>of</strong> eachhead in turn and shall propose <strong>the</strong> question "That <strong>the</strong> sum <strong>of</strong> $........... forhead …….. stand part <strong>of</strong> <strong>the</strong> schedule" and unless an amendment isproposed under <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> next succeeding order, a debatemay take place on that question. Any such debate shall be confined to<strong>the</strong> policy <strong>of</strong> <strong>the</strong> service for which <strong>the</strong> money is to be provided and shallnot deal with <strong>the</strong> details <strong>of</strong> any item or subhead but may refer to <strong>the</strong>details <strong>of</strong> revenue or funds for which that service is responsible.(4) When all <strong>the</strong> heads in a schedule have been disposed <strong>of</strong> <strong>the</strong> Speakershall put forthwith, without amendment or debate, <strong>the</strong> question "That<strong>the</strong> schedule (as amended) stand part <strong>of</strong> <strong>the</strong> Bill".(5) When every schedule has been disposed <strong>of</strong> <strong>the</strong> Speaker shall callsuccessively each clause <strong>of</strong> <strong>the</strong> Bill and shall forthwith propose <strong>the</strong>question "That <strong>the</strong> clause stand part <strong>of</strong> <strong>the</strong> Bill" and, unless aconsequential amendment is moved, that question shall be disposed <strong>of</strong>without amendment or debate.
