been increased. It is hard to<br />
escape news about the squeeze<br />
on the nation’s finances, and the<br />
pressure this puts, in turn, on<br />
household budgets.<br />
Everyone continues to<br />
feel the pinch, which is<br />
why we have decided to<br />
freeze <strong>your</strong> bill again this<br />
year.<br />
That’s not to say that it’s been<br />
easy to achieve. Like all councils,<br />
demand for our services is<br />
rising every month, and at the<br />
same time we’re facing reduced<br />
financial support from central<br />
government and reductions in<br />
income, all due to the economic<br />
downturn.<br />
Welcome<br />
Along with our partners, such as<br />
Leader, <strong>Swindon</strong><br />
the police and fire services, we<br />
<strong>Borough</strong> <strong>Council</strong><br />
have worked extremely hard to<br />
find the savings and efficiencies<br />
to keep council tax as it was last<br />
year. It’s quite rightly what you<br />
would expect us to do, but it has<br />
been necessary to make some<br />
difficult decisions about our<br />
priorities, and reduce the number<br />
of people who work for us.<br />
The financial climate will remain<br />
extremely challenging for the<br />
council over the next few years.<br />
This booklet lists the huge range<br />
of services we deliver. While<br />
no-one uses them all, they are<br />
all important, and I hope the list<br />
serves as a reminder as to why<br />
local government exists and why<br />
it is necessary.<br />

Get ready for the Olympics<br />
in <strong>Swindon</strong>!<br />
It may seem like a long way away,<br />
but the London <strong>2012</strong> Olympics will<br />
be here before you know it.<br />
Were you one of the lucky ones<br />
who managed to get a ticket?<br />
If you weren’t, then don’t fear<br />
as Wharf Green in <strong>Swindon</strong> town<br />
centre is one of only 22 sites<br />
across the country that will<br />
showing all the action from the<br />
capital.<br />
And if you make <strong>your</strong> way down<br />
to the Big Screen, you will also be<br />
treated to some exclusive footage<br />
from the games.<br />
You will notice <strong>Swindon</strong> starting<br />
to take the ‘look and feel’ of the<br />
games from May 1st - not least<br />
when the Olympic torch comes to<br />
town on Wednesday 23 May!<br />
From 12pm we invite you to be<br />
a part of the big event in Wharf<br />
Green under the big screen.<br />
Throughout the two weeks of the<br />
games (27th July – 12th August),<br />
and the Paralympic Games (29th<br />
August – 9th September) Wharf<br />

Green will be fully equipped for<br />
you and <strong>your</strong> family to feel a part<br />
of the momentous events.<br />
24-hour seating will be available<br />
during the games, so feel free to<br />
come down and set up for the day,<br />
and be part of <strong>Swindon</strong>’s opening<br />
ceremony on Friday 27 July from<br />
6.30pm.<br />
There will also be an activity area<br />
where you can try some of the<br />
Olympic sports and information<br />
on where you can take part<br />
locally. There will be areas serving<br />
food and drinks all day.<br />

Olympic Torch spectacular all set<br />
for <strong>Swindon</strong><br />
And we say get ready to celebrate<br />
and be part of its history...<br />
We’re inviting both businesses and<br />
families to be part of our Olympic<br />
Torch celebration in <strong>Swindon</strong><br />
town centre.<br />
On Wednesday 23 May, the torch<br />
will make its way through <strong>Swindon</strong><br />
and the town centre is hosting an<br />
event to make its mark in history.<br />
The event will welcome the Olympic<br />
torch to the stage during its<br />
8,000-mile UK relay after it has<br />
been carried through Chiseldon,<br />
Wroughton and Royal Wootton<br />
Bassett on its way from Bristol,<br />
before heading towards Wharf<br />
Green under the Big Screen.<br />
From 12pm there will be a variety<br />
of displays taking place on the day<br />
to mark the occasion, including<br />
a procession through the centre,<br />
starting at the Cenotaph on Regent<br />
Circus before ending in Wharf<br />
Green.<br />
Gold will be the theme of the day<br />
with everyone involved decked out<br />
head to toe in colour. Members of<br />
the public are being asked to join in<br />
with the theme.<br />

Open Air Theate at Lydiard Park<br />
Friday 17 August, 6.30pm The Twits<br />
Mr and Mrs Twit loathe each other, they never wash and they live in<br />
a smelly old caravan next to a rotting tree. Bored of playing tricks<br />
on each other they decide to open a circus, capturing a family of<br />
monkeys and cruelly training them to perform the ring. The local<br />
birds try to rescue the monkeys, but only with the audience’s help<br />
will the Twits meet a sticky end and the monkeys finally be set free!<br />
This promises to be a revoltingly funny show, from Roald Dahl<br />

STEAM – Museum of the Great Western Railway<br />
To celebrate the Queen’s Diamond Jubilee, STEAM – Museum of the Great<br />
Western Railway has created a unique exhibition exploring royal rail travel, from<br />
the very early days of steam and the Great Western Railway, through to the<br />
present day.<br />
The exhibition runs until 31 December and is free with normal admission.<br />
The Royal Road Children’s Activity Trail is available to download free from the<br />
STEAM website or it can be purchased for 75 pence from STEAM Reception.<br />

Voting boundaries have changed – check <strong>your</strong> new ward<br />
<strong>Swindon</strong>’s electoral boundaries have<br />
changed this year, and voters across the<br />
<strong>Borough</strong> in the May local elections will be<br />
in wards which have new boundaries and<br />
new names. You might find that <strong>your</strong> usual<br />
polling station venue has changed.<br />
The move has been made by the Boundary<br />
Commission because of <strong>Swindon</strong>’s<br />
changing shape and growing population –<br />
such reviews usually take place every ten<br />
to fifteen years. The council now has 20<br />
wards, two fewer than previously, and the<br />
total number of councillors that will be<br />

The cash desk in the council’s<br />
One Stop Shop in Beckhampton<br />
Street will close on 5 April.<br />
The closure will save the council<br />
£500,000 over the next 10 years, and is<br />
part of the council’s drive to encourage<br />
residents to use convenient and more<br />
cost-effective payment methods. The<br />
council will continue to accept payment<br />
by cheque for all council services.<br />
Cheques can be sent by post or left in<br />
a drop-off box in the One Stop Shop<br />
from April. For all other services there<br />
are a variety of payment methods that<br />
can be accessed from the comfort of<br />
<strong>your</strong> home, or in many instances closer<br />
to home.<br />
Did you know it costs, on average,<br />
£7.40 for the council to carry out<br />
face-to-face customer services?<br />

in their ‘Better Connected’ report<br />
also show that dealing with customer<br />
services via a call centre costs, on<br />
average, £2.90 per transaction. However,<br />
the average transaction via the council’s<br />
website costs just 17 pence.<br />
<strong>Swindon</strong> <strong>Borough</strong> <strong>Council</strong>’s website can<br />
deal with a range of transactions and<br />
customer services, all from the comfort<br />
of <strong>your</strong> own home.<br />
Changes at the One Stop Shop<br />

Telephone Payment (24hrs), Debit/<br />
Credit Card in the One Stop Shop<br />

works hard to protect the<br />
communities of Wiltshire and<br />
<strong>Swindon</strong>, often working with<br />
partners to reduce the risk of<br />
fire wherever possible.<br />
In 2010/11, we received <strong>13</strong>,447<br />
emergency calls, responding to 1,988 fires,<br />
473 road traffic collisions and 737 special<br />
service calls (incidents such as flooding,<br />
helping the police, animal rescue etc). We<br />
also dealt with 705 co-responder calls,<br />
where firefighters from 10 of our fire<br />
stations support the ambulance service<br />
by attending medical emergencies ahead<br />
of a paramedic arriving.<br />
We have 24 fire stations, at Amesbury,<br />
Bradford on Avon, Calne, Chippenham,<br />
Cricklade, Corsham, Devizes, Ludgershall,<br />
Malmesbury, Marlborough, Melksham,<br />
Mere, Pewsey, Ramsbury, Salisbury,<br />
Stratton, <strong>Swindon</strong>, Tisbury, Trowbridge,<br />

These proposed changes are, in part,<br />
down to the changes in Government<br />
financing that we face in the coming few<br />
years. We know that we have to make<br />
savings of £1.8 million over the four years<br />
to 2014 – but, alongside facing this new<br />
fiscal reality, we need to embrace the<br />
opportunities presented by the<br />
Localism Act.<br />

approximately 635,000 people<br />
across the Wiltshire <strong>Council</strong> and<br />
<strong>Swindon</strong> <strong>Borough</strong> <strong>Council</strong> areas.<br />
It is the responsibility of Wiltshire<br />
Police to deliver local policing<br />
services across these areas. WPA’s<br />
role, on behalf of the people of<br />
Wiltshire and <strong>Swindon</strong>, is to ensure<br />
that this happens effectively and<br />
efficiently.<br />
This council tax report summarises<br />
Wiltshire Police’s performance for the<br />
last financial year, the commitments<br />
for <strong>2012</strong>/<strong>13</strong> and a breakdown of the<br />
supporting budget.<br />
Developments during 2011/12<br />
Wiltshire remains one of the safest<br />
counties in the country with low levels<br />
of crime and anti-social behaviour<br />
compared to the national average. In<br />
the twelve months to September 2011<br />
overall crime in <strong>Swindon</strong> and Wiltshire<br />
dropped by 8% compared with the<br />
previous twelve months. This compares<br />
favourably to a decrease nationally of 4%.<br />
The British Crime Survey published in<br />
January <strong>2012</strong> placed Wiltshire Police as<br />
having the lowest recorded crime rate<br />
for violence in the country as well as the<br />
highest rate of reduction for violence at<br />
22% compared with a national average<br />
of 8%.<br />
WPA continues to drive an efficiency<br />
programme which will maintain frontline<br />
policing services to our communities<br />
within the reduced budget allocation<br />
under the Government’s Comprehensive<br />
Spending Review. We remain on track<br />
and are now recruiting police officers<br />
once more – one of the first police<br />
authorities in the country to do so.<br />

Planning for the future<br />
On 15 November <strong>2012</strong>, for the first<br />
time ever, the public will elect a Police<br />
and Crime Commissioner (PCC). The<br />
PCC will be accountable for how crime<br />
is tackled in the Wiltshire Police Force<br />
area. Wiltshire Police Authority will be<br />
abolished and its staff, assets and £115<br />
million budget will transfer to the PCC.<br />
PCCs will be elected by the public and<br />
hold Chief Constables and their forces<br />
to account; effectively making the police<br />
directly answerable to the communities<br />
they serve.<br />
PCCs will be responsible for setting the<br />
policing priorities, cutting crime, appointing<br />
and, if necessary, dismissing the Chief<br />
Constable and ensuring that policing<br />
is efficient and effective. The PCC will<br />
also make community safety grants to<br />
other organisations aside from the Chief<br />
Constable (including, but not limited to,<br />
Community Safety Partnerships).<br />
This new structure will commence on<br />
22 November <strong>2012</strong>. Wiltshire Police<br />
Authority and the Chief Officers of<br />
Wiltshire Police are working together to<br />
ensure that the office of the Police and<br />
Crime Commissioner is ready from day<br />
one to help the PCC discharge his or her<br />
functions.<br />
The main focus of policing in <strong>Swindon</strong> is<br />
the modern police station at Gablecross,<br />
which is funded through a private finance<br />
initiative. WPA is engaging with <strong>Swindon</strong><br />
<strong>Borough</strong> <strong>Council</strong> to improve public access<br />
using a model of shared premises and<br />
shared reception arrangements.<br />

Wiltshire Police has changed its<br />
non emergency number to 101<br />
The 101 number was introduced<br />
nationally in phases and on 19 September<br />
2011 it was launched across forces in the<br />
South West, including Wiltshire.<br />
Although 999 is a well recognised number<br />
to report emergencies, the 2010 British<br />
Crime Survey found that only half of the<br />
public knew which number to call if they<br />
wanted to speak to their local police<br />
about policing, non-urgent crime and antisocial<br />
behaviour.<br />
The new non emergency number 101<br />
makes it much easier for people to<br />
contact us. It is easy to remember and has<br />
now been rolled out across all forces in<br />
the country. Calls to 101 are automatically<br />
directed to the nearest police force, so<br />
calls from Wiltshire will be answered by<br />
Wiltshire Police staff. Calls to 101 cost<br />
15p per call, irrespective of how long that<br />
call may last. This applies to landlines and<br />
mobile phones.<br />
People with hearing or speech impairments<br />
are able to use the non emergency<br />
textphone number 18001 101.<br />
The 101 number replaces the 0845 non<br />
emergency number for Wiltshire Police.<br />
The 101 number should be used for all<br />
non emergencies such as: reporting a<br />
crime, contacting local officers, getting<br />
crime prevention advice, making an<br />
appointment with a police officer or making<br />
us aware of policing issues in <strong>your</strong> area.<br />
It does not replace 999, which should be<br />
used in an emergency, such as when a<br />
crime is in progress, when there is danger<br />
to life or when violence is being used or<br />
threatened.<br />

The basic amount of <strong>Council</strong> Tax<br />
payable (before any discount or benefit)<br />
is based on two things: the Valuation<br />
band that <strong>your</strong> property falls into, and<br />
the part of the <strong>Borough</strong> in which you<br />
live. The amount due is set by <strong>Swindon</strong><br />
<strong>Borough</strong> <strong>Council</strong>, Wiltshire Police<br />

Appeals against being liable<br />
for <strong>Council</strong> Tax<br />
You can also appeal to the <strong>Council</strong> if<br />
you consider that you are not liable<br />
to pay the bill issued to you because<br />
you are not the resident or owner, or<br />
because you believe the property is<br />
exempt, or that the <strong>Council</strong> has made<br />
a mistake in calculating <strong>your</strong> bill. If you<br />
wish to appeal on these grounds you<br />
must let the <strong>Council</strong> know in writing<br />
so that they have the opportunity to<br />
reconsider the case.<br />

procedures (including the role of the<br />
Valuation Tribunals) may be obtained<br />
from the <strong>Council</strong>.<br />
In all of the above cases you will still<br />
have to pay <strong>your</strong> <strong>Council</strong> Tax as billed<br />
until the valuation or liability appeal has<br />
been heard. You will then be notified<br />
of the outcome, and we will make any<br />
necessary adjustments.<br />
Reductions and Exemptions<br />
There are various types of reductions<br />
and exemptions that you may be entitled<br />
to, depending on <strong>your</strong> circumstances.<br />
These reductions are described below. If<br />
you have been granted a reduction, the<br />
amount will be shown on the bill.<br />

Discounts – A discount can be granted if:<br />
1. The property is only occupied by one<br />
adult (25% discount), or<br />
2. If the property is no-one’s main<br />
home and is furnished (10% discount)<br />
(Unfurnished properties receive a 6<br />
month exemption, then 100% of the<br />
<strong>Council</strong> Tax bill is payable), or<br />
3. If all, or all but one, of the adults<br />
resident in the property can be<br />
disregarded because of their<br />
circumstances (50% or 25% discount).<br />
For example, the following people are<br />
disregarded when deciding the number of<br />
adults living in a property:<br />
• Full time students and certain of their<br />
non-British spouses.<br />
• Student nurses apprentices and youth<br />
trainees.<br />
• 18 and 19 year olds who are at or<br />
have just left school.<br />
• Careworkers working for low pay,<br />
usually for Charities.<br />
• People caring for someone with<br />
a disability who is not a spouse or<br />
partner nor a child under 18.<br />
• The severely mentally impaired, where<br />
certain criteria are met.<br />
• Diplomats and members of<br />
visiting forces and their non-British<br />
dependants.<br />
• Members of religious communities<br />
(e.g. Monks and Nuns)<br />
• People who are being looked after<br />
in care homes or have their main<br />
residence in hospital.<br />
• People staying in certain hostels.<br />
• People in prison (except those in<br />
prison for non-payment of <strong>Council</strong> Tax<br />
or a fine).
Exemptions – Some examples of<br />
properties that are exempt from the<br />
<strong>Council</strong> Tax include those occupied<br />
• Only by students<br />
• By visiting forces personnel<br />
• As UK forces barracks and married<br />
quarters (their occupants will<br />
contribute to the cost of local services<br />
through a separate arrangement)<br />
• Only by severely mentally impaired<br />
people<br />
And unoccupied properties which<br />
• Are unfurnished (exempt for up to 6<br />
months).<br />
• Require or are undergoing major<br />
structural alterations or major<br />
repairs (exempt for up to 6 months<br />
after completion). This exemption<br />
is awarded for a maximum period<br />
of 12 months, whether structural<br />
alterations/repairs have been<br />
completed or not. More information<br />
regarding types of work required to<br />
qualify can be obtained by contacting<br />
the council.<br />
• Are waiting for probate or letters of<br />
administration to be granted (and for<br />
up to six months after)<br />

Reduction for Disabilities – the<br />
reduction is equivalent to the difference<br />
between the charge for <strong>your</strong> property’s<br />
band and the band immediately below it.<br />
For example, if <strong>your</strong> property is in band<br />
‘C’ you will be charged as if it is in band<br />
‘B’. Since 1st April 2000, reductions for<br />
disabilities have been allowed for Band<br />
‘A’ properties.<br />

not been granted a reduction or<br />
exemption please contact the <strong>Council</strong><br />
Tax Office for an application form or<br />
visit www.swindon.gov.uk/counciltax and<br />
complete the online application forms.<br />
If you are no longer entitled to a<br />
discount, exemption or reduction it is<br />
<strong>your</strong> responsibility to advise us. Failure<br />
to do so could result in a large bill being<br />
due all at once and financial penalties<br />
being applied for failing to disclose<br />

How much you get will depend<br />

Adult Social Care service to a social<br />
enterprise which has altered the profile<br />

The majority of funding for flood defence comes directly from the Department<br />
for the Environment, Food and Rural Affairs (Defra). However, under the new<br />
Partnership Funding rule not all schemes will attract full central funding.<br />

Metropolitan <strong>Council</strong>s, Unitary Authorities and London <strong>Borough</strong>s in the form of a<br />
Local Levy. The Local Levy is shared on the basis of Band D Equivalents between all<br />
