Welcome...

“ This is your guide to the
council’s services, and it
provides you with all the
information you need
Cllr.
to contact us. I hope
you will keep it over the
next twelve months as
a handy reference.
It also includes information about
your council tax, which hasn’t
been increased. It is hard to
escape news about the squeeze
on the nation’s finances, and the
pressure this puts, in turn, on
household budgets.
Everyone continues to
feel the pinch, which is
why we have decided to
freeze your bill again this
year.
That’s not to say that it’s been
easy to achieve. Like all councils,
demand for our services is
rising every month, and at the
same time we’re facing reduced
financial support from central
government and reductions in
income, all due to the economic
downturn.
Welcome
Along with our partners, such as
Leader, Swindon
the police and fire services, we
Borough Council
have worked extremely hard to
find the savings and efficiencies
to keep council tax as it was last
year. It’s quite rightly what you
would expect us to do, but it has
been necessary to make some
difficult decisions about our
priorities, and reduce the number
of people who work for us.
The financial climate will remain
extremely challenging for the
council over the next few years.
This booklet lists the huge range
of services we deliver. While
no-one uses them all, they are
all important, and I hope the list
serves as a reminder as to why
local government exists and why
it is necessary.
Roderick
Open Air Theate at Lydiard Park
Friday 17 August, 6.30pm The Twits
Mr and Mrs Twit loathe each other, they never wash and they live in
a smelly old caravan next to a rotting tree. Bored of playing tricks
on each other they decide to open a circus, capturing a family of
monkeys and cruelly training them to perform the ring. The local
birds try to rescue the monkeys, but only with the audience’s help
will the Twits meet a sticky end and the monkeys finally be set free!
This promises to be a revoltingly funny show, from Roald Dahl
Voting boundaries have changed – check your new ward
Swindon’s electoral boundaries have
changed this year, and voters across the
Borough in the May local elections will be
in wards which have new boundaries and
new names. You might find that your usual
polling station venue has changed.
The move has been made by the Boundary
Commission because of Swindon’s
changing shape and growing population –
such reviews usually take place every ten
to fifteen years. The council now has 20
wards, two fewer than previously, and the
total number of councillors that will be
elected has reduced by two to 57. The
The cash desk in the council’s
One Stop Shop in Beckhampton
Street will close on 5 April.
The closure will save the council
£500,000 over the next 10 years, and is
part of the council’s drive to encourage
residents to use convenient and more
cost-effective payment methods. The
council will continue to accept payment
by cheque for all council services.
Cheques can be sent by post or left in
a drop-off box in the One Stop Shop
from April. For all other services there
are a variety of payment methods that
can be accessed from the comfort of
your home, or in many instances closer
to home.
Did you know it costs, on average,
£7.40 for the council to carry out
face-to-face customer services?
Figures supplied by Socitm (Society for
Information Technology Management)
in their ‘Better Connected’ report
also show that dealing with customer
services via a call centre costs, on
average, £2.90 per transaction. However,
the average transaction via the council’s
website costs just 17 pence.
Swindon Borough Council’s website can
deal with a range of transactions and
customer services, all from the comfort
of your own home.
Changes at the One Stop Shop
Alternative methods may include
Direct Debit, Internet Payment (24hrs),
Telephone Payment (24hrs), Debit/
Credit Card in the One Stop Shop
(not available for council tax or
housing rent payments), Post Office
or PayPoint. Between now and the
closure on 5 April, staff will be on hand
to support residents they can pay and
identify which methods may be more
convenient to them.
Anyone with any queries should ask
a member of staff for help. Payment
methods are available for each service.
Wiltshire Fire & Rescue Service
Wiltshire Fire
& Rescue Service
Wiltshire Fire & Rescue Service
works hard to protect the
communities of Wiltshire and
Swindon, often working with
partners to reduce the risk of
fire wherever possible.
In 2010/11, we received 13,447
emergency calls, responding to 1,988 fires,
473 road traffic collisions and 737 special
service calls (incidents such as flooding,
helping the police, animal rescue etc). We
also dealt with 705 co-responder calls,
where firefighters from 10 of our fire
stations support the ambulance service
by attending medical emergencies ahead
of a paramedic arriving.
We have 24 fire stations, at Amesbury,
These proposed changes are, in part,
down to the changes in Government
financing that we face in the coming few
years. We know that we have to make
savings of £1.8 million over the four years
to 2014 – but, alongside facing this new
fiscal reality, we need to embrace the
opportunities presented by the
Localism Act.
We have a proud record of delivering
value for money and a highly efficient
service to the people of Wiltshire and
Swindon. We are also privileged to be
‘in the heart of the community, for the
community’, and we need to ensure
that our Service reflects the needs and
expectations of local people.

Wiltshire Police
Authority
Wiltshire Police Authority
(WPA) and Wiltshire Police serve
approximately 635,000 people
across the Wiltshire Council and
Swindon Borough Council areas.
It is the responsibility of Wiltshire
Police to deliver local policing
services across these areas. WPA’s
role, on behalf of the people of
Wiltshire and Swindon, is to ensure
that this happens effectively and
efficiently.
This council tax report summarises
Wiltshire Police’s performance for the
last financial year, the commitments
for 2012/13 and a breakdown of the
supporting budget.
Developments during 2011/12
Wiltshire remains one of the safest
counties in the country with low levels
of crime and anti-social behaviour
compared to the national average. In
the twelve months to September 2011
overall crime in Swindon and Wiltshire
dropped by 8% compared with the
previous twelve months. This compares
favourably to a decrease nationally of 4%.
The British Crime Survey published in
January 2012 placed Wiltshire Police as
having the lowest recorded crime rate
for violence in the country as well as the
highest rate of reduction for violence at
22% compared with a national average
of 8%.
WPA continues to drive an efficiency
programme which will maintain frontline
policing services to our communities
within the reduced budget allocation
under the Government’s Comprehensive
Spending Review. We remain on track
and are now recruiting police officers
once more – one of the first police
authorities in the country to do so.
For full details on our priorities and plans visit www.wiltshire-pa.gov.uk 21

Planning for the future
On 15 November 2012, for the first
time ever, the public will elect a Police
and Crime Commissioner (PCC). The
PCC will be accountable for how crime
is tackled in the Wiltshire Police Force
area. Wiltshire Police Authority will be
abolished and its staff, assets and £115
million budget will transfer to the PCC.
PCCs will be elected by the public and
hold Chief Constables and their forces
to account; effectively making the police
directly answerable to the communities
they serve.
PCCs will be responsible for setting the
policing priorities, cutting crime, appointing
and, if necessary, dismissing the Chief
Constable and ensuring that policing
is efficient and effective. The PCC will
also make community safety grants to
other organisations aside from the Chief
Constable (including, but not limited to,
Community Safety Partnerships).
This new structure will commence on
22 November 2012. Wiltshire Police
Authority and the Chief Officers of
Wiltshire Police are working together to
ensure that the office of the Police and
Crime Commissioner is ready from day
one to help the PCC discharge his or her
functions.
The main focus of policing in Swindon is
the modern police station at Gablecross,
which is funded through a private finance
initiative. WPA is engaging with Swindon
Borough Council to improve public access
using a model of shared premises and
shared reception arrangements.
Police Funding in 2012/13
In setting the annual policing budget
for Wiltshire and Swindon, WPA
must balance the reduced financial
resources available against our
statutory duty to secure an efficient
and effective policing service for
local taxpayers.
Our website www.wiltshire-pa.gov.uk
New non emergency number
for Wiltshire Police
Wiltshire Police has changed its
non emergency number to 101
The 101 number was introduced
nationally in phases and on 19 September
2011 it was launched across forces in the
South West, including Wiltshire.
Although 999 is a well recognised number
to report emergencies, the 2010 British
Crime Survey found that only half of the
public knew which number to call if they
wanted to speak to their local police
about policing, non-urgent crime and antisocial
behaviour.
The new non emergency number 101
makes it much easier for people to
contact us. It is easy to remember and has
now been rolled out across all forces in
the country. Calls to 101 are automatically
directed to the nearest police force, so
calls from Wiltshire will be answered by
Wiltshire Police staff. Calls to 101 cost
15p per call, irrespective of how long that
call may last. This applies to landlines and
mobile phones.
People with hearing or speech impairments
are able to use the non emergency
textphone number 18001 101.
The 101 number replaces the 0845 non
emergency number for Wiltshire Police.
The 101 number should be used for all
non emergencies such as: reporting a
crime, contacting local officers, getting
crime prevention advice, making an
appointment with a police officer or making
us aware of policing issues in your area.
It does not replace 999, which should be
used in an emergency, such as when a
crime is in progress, when there is danger
to life or when violence is being used or
threatened.
To find out more about 101, visit the
Wiltshire Police website www.wiltshire.
Council Tax
The basic amount of Council Tax
payable (before any discount or benefit)
is based on two things: the Valuation
band that your property falls into, and
the part of the Borough in which you
live. The amount due is set by Swindon
Borough Council, Wiltshire Police
Authority, Wiltshire and Swindon Fire
Authority and your Parish Council
(if applicable).
Property Bands
The Valuation Office Agency (V.O.A),
which is part of HM Revenue and
Customs, has placed each property into
one of the eight bands according to its
open market Capital Value on 1 April
1991 or an estimate of this for newer
properties. This means that recent
purchase prices are not necessarily the
best evidence against which to compare
the band of your property.
The bands can be found on page 34.
www.voa.gov.uk
All appeals against the Valuation Band
must be made in writing to the Valuation
Office Listing Officer at the address
shown above.
Council Tax liability
Normally the occupier(s) of a property is
responsible for the payment of Council Tax
at their address. However, there are some
exceptions to this. If you have any queries
over your responsibility, please contact the
Council for advice. Further independent
information can also be found by visiting
the Council Tax pages on www.direct.gov.uk
Council Tax - Explanatory Notes
Appeals against being liable
for Council Tax
You can also appeal to the Council if
you consider that you are not liable
to pay the bill issued to you because
you are not the resident or owner, or
because you believe the property is
exempt, or that the Council has made
a mistake in calculating your bill. If you
wish to appeal on these grounds you
must let the Council know in writing
so that they have the opportunity to
reconsider the case.
Further details of the appeal
procedures (including the role of the
Valuation Tribunals) may be obtained
from the Council.
In all of the above cases you will still
have to pay your Council Tax as billed
until the valuation or liability appeal has
been heard. You will then be notified
of the outcome, and we will make any
necessary adjustments.
Reductions and Exemptions
There are various types of reductions
and exemptions that you may be entitled
to, depending on your circumstances.
These reductions are described below. If
you have been granted a reduction, the
amount will be shown on the bill.
26 www.swindon.gov.uk
Discounts – A discount can be granted if:
1. The property is only occupied by one
adult (25% discount), or
2. If the property is no-one’s main
home and is furnished (10% discount)
(Unfurnished properties receive a 6
month exemption, then 100% of the
Council Tax bill is payable), or
3. If all, or all but one, of the adults
resident in the property can be
disregarded because of their
circumstances (50% or 25% discount).
For example, the following people are
disregarded when deciding the number of
adults living in a property:
• Full time students and certain of their
non-British spouses.
• Student nurses apprentices and youth
trainees.
• 18 and 19 year olds who are at or
have just left school.
• Careworkers working for low pay,
usually for Charities.
• People caring for someone with
a disability who is not a spouse or
partner nor a child under 18.
• The severely mentally impaired, where
certain criteria are met.
• Diplomats and members of
visiting forces and their non-British
dependants.
• Members of religious communities
(e.g. Monks and Nuns)
• People who are being looked after
in care homes or have their main
residence in hospital.
• People staying in certain hostels.
• People in prison (except those in
prison for non-payment of Council Tax
or a fine).

Exemptions – Some examples of
properties that are exempt from the
Council Tax include those occupied
• Only by students
• By visiting forces personnel
• As UK forces barracks and married
quarters (their occupants will
contribute to the cost of local services
through a separate arrangement)
• Only by severely mentally impaired
people
And unoccupied properties which
• Are unfurnished (exempt for up to 6
months).
• Require or are undergoing major
structural alterations or major
repairs (exempt for up to 6 months
after completion). This exemption
is awarded for a maximum period
of 12 months, whether structural
alterations/repairs have been
completed or not. More information
regarding types of work required to
qualify can be obtained by contacting
the council.
• Are waiting for probate or letters of
administration to be granted (and for
up to six months after)
Council Tax - Explanatory Notes
Reduction for Disabilities – the
reduction is equivalent to the difference
between the charge for your property’s
band and the band immediately below it.
For example, if your property is in band
‘C’ you will be charged as if it is in band
‘B’. Since 1st April 2000, reductions for
disabilities have been allowed for Band
‘A’ properties.
If you think you may qualify and have
not been granted a reduction or
exemption please contact the Council
Tax Office for an application form or
visit www.swindon.gov.uk/counciltax and
complete the online application forms.
If you are no longer entitled to a
discount, exemption or reduction it is
your responsibility to advise us. Failure
to do so could result in a large bill being
due all at once and financial penalties
being applied for failing to disclose
information.
Council Tax
Government Support
38% of the Council’s net budget is
funded from Government Grant
(£51.6m) with the balance raised from
Council Tax (£85.8m). Our schools
are funded directly from Government
Grants with funding in 2012/13
expected to be £142.6m.
Between financial years 2011-12
and 2012-13, a number of changes
have taken place that means that the
figures between the two years are
not comparable on a like-for like basis.
Firstly, the Council externalised its
Adult Social Care service to a social
enterprise which has altered the profile
of its gross income and expenditure.
In addition, the Government has made
30 www.swindon.gov.uk
some changes to the grant funding
given to Councils which has resulted
in an increase in the level of income to
Children’s Services and Other Central
Services despite the overall level of
Government funding for Swindon
reducing. In overall terms, the Council’s
net Budget is virtually unchanged but
this masks a raft of additional costs
offset by savings and extra income.
30%
The financial outlook for Councils
is challenging with reducing funding
levels coupled with a rising demand for
services, mainly linked to the number
of older people seeking support. Work
# The Council will receive extra income in its “Other Central Services” in 2012/13 due
to recharging additional borrowing costs on Council Housing Services to a separate
** The number of Band D equivalent homes is a notional figure which takes into account the
weighting given to each home when calculating the Council Tax (known as the tax base).
For example, one Band A home is 6/9ths of a Band D equivalent property, while a Band
H home is twice a Band D equivalent.
# The Tax Base for 2012-13 is 73,149.0, a rise of 1,307.9 (1.8%) over the figure for 2011-12.
The higher number of properties within the Borough has resulted in a predicted surplus
on the Collection Fund at the end of 2011-12. Swindon Borough Council’s share is £2m,
which has been reflected in the Council Tax calculations for 2012-13.
defences in the area of the Thames
Regional Flood and Coastal Committee.
Money is spent on the construction
of new flood defence schemes, the
maintenance of the river system and
existing flood defences together with
the operation of a flood warning system
and management of the risk of coastal
erosion. The financial details are:
Thames Regional Flood and Coastal Committee
2011/2012 2012/2013
‘000s ‘000s
Gross Expenditure £86,484 £86.484
Levies Raised £10,000 £10,000
Total Council Tax Base £5,082 £5,081
The majority of funding for flood defence comes directly from the Department
for the Environment, Food and Rural Affairs (Defra). However, under the new
Partnership Funding rule not all schemes will attract full central funding.
To provide ‘matching’ funding the Agency may seek funding from County and
Metropolitan Councils, Unitary Authorities and London Boroughs in the form of a
Local Levy. The Local Levy is shared on the basis of Band D Equivalents between all
contributing bodies within the Committee Area.
Changes in the Gross Budgeted expenditure between the years reflects the impact
of the Government Spending Review and national prioritisation of capital projects.
The total Local Levy raised has remained the same in 2012/2013 as 2011/2012
at £10,000,000.
