Special Operations and Counter DisasterThe purpose <strong>of</strong> the <strong>Ambulance</strong> Special Operations Unit is to ensure thecompatibility <strong>of</strong> <strong>Ambulance</strong> operations and disaster planning and specialoperations framework, in line with State and National arrangements.Special Operations UnitMajor goals and outcomesPrevention and Preparedness: Established and maintaineda State and National cache for use in chemical, biologicaland radiological incidents and influenza pandemic.Developed the <strong>Ambulance</strong> Influenza Pandemic Plan andnational plans for the Council <strong>of</strong> <strong>Ambulance</strong> Authorities(CAA), including the National Pandemic Influenza ResponsePlan and Memorandum <strong>of</strong> Understanding for Mutual Aid.Prepared and planned for APEC 2007 and is preparing andplanning for World Youth Day 2008.Capability Development: Developed Mobile EmergencyOperations Commander (EOC) Kits. Upgraded the Health<strong>Service</strong>s Disaster Control Centre (HSDCC) to a state <strong>of</strong> theart facility designed to coordinate all major incidents andevents for the whole <strong>of</strong> Health.Training and Exercises: <strong>Ambulance</strong> played a major part inmulti-agency incident training, major incident commanderstraining, incident control system training, chemical, biologicaland radiological training and numerous national counterterrorism exercises including multi-agency exercises.Responses: Operation Warwick detailed the identificationand placement <strong>of</strong> <strong>Ambulance</strong> personnel and equipment inkey locations to facilitate the provision <strong>of</strong> immediate prehospitalemergency care and assistance to Vice PresidentCheney. The provision <strong>of</strong> pre-hospital emergency care wasalso extended to the United States contingency, <strong>NSW</strong> Policetactical groups and allied Emergency <strong>Service</strong>s’ specialoperations groups involved in Operation Warwick.2007 June Storms: The Special Operations Unitcoordinated the Health <strong>Service</strong>s Disaster Control Centreduring the 2007 June Storm in the Hunter and Central Coastregions. <strong>Ambulance</strong> played a significant role in coordinatingand evacuating many patients from aged care facilities andnursing homes that were affected by storm damage.Future InitiativesInfluenza Pandemic Plan: <strong>Ambulance</strong> proposes t<strong>of</strong>amiliarise all personnel in respect to this important plan.Incident Commander Training: Expand this training to alldivisions, including elements <strong>of</strong> EmergoTraining.State Medical Cache: Establish a State medical cache fordeployment with medical teams.<strong>NSW</strong> Health Counter Disaster UnitMajor goals and outcomesCounter Disaster Preparedness: The <strong>NSW</strong> HealthCounter Disaster Unit continued to coordinate counterdisasterpreparedness across the health system in closecooperation with <strong>Ambulance</strong> Special Operations Unit,<strong>NSW</strong> Police, emergency services and other State andCommonwealth agencies. A disaster preparednesseducation and training needs analysis survey and disasterpreparedness performance framework that tests, monitorsand reviews the adequacy <strong>of</strong> the counter disasterpreparedness <strong>of</strong> <strong>NSW</strong> Health was also established.Special Event Planning: Project management <strong>of</strong> healtharrangements for the Asia Pacific Economic Cooperation(APEC) 2007 meetings being hosted in Sydney, the HealthMinisters Meeting in June 2007 and Leaders Week inSeptember 2007. Progressing health planning for theCatholic Church’s World Youth Day in July 2008.Training and Exercises: Participated in Sydney CBDEvacuation ‘Road Runner’ and various National counterterrorism exercises and coordinated 11 EmergoTrainhospital exercises. Conducted health liaison <strong>of</strong>ficer trainingand participated in incident control system and <strong>NSW</strong> Policeexercise course training.Emergency Plans: Revised HEALTHPLAN (version 2007)and finalised Hawkesbury Nepean Flood Emergency Plan.Strategic planing: A five year strategic plan which sets outthe policy, planning, education and training priorities wasprepared.Future InitiativesHealthplan: Continue to work with the Health EmergencyManagement Committee to ensure HEALTHPLAN andall supporting and subplans are regularly reviewed andupdated.Disaster Preparedness: Develop a disaster preparednesseducation and training curriculum and review disasterpreparedness across area health services.Special Event Planning: Finalise and deliver <strong>NSW</strong> Health’sservices for World Youth Day 2008 and other special eventsand deliver health services to APEC 2007 Leaders Week.30 <strong>Annual</strong> <strong>Report</strong> 2006/07 <strong>Ambulance</strong> <strong>Service</strong> <strong>of</strong> New South Wales
