<strong>2011</strong> <strong>Platu</strong> <strong>25</strong> <strong>World</strong> <strong>Championship</strong>28 May – 3 June <strong>2011</strong>Union Yacht Club TraunseeLake Traunsee, AustriaSAILING INSTRUCTIONS1 RULES1.1 The regatta will be governed by the rules as defined in The Racing Rules ofSailing 2009-2012.1.2 No national authority prescriptions will apply.1.3 The <strong>Platu</strong> <strong>25</strong> class rules <strong>2011</strong> and IPCA regulations will apply.1.4 Class Rule C.5.2 is changed as follows:Replace the original text: - Engine: The boat shall depart from the docksidewith a separate container with a minimum of 3 litres fuel and it shall be usedonly after the last race of the day.With the following text: - Engine: A boat shall depart from the dockside with aseparate container with a minimum of 3 litres fuel and it shall be used onlyafter the last race of the day. In addition, it shall carry a second separatecontainer with fuel to run 10 miles at 4,5 kts, to be used when asked by theRC to do so.This change has been approved by IPCA.1.5 Notice of race invokes <strong>Platu</strong> <strong>25</strong> rule C 10.1(c).1.6 If there is a conflict between languages the English text will take precedence.1.7 Activated gale warning abandons race.2 ADDITIONAL IDENTIFICATIONWhile racing, boats shall display bow numbers. The organizing authority willsupply the numbers and instructions for their use.3 CAMERAS AND ELECTRONIC EQUIPMENTBoats may be required to carry cameras, sound equipment or positioningequipment as specified by the organizing authority. If so, each team may beasked to put down a deposit of EUR 150,00.4 NOTICES TO COMPETITORSNotices to competitors will be posted on the official notice board at the raceoffice building.5 CHANGES TO SAILING INSTRUCTIONSAny change to the sailing instructions will be posted before 09.00 on the day itwill take effect, except that any change to the schedule of races will be postedby 20.00 on the day before it will take effect.1


6 SIGNALS MADE ASHORE6.1 Signals made ashore will be displayed at the main flag pole of the Union YachtClub Traunsee, which is located on the northern jetty.6.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than30 minutes’ in the race signal AP.6.3 When flag Y is displayed ashore, rule 40 applies at all times while afloat. A maximum of three (3) racesper day may be sailed. An additional race per day may be sailed, if theweather forecast predicts that three (3) races the next day will be unlikely orwhen the event is behind schedule.8.3 The scheduled time of the warning signal for the practice race is on 29 May,13.30, the warning signal for the first race is on 30 May, 11.00.8.4 After a long postponement to alert boats that a race or sequence of races willbegin soon, an orange flag will be displayed with one sound. The orange flagwill be displayed for at least four minutes before a warning signal is displayed.8.5 On the last day of the regatta no warning signal will be made after 15.00,except as a consequence of a previous general recall.9 CLASS FLAGSThe Class flag will be a white flag with a red <strong>Platu</strong> <strong>25</strong> class insignia and theletters “APCA”.10 RACING AREASAttachment B shows the location of racing areas. If the race committee decideto move the course to another race area than the standard race area, the race2


committee will display flag “B” afloat with a long sound signal (This changesRace Signals).11 THE COURSES11.1 The diagrams in Attachment A show the courses including the course signals,approximate angles between legs, the order in which marks are to be passedand the side, on which each mark is to be left.11.2 Course designations and course signals are as follows:Up and Down, 2 Laps Pennant #2Up and Down, 3 Laps Pennant #311.3 No later than the warning signal, the race committee signal boat will displaythe approximate compass bearing of the first leg.12 MARKS12.1 Marks 1, 1a, 2S and 2P will be yellow cylindrical marks marked BMW.12.2 New marks, as provided in instruction 15.1, will be orange cylindrical marksmarked BMW.12.3 The starting marks will be race committee boats.12.4 The finishing marks will be a race committee boat on one side and an orangemark on the other side.12.5 A race committee boat signalling a change of a leg of the course is a mark asprovided in instruction 15.2.13 THE START13.1 The starting line will be between staffs displaying orange flags on the startingmarks.13.2 A boat starting later than four minutes after her starting signal will be scoredDid Not Start without a hearing. This changes rules A4 and A5.13.3 As soon as practicable after the starting signal the race committee will attemptto broadcast the sail number on VHF channel 72 of all boats OCS or BFD.This changes rule 62.1(a).13.4 (a) If a boat fails to start or breaks rule 30.3, the race committee at Mark 1will point flag X at her, make a sound signal and display her bow number.(b) The hailed boat shall immediately retire from the race. If she fails to doso, she will be disqualified without a hearing and her score will not beexcluded. Failure to make the signal will not be grounds for a request forredress. This changes rules 62.1(a) and A5.14 CHANGE OF THE NEXT LEG OF THE COURSE14.1 To change the next leg of the course, the race committee will lay a new mark(or move the finishing line) and remove the original mark as soon aspracticable. When in a subsequent change a new mark is replaced, it will bereplaced by an original mark.3


14.2 Except at a gate, boats shall pass between the race committee boat signallingthe change of the next leg and the nearby mark, leaving the mark to port andthe race committee boat to starboard. This changes rule 28.1.15 THE FINISHThe finishing line will be between a staff displaying an orange flag on thefinishing mark at the starboard end and the port-end finishing mark when therace committee displays a blue flag. This instruction does not apply when rule32.2 does.16 PENALTY SYSTEM16.1 Rule 44.1 is changed as follows:Only one turn including one tack and one gybe is required, except if theinfringement occurred inside the zone, the Two-Turns Penalty is required.16.2 To encourage the competitors to take penalties on the water the judges maydisplay a red flag with one sound signal but without identifying any boat, if theyobserve a Part 2 or rule 31 infringement. This means that these judges can bea witness for the incident or lodge a protest.16.3 Appendix P will apply.17 TIME LIMITS AND TARGET TIMES17.1 Time limits and target times are as follows:Time Limit: Mark 1 Time Limit: Target Time:90 minutes 30 minutes 50 minutesIf no boat has passed Mark 1 within the Mark 1 time limit, the race will beabandoned. Failure to meet the target time will not be grounds for redress.This changes rule 62.1(a).17.2 Boats failing to finish within 15 minutes after the first boat sails the course andfinishes will be scored Did Not Finish without a hearing. This changes rules 35,A4 and A5.18 PROTESTS AND REQUESTS FOR REDRESS18.1 Protest forms are available at the race office, located on the first floor of theclubhouse. Protests and requests for redress or reopening shall be deliveredthere within the appropriate time limit.18.2 (a) The protest time limit is 60 minutes after the last boat has finished thelast race of the day or after instruction 17.2 has been applied to that race.(b) If rule N1.4(b) applies, the time limit for requesting a hearing under thatrule is 30 minutes after the party was informed of the panel’s decision.18.3 Notices will be posted no later than 30 minutes after the protest time limit toinform competitors of hearings in which they are parties or named aswitnesses. Hearings will be held in the protest room, located on the top floor ofthe clubhouse, beginning at the time posted.18.4 Notices of protests by the race committee or jury will be posted to inform boatsunder rule 61.1(b).4


18.5 A list of boats that have been penalized under Appendix P for breaking rule 42will be posted.18.6 Breaches of instructions 2, 3, 13.4, 20, 23, <strong>25</strong>, 26, 27, 28, 29 and 30 will notbe grounds for a protest by a boat. This changes rule 60.1(a). Penalties forthese breaches may be less than disqualification, if the jury decides so. Thescoring abbreviation for a discretionary penalty imposed under this instructionwill be DPI.18.7 On the last scheduled day of racing a request for reopening a hearing shall bedelivered(a) within the protest time limit, if the requesting party was informed of thedecision on the previous day;(b) no later than 30 minutes after the requesting party was informed of thedecision on that day.This changes rule 66.18.8 On the last scheduled day of racing a request for redress from a jury decisionshall be delivered no later than 30 minutes after the decision was posted. Thischanges rule 62.2.18.9 Decisions of the jury will be final as provided in rule 70.5.19 SCORING19.1 Four (4) races are required to be completed to constitute a series.19.2 (a) When fewer than five (5) races have been completed, a boat’s seriesscore will be the total of her race scores.(b) When from five (5) to nine (9) races have been completed, a boat’sseries score will be the total of her race scores excluding her worst score(c) When ten (10) races have been completed, a boat’s series score will bethe total of her race scores excluding her two (2) worst scores.19.3 To request correction of an alleged error in posted race or series results, aboat may complete a scoring enquiry form available at the race office.19.4 The scoring abbreviation for a discretionary penalty imposed under instruction18.6 will be DPI.20 SAFETY REGULATIONSA boat that retires from a race shall notify the race committee as soon aspossible. The boat shall complete a retirement declaration form at the protestdesk on return ashore.21 REPLACEMENT OF CREW OR EQUIPMENT21.1 Substitution of competitors will not be allowed without prior written approval ofthe race committee.21.2 Substitution of damaged or lost equipment will not be allowed unlessauthorized by the race committee. Requests for substitution shall be made tothe committee at the first reasonable opportunity.5


22 EQUIPMENT AND MEASUREMENT CHECKSA boat or equipment may be inspected at any time for compliance with theclass rules and sailing instructions. On the water a boat can be instructed by arace committee equipment inspector or measurer to proceed immediately to adesignated area for inspection.23 ADVERTISINGAccording to the RRS boats shall display advertising supplied by theorganizing authority as provided during registration.24 OFFICIAL BOATSOfficial boats will be marked as follows:Principal Race Officer Flag “PRO”International Jury Flag “Jury”Equipment Inspection Flag “M”<strong>25</strong> SUPPORT BOATS<strong>25</strong>.1 All coach and support boats have to be registered at the race office and shallbe marked with the national flag of the country they represent. They may berequired to display bow numbers, provided by the organizing authority atregistration. Coach and support boats are urgently reminded to follow allspeed regulations nearby the harbour.<strong>25</strong>.2 Due to environmental protection regulations utmost precaution against fuelspill in the water is to be taken (the water quality of the lake is rated as“drinking water”). It is prohibited to directly refill the boats on the water. Pleasetake portable tanks to the filling station or refill with portable canisters (max 20l) and communicating tubes to avoid spill.<strong>25</strong>.3 All coach boats not registered in Austria must fly a red flag with sponsor-logoprovided by the organizing authority at the registration during the duration ofthe event.<strong>25</strong>.4 Speed limit is 5 kts in all areas less than 200m to coastline (no wake!) Theharbour must be approached in a perpendicular angle (or shortest possibleapproach) in the 200 m from the coast line area.<strong>25</strong>.5 Coach boats shall be watered/slipped in the west end of the event area(western boat storage area “L”).<strong>25</strong>.6 To provide safe mooring in case of wave build up during the night andsufficient mooring space, coach boats shall be moored to boys over night.Storage boys for Coach Boats will be marked with a yellow tag.<strong>25</strong>.7 All coach boats must have a sufficient minimum third party liability coverage ofEUR 1.500.000,00. The original insurance document must be presented toreceive permission / registration to be operated during the event.26 TRASH DISPOSALBoats shall not put trash in the water. Trash shall be kept aboard anddisposed in prepared bins located in the club area.6


27 BERTHINGBoats shall be moored in their assigned places in the harbour.28 HAUL-OUT RESTRICTIONSAll boats shall be moored at the Union Yacht Club Traunsee by 29 May,19.00. Boats shall not be hauled out before the end of the regatta, except withpermission of the international jury, posted on the official notice board andaccording to the terms of prior written permission of the jury.29 DIVING EQUIPMENT AND PLASTIC POOLSUnderwater breathing apparatus and plastic pools or their equivalent shall notbe used around keelboats between the preparatory signal of the first race andthe end of the regatta.30 RADIO COMMUNICATIONExcept in an emergency a boat shall neither make radio transmissions whileracing nor receive radio communications not available to all boats. Thisrestriction also applies to mobile telephones.31 PRIZESPrizes will be given as follows: ´The winner will be awarded with the title of <strong>2011</strong> PLATU <strong>25</strong> <strong>World</strong> Champion.Prizes will be given to the first ten (10) classified in the final results.Other prizes will be communicated.32 DISCLAIMER OF LIABILITYCompetitors participate in the regatta entirely at their own risk. See rule 4,Decision to Race. The organizing authority will not accept any liability formaterial damage or personal injury or death sustained in conjunction with orprior to, during, or after the regatta.33 INSURANCEEach participating boat shall be insured with valid third-party liability insurancewith a minimum cover of EUR 1.500.000,00 per event or the equivalent.34 RIGHTS TO USE NAME AND LIKENESSBy participating in this event competitors automatically grant to the organizingauthority and the event sponsors the right, in perpetuity, to make, use, andshow, at their discretion, any photography, audio and video recordings andother reproductions of them made at the venue or on the water from the timeof their arrival at the venue until their final departure without compensation.7
