48[2] NEEDS PROGRESS ANALYSIS | SECTOR RESPONSE UNITED NATIONS AND PARTNERSSUDAN MID YEAR WORK REVIEW PLAN | SUDAN 2012 WORK PLAN 2012expressed reluctance to accommodate asylum seekers in theeast as they are seen as economic migrants.The increasing difficulty of obtaining travel permits for beneficiariesbetween eastern Sudan and Khartoum has contributedto a rise in trafficking. Since refugees and asylum seekers wereunable to obtain travel permits, they had to resort to smugglersto move away from the east which in turn exposed themto more risk of being trafficked by those very smugglers.Achievements as of 15 May 2012The Transitional Solutions Initiative (TSI) has been endorsedat the state level. A Joint Programme Board was established.Localities in the projects sites of the Joint Programme wereinformed on the current situation of the TSI.Approximately 8,000 refugees in Darfur received basic servicesin line with UNHCR standards and indicators. In eastern Sudan,approximately 2,000 new asylum-seekers arrive every monthand continue to receive assistance including food. Further, 750asylum seekers and refugees benefited from protection counsellingby UNHCR. Legal advice and representation was alsoprovided by lawyers in the east and in Khartoum. Detentionmonitoring activities in Khartoum resulted in the release of 249refugees and asylum seekers out of 387 individuals monitored.Regarding educational activities, a total of 140 men andwomen were enrolled in literacy classes, while 96% of childrentargeted are attending primary education. 130 boys from UmShalaya also received vocational training. Training in foodprocessing was conducted for 45 women. A PTA was set up inUm Shalaya camp in Darfur with 15 members, including sevenwomen, while the Sector undertook PTA training in Khartoum.security in camps.• The political situation in Chad has remained the sameduring the reporting period and the voluntary return prospectsare still limited.Changes in TargetsNo changes in targets.Sector Project RevalidationProjects were validated during the Technical Review discussionsthat were held with the different sector members duringthe HWP preparation phase in January 2012.Coverage of Needs by Actors not in the Sectoror CAPNone reported.Refugees in Sudan by country of originCountry of origin Refugees %1 Eritrea 103,193 742 Chad 31,871 233 Ethiopia 4,430 3.14 DRC 5 0.15 Others 492 1.0Total 139,991 100Source: UNHCR (2012)[2][3] [5] [4]139,991refugees[1]Implementation challengesThe challenges for the Sector are related to those facing thebeneficiaries since the core activity of the Sector is to providerefugees and asylum seekers with protection and assistancewhich is hampered by the challenges outlined below:• Lack of an urban refugee policy for urban refugees andasylum seekers as a result of the authorities’ intolerance tothe presence of refugees and asylum seekers in Khartoumand other urban locations.• Decreasing number of qualified NGOs partners which canprovide services to refugees and asylum seekers especiallyin the east and Darfur, such as seven NGOs from theeast recently being asked by the Government to halt theiractivities in eastern States, including an implementingpartner of UNHCR for livelihood activities and key partneron the TSI.• Difficulty in implementing effective durable solutions forrefugees and asylum (especially in the east) with the TSIbeing affected by the reduced number of qualified NGOpartners and a limited absorption capacity for resettlement.• Lack of a legal framework permitting the refugee communityschools in Khartoum to operate.• Increase of reports of trafficking and smuggling in theEast. UNHCR frequently receives reports from INGOs,individuals and local law enforcement authorities. Refugeesare raising their concerns regarding their safety and
