NOTICE OF COMPLETION:CATARAQUI BAY WASTEWATER TREATMENT PLANT UPGRADESCHEDULE “C” CLASS ENVIRONMENTAL ASSESSMENTUTILITIES KINGSTON<strong>Utilities</strong> <strong>Kingston</strong> has completed a Municipal Class Environmental Assessment (Class EA) for the Cataraqui BayWastewater Treatment Plant Upgrade. The Environmental Assessment was initiated to assess the plant’s existingconditions, address the more stringent effluent quality, accommodate for urban population growth, recommendpreferred treatment technologies, and develop preliminary site layouts and Opinion of Probable Cost. The planttreatment capacity will increase from the current 38 800 m 3 /d to 68 000 m 3 /d, which allows for the flow contributionfrom Portsmouth sewershed. The recommended undertaking is to expand the plant with the Biological AeratedFilters (BAF) as the liquid train process, and with Anaerobic Digestion and an Enclosed Biosolids Cake StorageFacility as solids train process. The digester gas produced will be utilized by boilers for heating when required, orwasted by flare.The project is being planned under the Schedule C of the Municipal Class EA. Subject to comments received as aresult of this Notice, and the receipt of necessary approvals, <strong>Utilities</strong> <strong>Kingston</strong> intends to proceed with the designand construction of this project. Richards & Associates Limited is working with <strong>Utilities</strong> <strong>Kingston</strong> to improve the CataraquiWWTP. The plant must be improved to increase its capacity and to address some agingcomponents of the plant to ensure it continues to provide effective treatment of wastewatergenerated in the community. An Environmental Assessment is being initiated to determine howbest to upgrade the plant and balance the various environmental, social, economic, and otherfactors influencing the nature of plant upgrades.
