<strong>Basic</strong> <strong>Services</strong> <strong>Fund</strong> of the Government of Southern SudanApplication Guidelines Fourth Call for <strong>Proposal</strong>sare unable to teach in English language the official language of instruction in Southern Sudan.Most of these Arabic pattern primary school teachers neither speak nor read in English. Thismakes the use and teaching of the Southern Sudan English language curriculum in schoolsimpossible meaning the continuous use of Arabic teaching materials and continued laggingbehind of these areas compared to the rest of Southern Sudan. If the new curriculum is to besuccessfully implemented, current teachers have to be provided with the necessary Englishlanguage and methodology skills. Most State Ministries of Education have made the rapidintroduction of the new curriculum a priority, although this is severely hampered by the lack ofteachers capable of using English as language of instruction.6.5 The extent to which women and girls are specifically targeted.The ELT programme is designed to help make the best use of current experienced teachers.As these are predominantly male most of the proposed ELT trainees will be men, though girlchildren in their classes will benefit. However, the programme will pay special attention towomen and girls in three ways. Firstly, WTI in its selection of trainees will work with theCounty Education Directorates and the local State education authorities to identify any eligiblefemale teachers and make sure these are admitted onto our courses as a priority. WTI willalso make every attempt, working closely with the State Education authorities, to recruit andtrain female Tutors who would be powerful role models. Thirdly, as part of our training inteaching methodology we will emphasise the need for teachers to be gender sensitive in theirteaching7. Description of activities per result and sector:7.1 Include detailed description of each project output and the corresponding activitiesALL ACTIVITIES RELATE TO THE EDUCATION SECTORAn activity time-line has been prepared and is attachedOutput One: provide 600 hours of training in English language and modern teachingmethodology to 600 Arabic pattern teachersActivities1. Work with the relevant SMoE to secure appropriate training space for three afternoonClasses of 25 trainees x eight Counties over four target States3. Procure and distribute teaching and learning materials, June – September 20104. Conduct courses from July – November, February – June, and July – November 20115. Hold and mark course exams in November, June and November6. Conduct in-school monitoring of teaching practice by trainees using new skills7. Efficiency:10.1 Relationship between direct and indirect costsIndirect cost is made up of the 7% administrative cost and £5,000 professional audit fee,totalling 7.3% of direct project cost.10.2 Include unit costs of main deliverablesThis project will train 600 teachers at a total cost of £ 583,457.The unit cost per teacher is therefore £ 972.43The unit cost per pupil (24,000) benefiting from the teachers trained is £24.31Mott MacDonald 10

Potential Impact:Immediate effects: An estimated 24,000 children in relatively underserved rural areas ofSouthern Sudan will receive better-quality primary education from experienced teachers whohave been equipped to teach in English as required by the Government’s language policy.Their teachers will also be able to employ modern teaching methods, mostly for the first time.The State education system will benefit from being able to retain precious experiencedteachers who might otherwise be marginalised as the new English language curriculum isintroduced. Without the ability to retain these teachers, the overall quality of school educationmay be under threat for several years to come.Returnee children from English-speaking areas will more readily go to schools where they cancontinue to be taught in English.Girl children will benefit from the introduction of more modern gender-sensitive teachingmethods used by the 600 teachers trained by this programme.Long-term effects: the 600 teachers trained will be more able to benefit from future trainingprogrammes offered by the Ministry of Education when rolling out the new curriculum inEnglish. This programme will also build long-term Tutoring capacity so that English languagetraining for teachers can be consolidated by the SMoE and offered to new areas in the targetStates.Conflict prevention: this project will help to avoid possible marginalisation of Arabicspeakingteachers and pupils as the English language curriculum is rolled out throughoutSouthern Sudan. It will also help returnees from English-speaking areas to pick up theirfamily lives again and repatriate their children. It will help create a fairer educationalenvironment for children and their teachers and parents.Mott MacDonald 11
