The 1997 Lawon Formation and Protection <strong>of</strong> <strong>the</strong> Urban Environment (<strong>the</strong> new “plann<strong>in</strong>g law”) authorised <strong>Budapest</strong>to adopt a “Framework Regulatory Plan” and a “Framework Plann<strong>in</strong>g and Build<strong>in</strong>g Code” for <strong>the</strong>whole territory <strong>of</strong> <strong>the</strong> city. The same Law also enabled <strong>the</strong> districts to adopt <strong>the</strong>ir own plans andzon<strong>in</strong>g regulations <strong>in</strong> accordance with <strong>the</strong> City’s plan and code. <strong>Budapest</strong> determ<strong>in</strong>ed <strong>the</strong> basic landuse categories and <strong>the</strong> maximum levels <strong>of</strong> build<strong>in</strong>g densities <strong>in</strong> <strong>the</strong> specific zones.
