organisation, called Ráday Arts Council, was set up with <strong>the</strong> leadership <strong>of</strong> <strong>the</strong> manager <strong>of</strong> <strong>the</strong>bookstore. After <strong>the</strong> privatisation <strong>of</strong> <strong>the</strong> former state owned pawn-<strong>of</strong>fice, whose central unit operated<strong>in</strong> a neighbour<strong>in</strong>g street, also art galleries emerged <strong>in</strong> Ráday Street. The District Governmentexercised also some “f<strong>in</strong>e” pressure on <strong>the</strong> tenants <strong>of</strong> <strong>the</strong> local government owned retail <strong>space</strong>s byrem<strong>in</strong>d<strong>in</strong>g <strong>the</strong>m that <strong>the</strong> novation <strong>of</strong> leases would depend on <strong>the</strong> improved operation <strong>of</strong> <strong>the</strong> premises.As a result <strong>of</strong> all <strong>the</strong>se <strong>the</strong> composition <strong>of</strong> <strong>the</strong> tenants substantially changed, <strong>the</strong> majority <strong>of</strong> <strong>the</strong>previous uses not fitt<strong>in</strong>g to <strong>the</strong> improved environment vanished from Ráday Street. The street wasconverted <strong>in</strong>to a “cul<strong>in</strong>ary street” fast surpass<strong>in</strong>g <strong>in</strong> attractiveness <strong>the</strong> high street <strong>of</strong> <strong>Budapest</strong>, <strong>the</strong>Váci Street <strong>in</strong> <strong>the</strong> Downtown. An umbrella organisation called Ráday Soho Enterta<strong>in</strong>ment andCultural Association was set up that adopted also an “ethical code” <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> expected behaviour<strong>of</strong> <strong>the</strong> restaurant and c<strong>of</strong>fee-house operators. In order to m<strong>in</strong>imise dist<strong>urban</strong>ces to <strong>the</strong> <strong>in</strong>habitants <strong>of</strong><strong>the</strong> street <strong>the</strong> number <strong>of</strong> noisy cultural programs were limited to eight <strong>in</strong> summer week ends. Theproject became a real success story, with <strong>the</strong> only reservation made by people <strong>of</strong> <strong>the</strong> culturalcommunity criticis<strong>in</strong>g that cul<strong>in</strong>ary functions tend to push art and culture <strong>in</strong>to <strong>the</strong> background.Source: unpublished research material to <strong>the</strong> Department <strong>of</strong> Regional Development and Build<strong>in</strong>g, <strong>Budapest</strong>University <strong>of</strong> Technology and Economics (Locsmándi – Szabó – Alföldi, 2008.)Two new “cul<strong>in</strong>ary” places <strong>in</strong> <strong>Budapest</strong>: Ráday Street and Liszt Ferenc SquareTransformations <strong>of</strong> <strong>the</strong> character <strong>of</strong> o<strong>the</strong>r streets well reflect <strong>the</strong> changes <strong>in</strong> <strong>the</strong>ir wider area. InLipótváros, where <strong>the</strong> streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> CBD functions is <strong>the</strong> most significant process (chapter 3.1)elite restaurants and pubs are opened serv<strong>in</strong>g employees <strong>of</strong> <strong>the</strong> old and new <strong>of</strong>fices and <strong>the</strong>governmental <strong>of</strong>ficials too. On <strong>the</strong> o<strong>the</strong>r hand <strong>in</strong> <strong>the</strong> lower status residential areas <strong>the</strong> proliferation <strong>of</strong>small private shops, groceries, is observable that serve, toge<strong>the</strong>r with <strong>the</strong> various Hungarian and<strong>in</strong>ternational retails cha<strong>in</strong>s, <strong>the</strong> lower middle class people.Along <strong>the</strong> outer sections <strong>of</strong> <strong>the</strong> ma<strong>in</strong> radial roads <strong>the</strong> functional transformations has fundamentallychanged <strong>the</strong> traditional cityscape: s<strong>in</strong>gle family houses, villas along <strong>the</strong> streets are be<strong>in</strong>g converted toprivate retail and commercial facilities toge<strong>the</strong>r with similar new developments. The “architecturaldegradation” <strong>of</strong> <strong>the</strong>se streets <strong>in</strong>duced <strong>the</strong> consultant planners <strong>of</strong> <strong>the</strong> Development Strategy <strong>of</strong> <strong>Budapest</strong>to <strong>in</strong>clude <strong>the</strong> “rehabilitation” <strong>of</strong> <strong>the</strong> axial roads as a prime <strong>urban</strong> renewal program <strong>of</strong> <strong>the</strong> city. (Thisprogram was later abolished.)4.4 Some successful brown-field conversions with<strong>in</strong> high status residential areasIn <strong>the</strong> course <strong>of</strong> <strong>in</strong>dustrialisation <strong>of</strong> <strong>Budapest</strong> it was a frequent process that some <strong>in</strong>dustrial sites thatsettled down and grew relatively early were later encircled by <strong>the</strong> spread<strong>in</strong>g residential areas. If <strong>the</strong>se<strong>in</strong>dustries were located along <strong>the</strong> ma<strong>in</strong> development axles <strong>of</strong> <strong>Budapest</strong>, <strong>the</strong>ir conversion to residentialareas started as early as <strong>in</strong> <strong>the</strong> 1930s (for <strong>in</strong>stance <strong>in</strong> Újlipótváros). As discussed <strong>in</strong> chapter 3.2<strong>restructur<strong>in</strong>g</strong> <strong>processes</strong> <strong>in</strong> <strong>the</strong>se ecological sectors were speeded up after <strong>the</strong> economic/politicalchanges.A special case has been <strong>the</strong> fate <strong>of</strong> those larger <strong>in</strong>dustrial sites that settled down <strong>in</strong> Buda, where <strong>the</strong>conversion <strong>of</strong> <strong>the</strong> v<strong>in</strong>eyard areas <strong>in</strong>to summer residence and family villas districts started <strong>in</strong> <strong>the</strong> end <strong>of</strong><strong>the</strong> 19 th century when <strong>the</strong> filoxera disease exterm<strong>in</strong>ated viticulture.
