eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>dustries <strong>of</strong> <strong>Budapest</strong>. Between 1990 and 1995 <strong>the</strong> number <strong>of</strong> clos<strong>in</strong>g-downs <strong>of</strong> <strong>in</strong>dustrialplants along outer Váci street was <strong>the</strong> highest <strong>in</strong> <strong>the</strong> city, <strong>the</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>dustry almost vanishedfrom <strong>the</strong> district. Conversion <strong>of</strong> <strong>in</strong>dustries <strong>in</strong>to banks and <strong>of</strong>fices came first followed by two shopp<strong>in</strong>gcentres, one <strong>of</strong> <strong>the</strong>m (West End Shopp<strong>in</strong>g Centre) adjacent to <strong>the</strong> high status residential areas <strong>of</strong>Újlipótváros. Patterns <strong>of</strong> conversions <strong>in</strong>to new uses fall <strong>in</strong>to three groups: (i.) large-<strong>scale</strong> <strong>in</strong>vestmentson sites <strong>of</strong> <strong>the</strong> demolished <strong>in</strong>dustrial premises (banks, new <strong>of</strong>fices and shopp<strong>in</strong>g centres), (ii.)refurbishment <strong>of</strong> premises (auto and furniture showrooms, restaurants etc.), (iii.) renovation <strong>of</strong>build<strong>in</strong>gs (wholesale trade, warehous<strong>in</strong>g). The few yet function<strong>in</strong>g <strong>in</strong>dustries are <strong>of</strong> middle size,majority <strong>of</strong> <strong>the</strong>m employ 300-500 persons.As property values started to <strong>in</strong>crease, <strong>the</strong> <strong>restructur<strong>in</strong>g</strong> process extended to <strong>the</strong> background areas andto <strong>the</strong> Danube bank where residential development was launched <strong>in</strong> substantial dimensions after 2000.While between 1990 and 2000 only a total <strong>of</strong> 2000 new dwell<strong>in</strong>gs were built <strong>in</strong> <strong>the</strong> 13 th district, <strong>in</strong>2006 and 2007 Újlipótváros and Angyalföld lead <strong>the</strong> hous<strong>in</strong>g construction statistics <strong>of</strong> <strong>Budapest</strong> with ayearly production <strong>of</strong> more than one thousand. Office developments are <strong>in</strong> progress close to <strong>the</strong> head <strong>of</strong>Árpád-bridge along <strong>the</strong> third r<strong>in</strong>g road <strong>of</strong> Pest, high density residential construction is go<strong>in</strong>g on arounda bay-head <strong>of</strong> <strong>the</strong> river (Foka öböl).Foka Bay <strong>in</strong> Angyalföld before development and <strong>the</strong> high-rise “Mar<strong>in</strong>a Park” overlook<strong>in</strong>g <strong>the</strong> DanubeThe district’s development strategy <strong>in</strong>cludes support<strong>in</strong>g measures (Studio Metropolitana, 2001, 2007)as tax allowances (from company tax) to <strong>the</strong> newly settl<strong>in</strong>g companies, consideration <strong>of</strong> <strong>the</strong> <strong>in</strong>terests<strong>of</strong> <strong>the</strong> <strong>in</strong>vestors at revisions <strong>of</strong> <strong>urban</strong> plans, a strong lobby activity for public <strong>in</strong>frastructuraldevelopments and – last but not least – <strong>in</strong>direct subsidies through high permitted densities. The districtwas <strong>the</strong> first to promote <strong>the</strong> erection <strong>of</strong> high-rise <strong>of</strong>fice build<strong>in</strong>gs at <strong>the</strong> <strong>in</strong>tersection <strong>of</strong> two importantdistributor roads. Because <strong>of</strong> its conservative development policy <strong>the</strong> City Hall <strong>of</strong> <strong>Budapest</strong> gave a redlight to “skyscrapers” and high densities and poor architectural qualities are severely contested by <strong>the</strong>architectural community.Restructur<strong>in</strong>g <strong>processes</strong> <strong>in</strong> <strong>the</strong> 11 th district are very similar to those <strong>in</strong> Újlipótváros and Angyalföld.Here <strong>the</strong> build<strong>in</strong>g <strong>of</strong> a new bridge (Lágymányosi bridge) and <strong>the</strong> open<strong>in</strong>g <strong>of</strong> a new road (Szerémistreet) <strong>in</strong> <strong>the</strong> early 1990s gave a new impetus to <strong>the</strong> land use conversions started <strong>in</strong> <strong>the</strong> early 1990salong Budafoki street that leads to South toward <strong>the</strong> pr<strong>in</strong>cipal national road No 6. North to <strong>the</strong> head <strong>of</strong><strong>the</strong> bridge a new campus was built for <strong>the</strong> University <strong>of</strong> Sciences and for TU <strong>Budapest</strong> toge<strong>the</strong>r with a“knowledge park” that attracted <strong>in</strong>to its 13 hectare site lead<strong>in</strong>g <strong>in</strong>ternational companies as IBM,Hewlett-Packard, Panasonic, Pantel, Axelero, Maxell. The shares <strong>of</strong> Infopark Ltd. are owned <strong>in</strong> 75 percent by <strong>the</strong> state <strong>in</strong> 25 percent by <strong>the</strong> two universities. The park is developed <strong>in</strong> a PPP form,developers <strong>of</strong> <strong>the</strong> sites are provided with a 99 year lease, o<strong>the</strong>rwise Infopark is operated as a rental<strong>of</strong>fice park.
