The company has taken part <strong>in</strong> <strong>in</strong>ternationalreal estate development exhibitions <strong>in</strong> order to f<strong>in</strong>d <strong>in</strong>vestors. Despite <strong>the</strong> fact that <strong>the</strong> project wasawarded with a price by <strong>the</strong> <strong>in</strong>ternational jury up to recently only few <strong>in</strong>vestors have paid attention to<strong>the</strong> project <strong>in</strong> this less allur<strong>in</strong>g area <strong>of</strong> <strong>Budapest</strong>. In <strong>the</strong> hope <strong>of</strong> success and as an <strong>in</strong>dication <strong>of</strong> <strong>the</strong>strong commitment <strong>the</strong> local government purchased ano<strong>the</strong>r site connected to <strong>the</strong> project area.A serious difficulty <strong>in</strong> <strong>the</strong> preparation <strong>of</strong> <strong>the</strong> development programme is that <strong>the</strong> local government hasno resources for <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> only loosely outl<strong>in</strong>ed cultural-enterta<strong>in</strong>ment functions andit can not be foreseen what k<strong>in</strong>d <strong>of</strong> partnership can be established with private <strong>in</strong>vestors. Ano<strong>the</strong>rproblem is that <strong>the</strong> asset management company <strong>of</strong> <strong>the</strong> district is not an organisation experienced <strong>in</strong>development-related issues; it is also engaged <strong>in</strong> o<strong>the</strong>r different tasks, act<strong>in</strong>g as a “maid <strong>of</strong> all work”<strong>in</strong> various fields <strong>of</strong> property-related activities.In such an uncerta<strong>in</strong> situation <strong>the</strong> consultants work<strong>in</strong>g on <strong>the</strong> District Development Strategy <strong>of</strong>Kőbánya proposed <strong>the</strong> concept <strong>of</strong> some “<strong>in</strong>troductory use”, <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> character <strong>of</strong> <strong>the</strong> area.They drafted a potential project called “Dreherland”, which would, by <strong>the</strong> partial renovation <strong>of</strong> one<strong>of</strong> <strong>the</strong> heritage factory build<strong>in</strong>gs and with <strong>the</strong> <strong>in</strong>volvement <strong>of</strong> <strong>the</strong> major foreign breweries. Similar delays, however, are commonalso <strong>in</strong> cases when <strong>in</strong>dustrial lands are <strong>in</strong> private ownership. Speculative attitudes are commonespecially <strong>in</strong> cases when an <strong>in</strong>vestor was able to obta<strong>in</strong> <strong>the</strong> premises <strong>of</strong> an abandoned large <strong>in</strong>dustrialsite <strong>in</strong> a peripheral location at a relatively low price. A frequent behaviour <strong>of</strong> <strong>the</strong>m is that <strong>the</strong>y clear<strong>the</strong> site, keep only those structures that are apt for some <strong>in</strong>come-ga<strong>in</strong><strong>in</strong>g activities (for <strong>in</strong>stancewarehous<strong>in</strong>g, logistics), sponsor <strong>the</strong> amendment <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial regulatory plan (chapter 2.3) and waituntil <strong>the</strong> site becomes ripe for development. By <strong>the</strong> adoption <strong>of</strong> <strong>the</strong> regulatory plan by <strong>the</strong> localgovernment <strong>the</strong> development rights are secured for <strong>the</strong> owner, <strong>in</strong> some cases at a ra<strong>the</strong>r high level. Thestart <strong>of</strong> <strong>the</strong> <strong>in</strong>tended development is delayed as long as a public <strong>in</strong>frastructural development improves<strong>the</strong> accessibility <strong>of</strong> <strong>the</strong> site, or <strong>the</strong> actions some neighbour<strong>in</strong>g developers make <strong>the</strong> site more attractive.This come to pass ma<strong>in</strong>ly around <strong>the</strong> large, partly abandoned goods railway stations as is <strong>the</strong> case withan ambitious <strong>of</strong>fice project (“Office Campus” <strong>in</strong> <strong>the</strong> IX. district) <strong>the</strong> site <strong>of</strong> which is separated from <strong>the</strong>fast transform<strong>in</strong>g sou<strong>the</strong>rn development axis <strong>of</strong> <strong>Budapest</strong> by hard passable railway l<strong>in</strong>es.The site <strong>of</strong> <strong>the</strong> abandoned public slaughterhouse close to <strong>the</strong> Ferencváros Goods Railway station (left),and <strong>the</strong> Office Campus Project.
