Congress commits thesupport of the union to the protection of theemployment of any member threatened bytermination of employment brought aboutby either of these situations using whatevermeans are required up to and including acommitment to strike action.89 Dublin CollegesCongress notes that the terms of nationalagreements now have widespreadimplications not only for the pay of membersbut also their conditions of employment.Congress agrees that there should be asmuch discussion as possible among membersbefore they vote on these agreements.Congress believes that in future a specialcongress of members should be called todecide on a recommendation to membersbefore they vote.Congress therefore instructs the Executiveto call a special congress before any new payagreements are put to a vote of memberswith the purpose of decidingon a recommendation to members in relationto the vote.86 Executive Committee(Amended by Executive Committee/Waterford City)Congress authorises the ExecutiveCommittee to instruct members not tomonitor and evaluate or cooperate in themonitoring and evaluation of FETAC QualityAssurance procedures until the DES providesthe personnel and supports necessary toimplement Quality Assurance procedures asoutlined in the McIver recommendations.FDISCIPLINE97 Shannon/Executive Committee/Limerick City Schools/Co. Congress calls on the governmentto fund interventions and supports to fosterpositive behaviour and support learning in allpost-primary schools.Congress instructs the ExecutiveCommittee to continue to campaign forthe implementation in full of <strong>TUI</strong> policyon student behaviour, as set down in ‘AnApproach to Discipline in Schools, 2004’ andour submissions to the Task Force on StudentBehaviour, 2005, and that Congress, notingthe serious disciplinary problems in Irishsecond-level schools and their likely impacton the health and safety of teachers, andconscious of the inadequate provisions andrecommendations in the interim report of theTask Force on Student Behaviour publishedin July instruct the Executive to enter intonegotiations with ASTI on a commonapproach to the Department with a unitedfront on the use of industrial action shouldthe requirement for formal and legislativemeasures designed to end the currentdiscipline crisis not be met.”95 Donegal C&CThat the <strong>TUI</strong> policy on discipline as outlinedat the Special Discipline Congress beimplemented in full.GEDUCATION116 Co. SligoCongress instructs the Executive torecommend to the Department of Educationand Science that no subject inspections beheld in the last six weeks of the school yeardue to the disruption this causes.104 Co. KildareCongress instructs the Executive to negotiatethat all inspectors be qualified in the subjectin which they are inspecting and have at leastfive years experience teaching the subject atthe level being inspected.127 Co. Louth/ShannonCongress deplores the selective admissionpolicies of many second-level schools andcalls on the Executive to initiate discussionswith DES in order to ensure that all schoolsequally share the responsibility of educationfor all.108 Dublin City PP“Congress notes that the role of teachers isto teach and that this job cannot be currentlycarried out because of the diverse factorsthat impinge on the life of children in theclassroom and their ability to learn.Congress notes that the DES does notcurrently adequately resource the needs ofchildren in our schools. Congress believesthat the DES is unaware of the issues beingdealt with on a daily basis by second levelteachers. To redress this Congress demandsthat the <strong>TUI</strong> commission an in depth surveyand analysis of the factors that impinge onthe education of each child in at least oneurban and one rural school and this analysisbe presented to the DES with a demand forproper resourcing.This survey/analysis should take thefollowing factors into account:• Learning needs at entry point• Learning levels at entry point• Guidance needs• Behavioural factors impinging onclassroom teaching for the individual andthe group Psychological/therapeutic needsaffecting the learning happening in theclassroom for the individual student andeach class member• Curricular needs• Current provision in the schools."Congress notes the above motion fromCongress 2002 and demands an immediateresponse to this in recognition of the crisissituations in many of our centres.
