ACTIVITY 1:1. Aim of the Situation AnalysisTo inform MPDI and SWDC’s planning for supporting the development of locally appropriatecommunity day-care and preschool 34 programmes that are informed by the pastoralist communitychild -care culture and practices, whilst at the same time successfully preparing young children forentrance into primary school2. Specific Objectivesa. Identify and analyse community child -care practices and any existing initiatives for children 2– 8 years of age, highlighting strengths to build on as well as any specific needs, and makerecommendations to inform the development of locally appropriate community day-care andpre-school programmes.b. Identify, analyse and make specific recommendations about the challenges and opportunitiesrelated to pastoralist children’s transition to primary school in terms of the family andcommunity level of interest in formal education, their children’s readiness for school, theschool’s readiness for children.c. From a literature review of national ECD policies and guidelines, and lessons learned fromother pastoralist community programmes in the region, identify key strengths, lessons learnedand opportunities to build on, that may inform the development of locally appropriatecommunity pre-school programmes in Sepeko Ward.4. MethodologyIt is very important that this research is conducted in a participatory manner with communities,service providers, Ward and District officials. MPDI will nominate members of a Research Teamthat will be made up of representatives from these different stakeholder groups, and its own staff.The consultant will be required to lead this Research Team, including sensitising them to key ECDissues rele<strong>van</strong>t to this research context, and to ensure that all members are actively involved in allstages of the process including,• agreeing to rele<strong>van</strong>t tools, approaches, and work-plan.• conduct field work• analysing data,• drafting recommendations• verifying analysis & recommendations with all consulted• giving and collecting feedback from others on preliminary report• assisting with disseminating final report to all stakeholders.45
