Abstract:<br />

In this report, the authors present a method for exam<strong>in</strong><strong>in</strong>g the operational and environmental effects <strong>of</strong> the<br />

policy <strong>of</strong> allow<strong>in</strong>g qualified s<strong>in</strong>gle-occupancy hybrid vehicles access to dedicated High Occupancy<br />

Vehicle (HOV)/carpool lanes <strong>in</strong> California. The study uses a microscopic traffic simulation model that is<br />

able to evaluate the HOV/hybrid system and provide detailed outputs that are not available <strong>in</strong><br />

conventional static models. The study also <strong>in</strong>cludes detailed emissions model<strong>in</strong>g for estimat<strong>in</strong>g accurate<br />

emissions by <strong>in</strong>tegrat<strong>in</strong>g emission models <strong>in</strong>to microscopic simulation models. The authors present<br />

updated future hybrid vehicle demand models that are based on consumers' automobile choice behavior<br />

analysis. These models are applied to data from the recent California Department <strong>of</strong> Transportation<br />

(Caltrans) 2000-2001 Statewide <strong>Household</strong> <strong>Travel</strong> <strong>Survey</strong> and the 2001 <strong>National</strong> <strong>Household</strong> <strong>Travel</strong><br />

<strong>Survey</strong> (<strong>NHTS</strong>). The authors also present a supply-side model to estimate availability and prices <strong>of</strong> hybrid<br />

vehicles by body type and manufacturer and price. The objective here is to forecast penetration <strong>of</strong> hybrid<br />

vehicles. Four different scenarios are then constructed and evaluated <strong>in</strong> terms <strong>of</strong> operational performance<br />

measures and air quality measures.<br />
