Derogation from GBSQSS – evaluation by Ofgem
• Each derogation request is assessed by Ofgem individually on its merits
• In its assessment, Ofgem, having regard to its principal objective and its
general duties, including our duties in respect of sustainable development,
will consider the impact on:
– Consumers: eg costs and/or security of their electricity supply
– Competition: eg concerns about market power
– Sustainable development: eg carbon emissions reduction through earlier
connection of renewable generation
– Health & safety: eg as advised by relevant government bodies
– Other parties affected: eg the ability of the GBSO or DNOs to operate their
systems
• Ofgem’s assessment will also take into account:
– Relevant precedent derogations already granted by Ofgem
– The likelihood of similar derogation requests in the future
– Allowances that have been made in current and previous price controls
