Instructions to BiddersChapter IBids (Technical & Financial bids separately) complete in all respects should besubmitted in sealed envelopes addressed to High Commission of India on or before 31 st July2009 by 1600 Hrs at the office of the Deputy High Commissioner of India in Colombo inperson, or by mail or courier to reach before the deadline of 31 st July 2009 by 1600 Hrs.The envelopes should be clearly marked “Tender for Part 1/2/3 of AYUSH Project)”. Alltenders received after the deadline will be rejected.2. All bidders shall submit along with the Tender the following documents:i. The bidders can bid for Part 1 or Part 2 or Part 3 or for any combinationof these Parts. The bids for all the parts are mutually exclusive.ii.The bidder should bid for whole of the Part 1, Part 2, Part 3. Bids for thepartial Parts i.e. bids for not all the items mentioned in the concernedPart will not be entertained.iii. Bidders shall submit bids in two parts as under :-(a)(b)Technical bid consisting of all technical details of all items to besupplied along-with commercial terms and conditions ; andFinancial bid indicating item-wise price for the items mentioned inthe technical bid.The technical bid and the financial bid should be sealed by the bidderin separate covers duly superscribed and both these sealed covers areto be put in a bigger cover which should also be sealed and dulysuperscribed. The technical bid and the financial bid not sentseparately as explained above will be rejected out rightly. Thetechnical bids are to be opened by the High Commission at the firstinstance and evaluated by a competent committee or authority.iv.Bids complete in all respects should be submitted in the prescribedFinancial Bid Document along with detailed item-wise price inprescribed Tender and Financial Document (both attached herewith).v. Both the above documents must be signed by authorized signatoriesof the bidding firm.vi. Self-attested photo-copy of registration of thecompany/firm/proprietorship with the concerned Sri Lankan / Indianauthorities.
