TRANSPORTATION SERVICE PROVIDER GENERAL RULESSECTION Athe same first six digits followed by a three-digit installation designator. In the spacesprovided, the excluded nine-digit SPLC and accompanying narrative locations must beshown. TSP must indicate whether the points are excluded as origins and/or destinations byannotating Origin and/or Destination fields. If multiple pages are required to express theterritorial application in a tender, each individual page of origins and destinations will standalone for rate application. If, for example, there are six pages (E-1 through E-6) ofterritorial applications, rates will not apply from origins on page E-1 to and/or betweendestinations on any of the other five pages.8. Rate Qualifier. Rates for transportation services offered in this section may be expressed inany of 13 different ways (see Part II, Para. 3, Application of Rate Qualifiers, in these tenderinstructions). Only one Rate Qualifier may be used in Section E of each tender. Limitationsexist on certain rate qualifiers. PG or PY are required for bulk liquid commodities, otherthan pipeline or water TSP. PQ applies to both less-than-truckload and truckload shipments.PJ rates apply only to vehicles on rail flat, bi-level, or tri-level cars, or in driveaway ortowaway service. DL, DH and DZ are subject to the specific instructions shown for TablesB and F, below.a. When rate qualifiers DZ, PZ, or PY are used, the rate will be expressed by up to fournumbers to the right of the decimal point, in fractions of a cent. Only in rare instanceswould rates be equal to or greater than one whole cent. Computation of perhundredweight per mile charges will be performed in the following manner. Forexample, assume a TSP offers a rate of 00.2650 cents per hundredweight per mile on43,231 pounds at a distance of 500 miles. GFM will first convert this charge to afraction of one dollar, or .00265 per hundredweight per mile. Then the computation willbe 43,231 pounds/100 = 432.31 cwt. units; 432.31 cwt. units x .00265 = $1.1456215 permile; $1.1456215 per mile x 500 miles = $572.81 charge. All per hundredweight permile, and per hundredweight per mile per dromedary service shipment charges will becomputed in the same manner. For example, a "PY" rate (per gallon per mile) of .0365cents per gallon per mile, stated in Table B as 0.0365, or in Table E as 0.0365, would beconverted by GFM to .000365. Therefore, the charge on a shipment of 5,000 gallonsmoving 200 miles is computed as: .000365 x 5,000 gallons = $1.8250 per mile x 200miles = $365.00. (Rounding to the nearest whole cent will not occur until total line-haulcost is computed.)b. When rate qualifier PG is used, TSP must express their rates as follows: If rate is 5.25cents per gallon, TSP would enter 0.0525 in Table B. In Table E, the entry would be0.0525. 6. Rate Tables. Only one of the Rate Qualifiers authorized for each Table inSection E may be used to quote rates for that Table in an individual tender. In addition,only one type Table (A through F) may be used in an individual tender. Any number ofTables A through D may be included, e.g., three Table Bs but not one Table B and oneTable C. Only one Table E or Table F may be used.
