Coupler: A fitting <strong>use</strong>d to fix scaffold tubes toge<strong>the</strong>r.Employee: Subject to section (3) <strong>of</strong> <strong>the</strong> Act, means a person employed byany o<strong>the</strong>r person to do any work (o<strong>the</strong>r than residential work) <strong>for</strong> hire orreward; <strong>and</strong>, in relation to any employer, means an employee <strong>of</strong> <strong>the</strong> employer.Employer: Means a person who or that employs any o<strong>the</strong>r person to do anywork <strong>for</strong> hire or reward; <strong>and</strong>, in relation to any employee, means an employer<strong>of</strong> <strong>the</strong> employee.Factor <strong>of</strong> <strong>safe</strong>ty: The ratio <strong>of</strong> <strong>the</strong> load that would ca<strong>use</strong> failure <strong>of</strong> a memberor structure to <strong>the</strong> load that is imposed upon it in service, <strong>and</strong>, unlesso<strong>the</strong>rwise prescribed or directed, shall be a minimum <strong>of</strong> 3.Free-st<strong>and</strong>ing scaffold: A st<strong>and</strong>ing scaffold which is not attached to anyo<strong>the</strong>r structure <strong>and</strong> is stable against overturning on its own account or, ifnecessary, assisted by rakers <strong>and</strong> anchors.Guardrail: A rail or barrier secured to st<strong>and</strong>ards or upright members, <strong>and</strong>erected along <strong>the</strong> exposed sides <strong>and</strong> ends <strong>of</strong> working plat<strong>for</strong>ms to preventpersons from falling. A lower rail which is fixed to st<strong>and</strong>ards midway between<strong>the</strong> guardrail <strong>and</strong> plat<strong>for</strong>m is termed a midrail.Hanging scaffold: A working plat<strong>for</strong>m suspended by tubes, bolts, fixed ropeslings or o<strong>the</strong>r methods <strong>and</strong> not intended <strong>for</strong> raising or lowering while in <strong>use</strong>.Health <strong>and</strong> <strong>safe</strong>ty inspector: An <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Labourappointed under section 29 <strong>of</strong> <strong>the</strong> Health <strong>and</strong> Safety in Employment Act 1992.High: In relation to <strong>scaffolding</strong>, means <strong>the</strong> vertical height <strong>of</strong> <strong>the</strong> actualscaffold (referred to in 2.2 <strong>and</strong> 2.10).Height: In relation to <strong>scaffolding</strong> or part <strong>of</strong> <strong>scaffolding</strong>, means <strong>the</strong> greatestvertical distance from which any article may fall from <strong>the</strong> highest workingplat<strong>for</strong>m <strong>of</strong> <strong>the</strong> <strong>scaffolding</strong> to <strong>the</strong> ground or structure on which <strong>the</strong> <strong>scaffolding</strong>is supported or above which <strong>the</strong> <strong>scaffolding</strong> is suspended or fixed, as <strong>the</strong> casemay be. In determining <strong>the</strong> distance which an article may fall, no account shallbe taken <strong>of</strong> any obstruction which may delay or stop <strong>the</strong> fall unless <strong>the</strong>re is nopossibility <strong>of</strong> <strong>the</strong> fall continuing after <strong>the</strong> obstruction is reached.Ladder: Means a portable appliance consisting <strong>of</strong> two stiles joined by steps orrungs <strong>and</strong> designed <strong>for</strong> <strong>the</strong> purpose <strong>of</strong> climbing <strong>and</strong> descending.Ladder bracket: A bracket designed to be attached to at least two rungs <strong>of</strong> aladder <strong>for</strong> <strong>the</strong> purpose <strong>of</strong> supporting a plank <strong>for</strong> a person to work on.Ledger: A horizontal member placed in <strong>the</strong> longitudinal direction betweenst<strong>and</strong>ards <strong>for</strong> <strong>the</strong> purpose <strong>of</strong> supporting putlogs.Lift: The assembly <strong>of</strong> ledgers <strong>and</strong> putlogs <strong>for</strong>ming each horizontal level <strong>of</strong> ascaffold. The lift height is <strong>the</strong> vertical distance between two lifts, measuredcentre to centre.Live load: That portion <strong>of</strong> a load which does not include any part <strong>of</strong> <strong>the</strong><strong>scaffolding</strong> or decking supporting <strong>the</strong> load, <strong>and</strong> comprises <strong>the</strong> weight <strong>of</strong>workers <strong>and</strong>/or materials.Notifiable work: Means (a) Any restricted work, as that term is defined inregulation 2(1) <strong>of</strong> <strong>the</strong> Asbestos Regulations 1983:(b) Any logging operation or tree-felling operation, being an operation that isundertaken <strong>for</strong> commercial purposes;(c) Any construction work <strong>of</strong> one or more <strong>of</strong> <strong>the</strong> following kinds:14 SAFE ERECTION AND USE OF SCAFFOLDING
