(c) BID OPENING: BSNL shall open the Technical Bid containing documents as detailed in
clause 2 (a) above in the presence of Bidder or their authorized representative who wish to be
present on due date at their own cost. Authorization letter to this effect should be submitted
by the Bidder before they are allowed to participate in Bid Opening (format is given in
Annexure – V). After scrutiny of the Technical Bid the BSNL will shortlist those who are eligible
and the Financial Bid will be opened only in those cases who fulfill the eligibility conditions and
have furnished all documents as given in Technical Bid. The date of opening the Financial Bid will
be intimated later on.
3 Tenders will be received up to 1400hrs on .06.2012 and any tender offer received after
this time will be rejected.
4 Tenders will be opened at 1500 hrs on dated .06.2012 in the presence of Tenderers or
their authorized representatives.
5 Duration of Contract: -The duration of the contract is one year. It can be extended up to
One years as per clause (1) (c ) of the agreement bond.
6. No excuse for non-receipt of tender within the stipulated time will be entertained.
7. Scope of work: -The tenderer will have to ensure Security, upkeep and cleanliness of the
station, building, office, Equipment and the compound. The service would also include
helping route parties to dig the road etc. for carrying out OFC repair. The security of the
station so as to prevent unauthorized entry will also be the responsibility of the tenderer.
In addition to these the agency has to ensure compliance of orders of the station- in-charge.
9.Cleaning of covered /uncovered area, Lavatories and Bath Rooms including horticulture
activities
Daily Hrs of Work involved and stations are mentioned in Annexure-I.
10. Incomplete tender and tender received without Earnest Money will be straightway rejected.
No interest will be paid on Earnest money and security deposit. If any tenderer withdraws
His tender offer before the final acceptance of the tender, the Earnest Money will be
forfeited.
11.a).Tenderers should survey the Microwave, OFC, Satellite stations and other sites for assessing
the rate per month, which he/she is offering to carry out as per specification of ANNEXURE-I,
considering work as a whole. For this purpose, they are required to take into account type,
design and lay out of the Station, equipment, and engine alternators and power plant of the
station campus etc. No subsequent change in the rate once finalised will be entertained under
any circumstances. If a tenderer quote the rates which are less than the minimum wages
fixed by the Central Govt. on the date of depositing of tenders, his bid would be rejected.
b). Comparison of rates shall be on the basis of Grand Total.
c). The rates should be inclusive of all taxes but excluding Service tax. No escalation in rates
whatsoever reasons, statutory or otherwise shall be allowed (except increase in minimum wage
rates by Central/State Govt. whichever is higher). Rates should be quoted, keeping in mind all
taxes in force from time to time such as Local Taxes or any other Tax etc. as it is to be borne
by the contractor only. While quoting the rates, the contractor/ bidder should also keep in
mind that EPF @13.61% and ESI @4.75% has to be born by him in addition to the minimum
wage rates.
d) Conditional tenders which propose any alterations in specified items or in the item
Schedule or which contain any other condition of any sort shall be summarily rejected.
