Gender Equality in Local Economic Development in Scotlandtwo key lessons emerge from the case studies.First, a key factor that has emerged from the casestudies is that often the success of initiatives forgender equality is built on the commitment ofindividuals on the ground and on their drive toeffectively make a difference. However, thecommitment of senior levels is also essential togive weight to the priority of gender equality and,in this way, to integrate gender equality moreeffectively within the culture of organisations.Second, a further element that has emerged fromthe case studies is that it can be difficult to makethe qualitative jump from successful, innovativepilot projects to large-scale mainstream. To ensurethat the lessons learnt from pilot experiences arenot lost and that such projects leave a lastinglegacy, it would be fundamental to set up aneffective fol<strong>low</strong> up framework through whichsystematically institutionalise learning andestablish a virtuous cycle of policy innovation.42
