Treated Water Quality: Disinfection By-Product (DBP) Levels in Communities2nd Quarter – FY13Total Trihalomethanes (TTHMs) and Haloacetic Acids (HAA5s) are by-products of disinfection treatment with chlorine.TTHMs and HAA5s are of concern due to their potential adverse health effects at high levels.EPA’s running annualaverage (RAA) standard is 80 µg/L for TTHMs and 60 µg/L for HAA5s. Effective Q2 2013, under the Stage 2 DBPRcompliance will be based on a LOCATIONAL running annual average, rather than an overall average. MWRA initiatedmonitoring under this new Stage 2 rule May 2012. Sampling locations have increased from 16 to 32 each quarter. UntilMay 2013, MWRA will continue to report an overall quarterly and running annual average. After May 2013, LRAA’s willbe reported for each site. Partially served communities are responsible for their own compliance monitoring andreporting and must be contacted directly for their results.Bromate is tested monthly per DEP requirements for water systems that treat with ozone. Bromide in the raw watermay be converted into bromate following ozonation. EPA’s RAA MCL standard for bromate is 10 ug/L.The RAA for TTHMs and HAA5s for MWRA’s Compliance Program (represented as the line in the top two graphsbelow) remained below current standards. The RAA for TTHMs = 7.6 ug/L; HAA5s = 8.1 ug/L. The current RAA forBromate = 0.0 ug/L. Water Supply and Source Water Management2nd Quarter – FY13BackgroundA reliable supply of water in MWRA’s reservoirs depends on adequate precipitation during the year and seasonal hydrologic inputsfrom watersheds that surround the reservoirs. Demand for water typically increases with higher summer temperatures and thendecreases as temperatures decline. Quabbin Reservoir was designed to effectively supply water to the service areas under a rangeof climatic conditions and has the ability to endure a range of fluctuations.Wachusett Reservoir serves as a terminal reservoir tomeet the daily demands of the Greater Boston area. A key component to this reservoir's operation is the seasonal transfer ofQuabbin Reservoir water to enhance water quality during high demand periods. On an annual basis, Quabbin Reservoir accounts fornearly 50% of the water supplied to Greater Boston. The water quality of both reservoirs (as well as the Ware River, which is also partof the System Safe Yield) depend upon implementation of DCR's DEP-approved Watershed Protection Plans. System Yield isdefined as the water produced by its sources, and is reported as the net change in water available for water supply and operatingrequirements.OutcomeQuabbin Reservoir level remains above the normal operating range for this period of the year. The reservoir was at 87.0% ofcapacity as of December 31, 2012; a 1.9% decrease for the quarter, which represents a decrease of 7.7 billion gallons of storage.Yield for the quarter was below its long term averages.
