Hand-held verification — Why?CONTENTSBy Ronnie Bellone, Information Technology CommitteeIn response to severalmember comments regardingthe hand-held card verificationbeta test, the committeethought it prudentto provide three rationaleswith which the Board hasasked staff to implementa more consistent cardingregiment.Let’s start with one, whichis thepositive assertion ofprotection over our privateproperty. We all recognizethat member access to ourbeach, and beach facilities area vital aspect to our community.Unfortunately, <strong>Pelican</strong><strong>Bay</strong> has repeatedly had to defend<strong>Pelican</strong> <strong>Bay</strong> residents’usage of our private property.Our ability to demonstrate,and exert control over whouses Foundation property isessential. We must be able toregularly show that the bermand boardwalks are propertyof the Foundation, and onlyauthorized users (members,tenants, and guests) have accessacross these areas.Secondly, connected to,but separate from propertyprotection, is the considerationof unauthorizeduse. As previously stated,Foundation-owned propertyis for the exclusive use ofmembers in good standing(good standing is reflectiveof members who havepaid their assessmentsand who are not otherwiseunder some imposed restrictionby the Board dueto a violation of Foundationgoverning documents), tenants,or guests of members(either with guest passes oraccompanied by a member).To legally protect the exclusiveuse of this property, it isimportant that the Foundationexhibit, and maintainaccess control over it. Thisrequires not only denying accessto those not authorized,but also verifying the use bylegitimate users (membersin good standing and theirguests, or tenants).Member circumstancescan change within a day,and without an effectivemeans of communicatingthis to the Foundation’sservice delivery areas, wecannot control the access ofindividuals whose right toFoundation owned propertyhas changed. Members canbecome delinquent in theirassessments, rent their unit,sell their unit, or have theirprivileges suspendedfor some other reason.We cannot thereforerely on simple member“recognition” for usagepurposes, it is necessaryto verify validusage each time.We have not yet deviseda way to avoidmembers having their IDverified several times at differentplaces throughoutFoundation property, or atdifferent amenities. We dorecognize that some membersview this as an unnecessaryinconvenience, and we arecontemplating ways we mightbe able to avoid this multipleverification situation. Thereis a balance that we need tostrike and we will be workinghard to strike that balancebetween inconvenience andbeing overly burdensome vs.providing the levels of safetyand security many membershave come to expect. TheFoundation’s IT Committee iscurrently investigating waysto verify and document usage;this may also provide a solutionto the multiple verificationconcern. There are, in fact,members who ask for 100%identification and verificationat all points. This is one of thereasons why we’re conductinga “beta test” rather thana full roll-out, i.e. to try outdifferent processes.The third reason is one ofdata collection for strategicplanning, budgeting and decisionmaking. We know thattrams move approximately800,000 people a year. Weknow we have approximately14,000 members, and wellover 30,000 guests a year visit<strong>Pelican</strong> <strong>Bay</strong>. While we havefairly good data collectionat the Fitness Center (usersswipe their membership,tenant, or guest card), we donot have any knowledge ofthe make-up of tram riders,nor of the make-up of theusers of the berm (walkers,bikers, etc.). For that matter,our knowledge of the usagedata for the restaurants orbeach service in currentlyinsufficient to make goodstrategic decisions. The new feesare $15 for up to a 10-daypass, and $25 for up to a20-day pass. As the dailycost of a guest pass is dependentupon the guest’s actuallength of stay; the Board haswanted to move towardsmore parity between what aguest pays to take advantageof all of the Foundation’samenities and facilities, andwhat a member pays to supportthese same amenitiesand facilities. On average, aguest stays approximatelyeight days in <strong>Pelican</strong> <strong>Bay</strong>;this equates to $1.88 per day.A member pays $892 per yearin Foundation operatingfor season which also aeratesthe courts and will helpconsiderably. Now is the perfectopportunity to remind youall about the wisdom in repeatingour favorite mantra,over and over and over:flexibility is key, flexibilityis key, flexibility is key(ad nauseam!)Toward the end of last season,Chelsea was upgradedand now includes many usefulnew additions to help usplan our tennis games withthe greatest of ease.Wait listOne of the items which notonly helps the member, butalso our wonderful staff, isthat Chelsea now allocatesthe rental courts in season —those at the <strong>Pelican</strong> <strong>Bay</strong> Parkand at The Naples Grande.Prior to the updates in Chelsea,the rental courts werefilled from a wait list. As a procedure,staff will call thewait list as court cancellationsoccur. Thereare no points allocateduntil 5:30pm — and you aremuch more likely to get acourt. The H2B programBy Jim Hoppensteadt, Foundation PresidentThe Foundation is continuingour H2B program for theupcoming season. From thestandpoints of recruitmentexpenses, cost to implementthe program (including housingand cost of capital), reductionin benefit expense,reduction in unemploymentcompensation exposure, increasingthe pool of experiencedservice workers, andincreasing retention, the H2Bprogram benefits the Foundationand its membershipon all accounts. In fact, theH2B program is designedspecifically to mitigate thecosts of seasonal staffing, whileproviding a reliable, sustainable(unless the governmentintervenes) source of experiencedservice workers — particularlyin resort markets.With the most recent unemploymentrate for the Naplesarea being reported at 12.6%,one might think that therewould be a glut of workers;however, it’s not the overallavailability of workers that’srelevant, it’s the type and qualityof available workers. If youlook a little deeper into ourarea’s unemployment, youquickly find that half of the unemploymentis in agriculturallyrelated jobs. The other twomajor job categories showingsignificant unemployment areMining, Logging, Construction,and Trade, Transportation,and Utilities.As you look at the Leisureand Hospitality employmentstatistics, it is important tonote that in 2005, throughthe first eight months of thecalendar year, there was anaverage of 21,700 employedin this service field — arguablyat the height of Naples’wildlife...continued from page 8We can then do the follow upand contact the appropriateservice department to handlethe situation.There is no black and whiteanswer for any alligator issue,but we will do our bestwith the information wehave and in conjunction withthe Florida Fish and Wildlifeboom. In fact, ifyou visit one of the newestof these, Blue Martini,you will find that this is stillprimarily staffed with corporate,out-of-town employees.Walking down 3 rd Street on aSaturday night in October, SeaSalt, Campiello’s, HandsomeHarry’s, Ridgeway Grill, andTommy Bahama’s were allopen and apparently doing abrisk business. Turning up 5 thAve. S, the only apparent restaurantclosing is Trilogy’s…everybody else seems to behanging in there…the serviceenvironment in Naples iscertainly unique.While competition foryear-round service workersin Naples is still tough(despite the economy — asreflected above), the supplyof seasonal workers is evenmore scarce. The Foundationgoes from a workforce levelof approximately 120 in theoff-season, to almost 300 inseason.The Foundation’sstaffing ramp-up and dropoffof these levels is veryabrupt, during a timeframewhere every other serviceentity is trying to gear up aswell. The H2B program hasserved the Foundation well,and we expect it to do so forthe foreseeable future.Commission to do what isbest for the community andthe alligator. So we holdthe table for the first memberwho does not show up,while the second memberhas no table. Members areangry, and the restaurantslose a substantial amount ofrevenue. I am not complaining.The high-pressuresystem that is bringingus this unseasonably hotweather thus far has kepttropical storms well out inthe Atlantic. As a result, ournew Emergency OperationsCenter (EOC) still awaitsits first real test as a stormmanagement center. Forthis, we are thankful. TheCenter is state-of-the-artand functioning for otherneeded services, but weare not eager to give it the“hurricane shakedown”.The old operations centerwas in the lower level ofthe building that housesthe Commission. It took areal beating during Wilma,f l o o d i n g a n d l e a k i n g ,unable to offer essentialspace or communicationresources for critical personnelto function optimally.We were climbingover each other and wadingacross wet and breezyspaces strung with cablesto get the job done.The new center is a blessingand its existence is duein great part to the efforts ofour former County Manager,Jim Mudd. You may notknow that the Commissionnamed the new EOC afterJames V. Mudd, who servedus as County Manager untilrecently when his rapidlyfailing health forced himto step down. If you haver e a d t h e l o c a l p a p e r,you cannot have missedthe outpouring of movingtributes to this exceptionalman. These tributes arewell-deserved.There is a marked differencebetween the positionof this County nowand where it was sevenyears ago.
