Parking Newsletter
London Borough of Lambeth Parking Newsletter 4th edition - January 2008
Dear Reader
Welcome to the fourth edition of Lambeth’s parking newsletter.
We are now over one year on from the dramatic changes that we made to
Lambeth’s parking contract and I am delighted to be able to report the positive
results.
I also have exciting news about Lambeth’s plans to end clamping and our
improvements to customer services.
Parking contract – one year on
Over a year ago we removed the financial incentives that led to complaints of
tickets being issued when they shouldn’t have been. We ensured that the
emphasis of the revised contract is on the quality not the quantity of tickets
issued – so parking attendants now have more incentive to treat motorists fairly.
Recent figures show that appeals are down by over 25%. This is an excellent
indication that our new emphasis on the fair issuing of tickets has started to
reap rewards. Additionally we are seeing an increase in tickets being paid at the
discount rate which also indicates that residents feel tickets are being fairly
issued. I am pleased with these positive figures and I am determined to keep
working to improve the contract so it maintains road safety and reduces parking
stress within a transparent and fair policy.
Routine clamping to end
I am sure that you will be as delighted as I am as I announce that we plan to end clamping as a routine enforcement tool on
Lambeth’s roads. We feel that clamping does not fit into the firm but fair parking culture that we are working hard to establish.
I am pleased to announce that from April clamping will no longer be used on Lambeth roads except for dealing with
persistent parking ticket evaders.
Customer Services
The opening of Lambeth’s new Customer Centre on Brixton Hill marked the closure of the parking shop and I have received
rewarding feedback from residents about the positive change that this represents. The new centre is an example of 21st
century customer service where everyday chores are made as simple as possible by technology and facilities that put the
needs of the customer first.
The new centre provides all of the services that were previously available at the Brixton Parking Shop and more! For example
there are facilities at the new centre to pay parking tickets and make other queries online, as well as face to face. Our aim is
to make all dealings with the council as customer friendly as we can.
Yours faithfully
Councillor Nigel Haselden
Deputy Cabinet Member for Transport and Parking
Car Clubs Flourish
Our project to boost car clubs is twinned with our
emissions-based parking permits – a carrot-and-stick
project to progressively help residents and businesses
reduce car use and improve Lambeth’s environment. The
initial two car club bays in West Norwood have now
been increased to 30 bays across the borough. We
started with two operators, Streetcar and City car club,
and now welcome two further companies, Whizzgo
and Zipcar.
This pay-as-you-go driving is designed to focus on
essential car use and to avoid the financial and
environmental expense of full-time car ownership. The
operators estimate that each club car provides the
kiosk in the new Brixton Customer Centre.
equivalent use of six private vehicles, with tremendous
potential for easing parking stress and reducing nonessential
car use.
The car club vehicles can be hired for less than £5.00 an
hour. Once registered, you can reserve a vehicle, online
or by telephone The car you hire is parked in a
designated bay and accessed with your member’s
smartcard. It can be parked free within the same zone –
useful for loading and unloading. Hire time can be from
half an hour to a month depending on which operator
you choose to use.
Parking Permits - Useful Information
We operate Controlled Parking Zones (CPZs) in areas which
are largely residential in order to relieve parking pressure. We
introduce these zones at the request of residents and
consult widely before implementing them. There are currently
12 CPZs in Lambeth. Within CPZs on-street parking is
restricted and parking bays are assigned to specific users
like residents and businesses. Notices on the roadside will
tell you when you are in a CPZ.
Shared use and pay and display bays are distributed
throughout residential areas to ensure that visitors to the
area can also find somewhere to park. Pay and display bays
are normally put at the end of roads where possible.
Business bays are allocated to business areas and are
similar to residential areas in the distribution of shared use
and pay and display bays.
Most of the parking permits we issue are vehicle specific.
Your vehicle registration will appear on the permit and you
can only use it for that vehicle. If you change your vehicle
you will also have to change your permit.
The list below details the various parking permits available in
Lambeth and if you require a permit, one of these should
meet your needs.
Resident permits
Motorists who reside in a CPZ may be entitled to purchase a
residents permit.
This allows the
resident permit
holder to park in
resident bays and
resident shared use
bays in the CPZ in
which they live.
Resident permit
holders may also
park free of charge in
a pay and display
bay for the first and
last hour of the
controlled hours, but
must display a pay
and display ticket for
the maximum time allowed at all other times.
Market Trader permits
Market stall traders or shop owners in the Lower Marsh and
Waterloo areas may be entitled to purchase a market trader’s
permit. There are two types of permit available - which one
you require will depend on the type of vehicle you drive. You
may only park in a bay for which the permit is allocated.
Closure of the Brixton Parking Shop
Business permits
Motorists who work in the borough may be entitled to
purchase a business permit. The permit allows the holder
to park in business and business shared use bays in the
CPZ in which their business is located.
Teacher permits
Teachers in the borough’s schools may be entitled to
purchase a teacher’s permit. The permit allows the holder
to park their vehicle in resident and resident shared use
bays in the CPZ where their school is based.
Motorcycle permits
Motorcyclists in Lambeth can
park free of charge in
assigned motorcycle
bays. If you both
motorcycle and live in
Lambeth you may be
entitled to purchase
a motorcycle
permit. This will
allow you to park
your vehicle in
resident bays and
resident shared use
bays in the CPZ in
which you live.
Doctor permits
Doctors who are based at Doctor’s surgeries in Lambeth
may be entitled to purchase a doctor’s permit. In this
instance there must be a doctor’s bay assigned to the
surgery and the bay number will appear on the parking
permit. If you would like to find out more about the terms
and conditions or if you would like more information
about Doctor’s bays then please write to James Ross, 5th
Floor Blue Star House, 234-244 Stockwell Road, London,
SW9 9SP.
If you would like to find out more about the terms and
conditions of any of our parking permit schemes please
visit us at www.lambeth.gov.uk/parking and feel free to
download the relevant parking permit application form or
phone 020 7926 9000.
30% of car journeys are less than 2 miles and 75% are
less than 5 miles. Theses distances are ideal for most
people to walk or cycle. In Lambeth we are consistently
improving conditions so that people can choose to do this
rather than use their car, and to make public transport the
attractive option for longer journeys.
The Brixton Parking Shop shut its doors for the final time on 17 November 2007.
It was probably well known to local residents as it often had a long queue
spilling onto the street. This closure follows the opening of our brand new
Customer Centre on Brixton Hill and will put an end to customers queuing on
the street.
All parking services will now be provided by the new Customer Centre which has
been designed to put the needs of the customer first. You can pay for your permits
or penalty charge notices in cash at the kiosk, access information at the self
service terminals and pay for your statutory notices online.
The parking shop in Kennington remains unaffected.
Hours of operation:
9 am to 6 pm, Monday to Friday.
Please note that hours differ in certain bays so
always check the time plates for each bay
before parking.
In Lambeth, it is possible for residents and nonresidents
to apply for the suspension of parking bays in
CPZs (although not those on red routes). It is possible
for us to suspend resident, business, pay and display,
meter and shared use bays. You must have a valid
reason for applying. For example if you are having
building work carried out on your property and the
builder needs to be able to park close by or if you are
moving house.
In order to suspend a parking bay you will need to
complete an application form which you can download
from our website www.lambeth.gov.uk/parking, or collect
Lambeth Parking Attendants patrolling the streets of Brixton
from our Kennington Parking shop or Customer Centres.
You will need to bring the application form with payment
and within seven working days notice of the start date,
to our Kennington Parking Shop.
As a resident you may see parking bays suspended for
other reasons. Bays are sometimes suspended if filming
is going on in the area or if utility works are being carried
out. We will always try and give advanced warning of the
suspension but this is not always possible. If your vehicle
is parked in a bay when an emergency suspension
comes into force, it may be removed. If this occurs there
will be no charge for the release of your vehicle.
Other Items of Note
Developments in 2008
Introduction of chip and pin pay and display machines
Chip and pin pay and display machines allow drivers to use their debit or credit card in order to pay for their pay
and display ticket. All ‘lollipop type’ meters in Lambeth will be phased out in 2008. This follows a successful pilot
project where nine chip and pin pay and display machines were tested at three different locations around the
borough. These machines are less likely to be targeted by thieves, as their main use is for credit/debit cards and
should prove more customer friendly.
Round up of developments in 2007
Differential Parking Charges
A new two tier system of fixed penalties for parking contraventions was introduced on the 1 July 2007. The
higher charge applies to contraventions associated with prohibited and dangerous driving. The lower charge
relates to all other contraventions. If you have any queries about this please call us on 020 7926 9000.
Emissions based resident permit scheme
The new resident parking permit charges came into effect on the 2 July 2007. The price of a resident parking
permit will be determined by your vehicle’s CO2 rating or for older vehicles it will be determined by the size of
your engine. If you have yet to renew your resident permit and would like to find out how much your new permit
will cost please have your V5/C (vehicle registration document) to hand and call us on 020 7926 9000.
