Dear Reader<br />

Welcome to the fourth edition of <strong>Lambeth</strong>’s parking newsletter.<br />

We are now over one year on from the dramatic changes that we made to<br />

<strong>Lambeth</strong>’s parking contract and I am delighted to be able to report the positive<br />

results.<br />

I also have exciting news about <strong>Lambeth</strong>’s plans to end clamping and our<br />

improvements to customer services.<br />

Parking contract – one year on<br />

Over a year ago we removed the financial incentives that led to complaints of<br />

tickets being issued when they shouldn’t have been. We ensured that the<br />

emphasis of the revised contract is on the quality not the quantity of tickets<br />

issued – so parking attendants now have more incentive to treat motorists fairly.<br />

Recent figures show that appeals are down by over 25%. This is an excellent<br />

indication that our new emphasis on the fair issuing of tickets has started to<br />

reap rewards. Additionally we are seeing an increase in tickets being paid at the<br />

discount rate which also indicates that residents feel tickets are being fairly<br />

issued. I am pleased with these positive figures and I am determined to keep<br />

working to improve the contract so it maintains road safety and reduces parking<br />

stress within a transparent and fair policy.<br />

Routine clamping to end<br />

I am sure that you will be as delighted as I am as I announce that we plan to end clamping as a routine enforcement tool on<br />

<strong>Lambeth</strong>’s roads. We feel that clamping does not fit into the firm but fair parking culture that we are working hard to establish.<br />

I am pleased to announce that from April clamping will no longer be used on <strong>Lambeth</strong> roads except for dealing with<br />

persistent parking ticket evaders.<br />

Customer Services<br />

The opening of <strong>Lambeth</strong>’s new Customer Centre on Brixton Hill marked the closure of the parking shop and I have received<br />

rewarding feedback from residents about the positive change that this represents. The new centre is an example of 21st<br />

century customer service where everyday chores are made as simple as possible by technology and facilities that put the<br />

needs of the customer first.<br />

The new centre provides all of the services that were previously available at the Brixton Parking Shop and more! For example<br />

there are facilities at the new centre to pay parking tickets and make other queries online, as well as face to face. Our aim is<br />

to make all dealings with the council as customer friendly as we can.<br />

Car Clubs Flourish<br />

Our project to boost car clubs is twinned with our<br />

emissions-based parking permits – a carrot-and-stick<br />

project to progressively help residents and businesses<br />

reduce car use and improve <strong>Lambeth</strong>’s environment. The<br />

initial two car club bays in West Norwood have now<br />

been increased to 30 bays across the borough. We<br />

started with two operators, Streetcar and City car club,<br />

and now welcome two further companies, Whizzgo<br />

and Zipcar.<br />

This pay-as-you-go driving is designed to focus on<br />

essential car use and to avoid the financial and<br />

environmental expense of full-time car ownership. The<br />

operators estimate that each club car provides the<br />

equivalent use of six private vehicles, with tremendous<br />

potential for easing parking stress and reducing nonessential<br />

car use.<br />

The car club vehicles can be hired for less than £5.00 an<br />

hour. Once registered, you can reserve a vehicle, online<br />

or by telephone The car you hire is parked in a<br />

designated bay and accessed with your member’s<br />

smartcard. It can be parked free within the same zone –<br />

useful for loading and unloading. Hire time can be from<br />

half an hour to a month depending on which operator<br />

you choose to use.<br />

Parking Permits - Useful Information<br />

We operate Controlled Parking <strong>Zone</strong>s (CPZs) in areas which<br />

are largely residential in order to relieve parking pressure. We<br />

introduce these zones at the request of residents and<br />

consult widely before implementing them. There are currently<br />

12 CPZs in <strong>Lambeth</strong>. Within CPZs on-street parking is<br />

restricted and parking bays are assigned to specific users<br />

like residents and businesses. Notices on the roadside will<br />

tell you when you are in a CPZ.<br />

Shared use and pay and display bays are distributed<br />

throughout residential areas to ensure that visitors to the<br />

area can also find somewhere to park. Pay and display bays<br />

are normally put at the end of roads where possible.<br />

Business bays are allocated to business areas and are<br />

similar to residential areas in the distribution of shared use<br />

and pay and display bays.<br />

Most of the parking permits we issue are vehicle specific.<br />

Your vehicle registration will appear on the permit and you<br />

can only use it for that vehicle. If you change your vehicle<br />

you will also have to change your permit.<br />

The list below details the various parking permits available in<br />

<strong>Lambeth</strong> and if you require a permit, one of these should<br />

meet your needs.<br />

Resident permits<br />

Motorists who reside in a CPZ may be entitled to purchase a<br />

residents permit.<br />

the maximum time allowed at all other times.<br />

Market Trader permits<br />

Market stall traders or shop owners in the Lower Marsh and<br />

Waterloo areas may be entitled to purchase a market trader’s<br />

permit. There are two types of permit available - which one<br />

you require will depend on the type of vehicle you drive. You<br />

may only park in a bay for which the permit is allocated.<br />

Business permits<br />

Motorists who work in the borough may be entitled to<br />

purchase a business permit. The permit allows the holder<br />

to park in business and business shared use bays in the<br />

CPZ in which their business is located.<br />

Teacher permits<br />

Teachers in the borough’s schools may be entitled to<br />

purchase a teacher’s permit. The permit allows the holder<br />

to park their vehicle in resident and resident shared use<br />

bays in the CPZ where their school is based.<br />

Motorcycle permits<br />

Motorcyclists in <strong>Lambeth</strong> can<br />

park free of charge in<br />

assigned motorcycle<br />

bays. If you both<br />

motorcycle and live in<br />

<strong>Lambeth</strong> you may be<br />

entitled to purchase<br />

a motorcycle<br />

permit. This will<br />

allow you to park<br />

your vehicle in<br />

resident bays and<br />

resident shared use<br />

bays in the CPZ in<br />

which you live.<br />

Doctor permits<br />

Doctors who are based at Doctor’s surgeries in <strong>Lambeth</strong><br />

may be entitled to purchase a doctor’s permit. In this<br />

instance there must be a doctor’s bay assigned to the<br />

surgery and the bay number will appear on the parking<br />

30% of car journeys are less than 2 miles and 75% are<br />

less than 5 miles. Theses distances are ideal for most<br />

people to walk or cycle. In <strong>Lambeth</strong> we are consistently<br />

improving conditions so that people can choose to do this<br />

rather than use their car, and to make public transport the<br />

attractive option for longer journeys.<br />

The Brixton Parking Shop shut its doors for the final time on 17 November 2007.<br />

It was probably well known to local residents as it often had a long queue<br />

spilling onto the street. This closure follows the opening of our brand new<br />

Customer Centre on Brixton Hill and will put an end to customers queuing on<br />

the street.<br />

All parking services will now be provided by the new Customer Centre which has<br />

been designed to put the needs of the customer first. You can pay for your permits<br />

or penalty charge notices in cash at the kiosk, access information at the self<br />

service terminals and pay for your statutory notices online.<br />

The parking shop in Kennington remains unaffected.<br />

We are now pleased that the innovative ‘cycling parking<br />

attendants’ project has been expanded so we now have 10<br />

parking attendants on bicycles. We welcome this increase and<br />

hope to be able to report even higher numbers shortly.<br />

This project joins a package of initiatives designed to help<br />

reduce <strong>Lambeth</strong>’s carbon emissions whilst having the added<br />

benefit of increasing the health of <strong>Lambeth</strong>’s employees and<br />

contractors’ staff.<br />

In <strong>Lambeth</strong>, it is possible for residents and nonresidents<br />

to apply for the suspension of parking bays in<br />

CPZs (although not those on red routes). It is possible<br />

for us to suspend resident, business, pay and display,<br />

meter and shared use bays. You must have a valid<br />

reason for applying. For example if you are having<br />

building work carried out on your property and the<br />

builder needs to be able to park close by or if you are<br />

moving house.<br />

In order to suspend a parking bay you will need to<br />

complete an application form which you can download<br />

from our website www.lambeth.gov.uk/parking, or collect<br />

<strong>Lambeth</strong> Parking Attendants patrolling the streets of Brixton<br />

from our Kennington Parking shop or Customer Centres.<br />

You will need to bring the application form with payment<br />

and within seven working days notice of the start date,<br />

to our Kennington Parking Shop.<br />

As a resident you may see parking bays suspended for<br />

other reasons. Bays are sometimes suspended if filming<br />

is going on in the area or if utility works are being carried<br />

out. We will always try and give advanced warning of the<br />

suspension but this is not always possible. If your vehicle<br />

is parked in a bay when an emergency suspension<br />

comes into force, it may be removed. If this occurs there<br />

will be no charge for the release of your vehicle.


Other Items of Note<br />

Developments in 2008<br />

Introduction of chip and pin pay and display machines<br />

Chip and pin pay and display machines allow drivers to use their debit or credit card in order to pay for their pay<br />

and display ticket. All ‘lollipop type’ meters in <strong>Lambeth</strong> will be phased out in 2008. This follows a successful pilot<br />

project where nine chip and pin pay and display machines were tested at three different locations around the<br />

borough. These machines are less likely to be targeted by thieves, as their main use is for credit/debit cards and<br />

should prove more customer friendly.<br />

Round up of developments in 2007<br />

Differential Parking Charges<br />

A new two tier system of fixed penalties for parking contraventions was introduced on the 1 July 2007. The<br />

higher charge applies to contraventions associated with prohibited and dangerous driving. The lower charge<br />

Emissions based resident permit scheme<br />

The new resident parking permit charges came into effect on the 2 July 2007. The price of a resident parking<br />

permit will be determined by your vehicle’s CO2 rating or for older vehicles it will be determined by the size of<br />

your engine. If you have yet to renew your resident permit and would like to find out how much your new permit<br />

will cost please have your V5/C (vehicle registration document) to hand and call us on 020 7926 9000.<br />
