••Assist in the maintenance, restoration and protection <strong>of</strong> beneficialuses identified in Oklahoma’s <strong>Water</strong> Quality Standards to provide <strong>for</strong>the propagation <strong>of</strong> fish and wildlife and the protection <strong>of</strong> water andrecreational resources in and on waters <strong>of</strong> the <strong>State</strong>.••Support EPA’s Strategic <strong>Plan</strong> and assist the <strong>State</strong> in meeting waterquality goals identified in the Continuing <strong>Plan</strong>ning Process and NonpointSource Management Program to reduce or eliminate water qualitythreats in Oklahoma’s priority watersheds.••Maintain the fiscal integrity <strong>of</strong> the fund to ensure it remains viable andself perpetuating to meet the long-range water quality needs <strong>of</strong> the<strong>State</strong>.••Maintain the perpetuity <strong>of</strong> the CWSRF through maintaining net assetsequal to federal capitalization grants and state matching funds••Encourage communities to develop sustainable systems that employeffective utility management practices to build and maintain the level <strong>of</strong>technical, financial and managerial capacity necessary to ensure longtermsustainability.Short-term GoalsThe <strong>State</strong> will pursue short-term goals in an ef<strong>for</strong>t to continually improve theCWSRF program.••Provide financing to communities listed in this plan that are underNPDES en<strong>for</strong>cement orders to meet deadlines <strong>for</strong> municipal compliancein accordance with CWA Section 301(I)(l).••Provide financing to assist communities in eliminating water pollutionproblems, improve water quality in the <strong>State</strong>’s waters, and build sewagefacilities needed to maintain surface water and groundwater qualitystandards.••Work with <strong>State</strong>/local agencies to identify current gaps in the <strong>State</strong>’sNPS, storm water, green infrastructure and Brownfields funding, identifypotential CWSRF-eligible projects, and develop appropriate financingstrategies, as necessary.••Provide 25% <strong>of</strong> all CWSRF loans to communities <strong>of</strong> less than 10,000population <strong>for</strong> assistance in building more af<strong>for</strong>dable sewage treatmentworks or implementing NPS pollution control activities.••Obtain maximum capitalization <strong>of</strong> the fund <strong>for</strong> the <strong>State</strong> in the shortesttime possible.••Gain approval <strong>of</strong> <strong>FY</strong> <strong>2012</strong> CWSRF capitalization grant appropriationsand have grant funds awarded within the 2nd quarter <strong>of</strong> F<strong>FY</strong> <strong>2012</strong>.••Generate sufficient investment and loan interest earnings to retirerevenue bonds.••Gain EPA approval to reserve transfer authority <strong>of</strong> an amount equal to33% <strong>of</strong> the Drinking <strong>Water</strong> (DW) SRF capitalization grant between theDWSRF and the CWSRF.••Complete a revenue bond issue to meet funding shortfalls and to providematching funds <strong>for</strong> Federal capitalization grants, as necessary.16
