Status of American Recovery andReinvestment Act (ARRA) ProjectsThe American Recovery and Reinvestment Act provided a substantial increase in funding for Oklahoma’s CWSRF program.The OWRB submitted the initial application and revised FY 2009 IUP for ARRA funding to EPA on February 24, 2009. TheOWRB received the ARRA award on April 22, 2009 with the funds obligated to the first ARRA projects in April 2009 withthe first loan closing on May 15, 2009. Between April 2009 and January 2010, 34 projects went to bid, closed and wereunder contract. Oklahoma was one of the first three states in the Nation to meet the ARRA congressional deadlines. Intotal, over $31 million in ARRA funds were leveraged with over $70 million in loan funds for a total assistance amountof over $107 million. The ARRA principal forgiveness combined with the subsidized loan funds is expected to save theborrowers over $74.5 million. As of April 1, 2011, $27.2 of Oklahoma’s $31million in CWSRF ARRA funds have been expendedwith construction contracts complete for 21 of the 34 projects.
