‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> should conduct a noise survey on the South Link Road atthe rear of Westside Estate to establish if the noise levels are within the setguidelines and if not, then appropriate action should be taken to alleviate theproblem’.(Proposer: Cllr. F. Dennehy 06/423)The report of the Assistant <strong>City</strong> Manager stated that the Environment NoiseRegulations came into effect on the 3rd April 2006. These regulations transposerequirements under a EU Directive relating to the assessment and management ofenvironment noise. Noise mapping and action plans must be implemented inrelation to roadways which certain traffic volume thresholds. The thresholds are6,000,000 and 3,000,000 vehicle passengers per year and the South Ring Road isabove these thresholds. Strategic noise maps must be prepared by June of thisyear and sent on to the Environmental Protection Agency (EPA) for forwarding tothe EU Commission. Action Plans setting out mitigation measures to deal withareas with noise levels above the permitted levels must be drawn up andsubmitted to the EPA by July 2008. The NRA is responsible for national roads,and as the South Ring Road is a national road (N25), they are responsible for thepreparation of the noise maps and the subsequent implementation of the actionplans. Measures identified in the noise action plans, which impinge on <strong>City</strong> Areaswill be submitted to <strong>Council</strong> for information.7.4 EXTEND THE DOUBLE YELLOW LINES ON CAPWELL ROADAn Chomhairle approved the report of the Assistant <strong>City</strong> Manager, dated 1stFebruary, 20<strong>07</strong>, on the following motion which was referred to the Committee byAn Chomhairle.‘That <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> extend the double yellow lines at the entrances/exits ofCapwell Road with both the front and back Douglas Road. This would allow forbetter traffic management at both these junctions.(Proposer: Cllr. S. Martin (06/197)The report of the Assistant <strong>City</strong> Manager stated that Capwell Road will be visitedand examined in conjunction with the Gardaí and any identified appropriatemeasures including road markings to improve road safety in the area will beinstalled.7.5 20MPH SPEED LIMIT – HIBERNIAN BUILDINGSAn Chomhairle approved the report of the Assistant <strong>City</strong> Manager, dated 1stFebruary, 20<strong>07</strong>, on the following motion which was referred to the Committee byAn Chomhairle.
