1. <strong>Cork</strong> Constitution Rugby lands are zoned in the Development Plan as sportsgrounds. It is the intention of <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> that grounds so zonedremain used for sports purposes.2. The <strong>City</strong> <strong>Council</strong> has no control over developers who may wish to approachsports organisations with a view to buying their grounds for residentialdevelopment. However, the <strong>City</strong> <strong>Council</strong> has made it known to anyone whohas enquired that it is <strong>Council</strong> policy to retain such playing fields for theircurrent zoned use.3. Representatives on behalf of <strong>Cork</strong> Constitution Rugby Club have beenadvised that the policy of <strong>Cork</strong> <strong>City</strong> <strong>Council</strong> is to retain all lands zoned forsports grounds and not to allow them to be used for residential or similardevelopment.4. NEW CENTRAL LIBRARY, GRAND PARADE, CORKComhairleoir C. Burke declared an interest in the New Central Library, GrandParade, <strong>Cork</strong>. His office is acting for Frinailla Developments.An Chomhairle noted the report of <strong>City</strong> Manager, dated 8 th February, 20<strong>07</strong> on thenew Central Library at Grand Parade, <strong>Cork</strong>.The report of the <strong>City</strong> Manager stated that last year we invited proposals frominterested parties for the provision of a new Central Library. Documentation wasprepared which set out our specification of requirements with an indication thatthe new library should be located in the Grand Parade or its vicinity. We offeredthe existing library site as part of the package.Five proposals were received following the public call. A selection process wasimplemented resulting in a recommendation that the proposal of FrinaillaDevelopments be acceptedFrinailla Development’s proposal involves the building of the new library on partof the current library site extending into adjoining property. The new libraryproposed is state of the art. It will comprise in excess of 50,000 sq.ft. which istwice the size of the existing library. The cost of designing and building the newlibrary will be met by Frinailla Developments. The building will be handed overto the <strong>City</strong> <strong>Council</strong> in exchange for that part of the current library site which willnot form part of the new library.Under the arrangement, the <strong>City</strong> <strong>Council</strong> will secure a state of the art landmarkCentral Library on Grand Parade without any financial outlay. FrinaillaDevelopments will also provide temporary accommodation for the current library,while the new one is under construction, free of charge.
