In time it will grow <strong>in</strong>to agreat shady tree able to sheltereveryone <strong>in</strong> all weathers.”St Mary Pataxte is one of thenew parishes <strong>in</strong> the region of RioDulce <strong>in</strong> the Diocese of Izabal.Half a million <strong>Catholic</strong>s live <strong>in</strong>the region, compris<strong>in</strong>g thoseof Spanish decent, the <strong>in</strong>digenousQ’eqchi’ (descendants ofthe Mayans) and the Garifuna,descendants of African slavesbrought to work plantations.The parish community isengaged <strong>in</strong> build<strong>in</strong>g a church,meet<strong>in</strong>g rooms and a dormitorywhere catechists will stay.The aim is for the parish to bea regional tra<strong>in</strong><strong>in</strong>g centre withovernight accommodation.There are not enough priestsfor all the parishes <strong>in</strong> Guatemalaso great importance is placed onthe <strong>format</strong>ion and tra<strong>in</strong><strong>in</strong>g of catechists.This <strong>format</strong>ion and catechumenalmaterials is f<strong>in</strong>anciallysupported by <strong>Catholic</strong> Mission.One tra<strong>in</strong><strong>in</strong>g session willattract as many as 500 participants,many walk<strong>in</strong>g hours toreach the centre and need<strong>in</strong>gmeals and accommodation.Fr Guillermo’s pastoral visits toSt Mary’s may occur every sixweeks. Until funds for a presbyterybecome available, he lives <strong>in</strong>a simple cab<strong>in</strong> without power orwater. 4 <strong>Catholic</strong><strong>Outlook</strong> <strong>October</strong> <strong>2011</strong>Women bear the brunt of homelessnessThe soar<strong>in</strong>g cost of liv<strong>in</strong>g across Sydneyis forc<strong>in</strong>g more people to seek out homelessand supported accommodation services,with a new report show<strong>in</strong>g that women bearthe biggest brunt of homelessness and hous<strong>in</strong>g<strong>in</strong>security.<strong>Catholic</strong>Care Social Services Diocese ofParramatta is jo<strong>in</strong><strong>in</strong>g with other Churchesand community organisations to sh<strong>in</strong>e a lighton the urgent and grow<strong>in</strong>g problem of homelessness,especially <strong>in</strong> western Sydney, and tocall for more affordable hous<strong>in</strong>g to be madeavailable to people <strong>in</strong> need.To help promote discussion of homelessnessand to exam<strong>in</strong>e possible solutions,<strong>Catholic</strong>Care Parramatta and ChurchesHous<strong>in</strong>g Inc. will co-host a Community Forumon Homelessness on 8 November. The forumwill be held at the Parkroyal Parramatta andfeature experts <strong>in</strong> the field as well as peoplewho have experienced homelessness.<strong>Catholic</strong>Care’s Executive Director, OttoHenfl<strong>in</strong>g, said two recent reports, fromAnglicare and the Australian Institute ofHealth and Welfare, highlighted the grow<strong>in</strong>gproblems surround<strong>in</strong>g homelessness.“These reports reflect the practical experienceof the Church’s support services<strong>in</strong> western Sydney such as <strong>Catholic</strong>Care’sCather<strong>in</strong>e Villa program and the San MiguelFamily Centre, a m<strong>in</strong>istry of the De La SalleBrothers,” he said.Cather<strong>in</strong>e Villa offers supported accommodationand support programs for pregnantyoung women and young mothers andtheir children. “In the past 12 months alone,we have received more than 300 requests forsupported accommodation for vulnerableyoung mothers,” Mr Henfl<strong>in</strong>g said. “This is asignificant <strong>in</strong>crease on the previous year, andmany, many more than we have the capacityto accommodate.”The latest figures from the AustralianInstitute of Health and Welfare also showthat the use of homelessness services is onthe rise, with women aged 15-19 hav<strong>in</strong>g thehighest rate of use by any one age group (1 <strong>in</strong>every 51 people).“As the cost of liv<strong>in</strong>g cont<strong>in</strong>ues to soar<strong>in</strong> Sydney and rents rema<strong>in</strong> high, it is clearthat there is an urgent need for <strong>in</strong>vestment<strong>in</strong> public and supported hous<strong>in</strong>g to ensurethat more people, especially young mothersand their children, don’t end up liv<strong>in</strong>g on thestreets or <strong>in</strong> their car,” Mr Henfl<strong>in</strong>g said.Anglicare’s State of Sydney <strong>2011</strong> reportlooked specifically at the impact of hous<strong>in</strong>g<strong>in</strong>security on three groups of women: youngmothers, s<strong>in</strong>gle women over 50 and womencar<strong>in</strong>g for a son or daughter with a disability.It found that hous<strong>in</strong>g <strong>in</strong>security is not justabout shelter and poverty. The prize is generously sponsored bya Sydney doctor and apologist, and a number of students from eachclass have entered every year, after meet<strong>in</strong>g certa<strong>in</strong> criteria.This year the theme of the competition was “to challenge, <strong>in</strong>spire,or call to arms”. Over a wonderful d<strong>in</strong>ner, the student body, variousguests and staff members were held enthralled by students call<strong>in</strong>gupon us to have courage <strong>in</strong> our convictions, embark upon the journeyof seek<strong>in</strong>g the truth, and most importantly, to “be not afraid!”After deliberation, the judges admitted it was diffi cult to chooseamongst the different speakers, but as it had to be, three studentswere placed. Keziah Doherty won fi rst place, Angela Schumannwas placed second and I was delighted to come third.Certa<strong>in</strong>ly one of the factors that attracted me to Campion was theiremphasis on develop<strong>in</strong>g each and every student holistically. This<strong>in</strong>cludes the development of the art of speak<strong>in</strong>g well, so crucial tothe liberal arts education. He was appo<strong>in</strong>tedAssistant Priest at Merrylands <strong>in</strong>1979 and Parish Priest <strong>in</strong> 1980.His m<strong>in</strong>istry <strong>in</strong>cluded act<strong>in</strong>gChapla<strong>in</strong> to the Royal Corpof RAEME (Royal AustralianElectrical Mechanical Eng<strong>in</strong>eers)Association of NSW Inc,Australian Defence force.On 23 July this year, BishopAnthony was the pr<strong>in</strong>cipalcelebrant at a Mass for FrBray’s Golden Jubilee oford<strong>in</strong>ation to the priesthood.Bishop Anthony said that <strong>in</strong> ahalf century of priestly service,Fr Bray was “an <strong>in</strong>spiration tothe vocations of other priests,a herald of the com<strong>in</strong>g of theLord, and a missionary pastorto Merrylands and beyond”.He recalled visit<strong>in</strong>g Fr Bray <strong>in</strong>hospital last year where therewas a queue of parishionerswait<strong>in</strong>g to make their confessionto him as he lay on his sick bed.“How pleased must be StMargaret Mary Parish that this<strong>in</strong>defatigable pastor has made ofher church a centre for confession,catechesis and devotion forthe Diocese of Parramatta andbeyond,” the Bishop said.Close friend Fr James Tierneyhad known Fr Bray s<strong>in</strong>cethey were both study<strong>in</strong>g forthe priesthood at Manly.Fr Tierney reflected on howmuch his friend had loved his timeas a missionary <strong>in</strong> Papua NewGu<strong>in</strong>ea: “After his ord<strong>in</strong>ation, FrBray went on loan to a FranciscanDiocese <strong>in</strong> PNG. His first six-yearst<strong>in</strong>t left an <strong>in</strong>delible stamp onhim. It enrichedhis experienceas a pastor ofsouls and of thewider Church.“After six years,Fr Bray wasFr Rod Brayback <strong>in</strong> Australiafrom 1968-1971. Permissionwas granted him for threemore years <strong>in</strong> New Gu<strong>in</strong>ea. Hewanted to spend his life there.”Fr Tierney described Fr Brayas a priest “<strong>in</strong> the traditionalIrish style, friendly andrespectful. The precedent is <strong>in</strong>the homely <strong>Catholic</strong> poetry ofMsgr Hartigan (John O’Brien),author of Around the Boree Log.“First and last, Fr Bray was apriest of Our Lord Jesus Christ.No higher tribute can be paidto him than that. SocialJustice Sunday was celebrated on25 September <strong>2011</strong>.The statement was launchedat the Australian <strong>Catholic</strong>University’s North Sydney campusby Graham West, Chief Executiveof St V<strong>in</strong>cent de Paul Society NSWand a former NSW M<strong>in</strong>ister forJuvenile Justice. We must ask if thejustice system is truly deliver<strong>in</strong>gjustice to our community.“Although there will always be aneed for prisons to deal with seriousoffences, there are alternativemeasures that are more effective<strong>in</strong> deliver<strong>in</strong>g justice and keep<strong>in</strong>gmany people out of jail.”The bishops have called for moreproductive alternatives to fear campaignsabout law and order, for anapproach that addresses the socialfactors that contribute to crime,ensur<strong>in</strong>g the dignity of those <strong>in</strong>prison, and provid<strong>in</strong>g more supportfor people return<strong>in</strong>g to society.They urge all Australians to th<strong>in</strong>kabout the conditions <strong>in</strong> prisons,and to ask who are most likely tof<strong>in</strong>d themselves there and why.Between 1984 and 2008, whilerates of crime either stayed steadyor fell, the number of Australians <strong>in</strong>prison per 100,000 people almostdoubled. Afterall, don’t many non-Christians, evennon-believers, live just as good livesas many Christians? If someth<strong>in</strong>gis good, it is surely good for everyhuman be<strong>in</strong>g, not just Christians orany one particular group.Yet when St Paul talks today ofhis experience of conversion (1Tim 1:1-2, 12-14), it is clear thatfor him it meant the completeupside-down<strong>in</strong>g, <strong>in</strong>side-out<strong>in</strong>g ofhis worldview and values. “I usedto be a blasphemer and a persecutorof Christians,” he says, “but thegrace of Our Lord filled me withfaith and love”; hav<strong>in</strong>g been shownmercy I now preach and teach thatmercy myself.For St Paul, one of the firstChristian catechists, the Damascusexperience was so radical he wouldspend the rest of his years talk<strong>in</strong>gabout leav<strong>in</strong>g beh<strong>in</strong>d the oldman and putt<strong>in</strong>g on the new; be<strong>in</strong>gliberated from an old way of lifeand embrac<strong>in</strong>g the new one; be<strong>in</strong>ggrafted on to Christ, imitat<strong>in</strong>gChrist, liv<strong>in</strong>g through Christ andwith Christ and <strong>in</strong> Christ; be<strong>in</strong>g,if needs be, a fool for Christ bythis world’s standards. For Paulthis meant confront<strong>in</strong>g law-abid<strong>in</strong>gJews and philosophically m<strong>in</strong>dedpagans, as well as young Christianswith the radically good and radicallynew Good News.Yet if we Christians do havesometh<strong>in</strong>g different to offer, weneed not deny the wisdom <strong>in</strong> otherreligious traditions or <strong>in</strong> the naturalmorality of human be<strong>in</strong>gs, some ofwhich we can draw upon ourselvesand much of which is the commonground upon which we live andwork with people of all sorts.Once the foundation of Christianfaith was laid, St Paul himself didnot hesitate to build up humannorms and virtues <strong>in</strong> his newChristians. Though he thoughtJesus’ Way was someth<strong>in</strong>g verynew, he readily assimilated whateverwas true from the heritage ofthe peoples he taught.Of course, <strong>in</strong> some ways his taskwas easier than ours. At least thesurround<strong>in</strong>g cultures were essentiallyreligious. Everyone believed<strong>in</strong> God, perhaps too many gods, <strong>in</strong>the afterlife, <strong>in</strong> the requirement topray and live a good life.In our contemporary culture, onthe other hand, God is marg<strong>in</strong>alisedand much of what is offered<strong>in</strong>stead for our valu<strong>in</strong>g is unhelpful,even harmful. The messagescom<strong>in</strong>g from our <strong>in</strong>dustries, polities,academies and media can becorrupt; the reign<strong>in</strong>g ideologies ofconsumerism, <strong>in</strong>dividualism andrelativism wrong-headed; the practicesof the age hard-hearted orsoft-headed, such as credit beyondour means, consumption beyondour credit, sex and drugs as recreations,<strong>in</strong>appropriate <strong>in</strong>carcerationof some troublemakers anddetention of some strangers. Andso Christians today are <strong>in</strong>creas<strong>in</strong>glycounter-cultural, contra mundum,as this world goes.Yet we are never really aga<strong>in</strong>stthe culture or aga<strong>in</strong>st the world,because we adore the Maker of ourworld and Lord of our history, andwe appreciate all He has given us,<strong>in</strong>clud<strong>in</strong>g our natural environmentand human achievements, the greatphilosophies and <strong>in</strong>stitutions, technologiesand traditions, the familyand workplace and community.If Christians greet the world witha critical m<strong>in</strong>d and the eyes of faith,it is so they can live well <strong>in</strong> theworld, not escape from it, and purifythat world and br<strong>in</strong>g it to God.True Christian morality, weknow, has a profound and persuasiveecho <strong>in</strong> the heart of everyperson, believer and non-believeralike, because it marvellously fulfilsour heart’s desires while <strong>in</strong>f<strong>in</strong>itelysurpass<strong>in</strong>g them.Even <strong>in</strong> the midst of difficultiesand uncerta<strong>in</strong>ties, every persons<strong>in</strong>cerely open to the truth can, byBishop Anthony with the recipients of certificates of 10 years’ service to SRE, <strong>in</strong>clud<strong>in</strong>g student SREs represent<strong>in</strong>gCarol<strong>in</strong>e Chisholm College, which has been <strong>in</strong>volved <strong>in</strong> SRE for 10 years. And so however muchsome people differ from us andsometimes persecute us, Christians<strong>in</strong> the end have no enemies, excepts<strong>in</strong> and death.Other people, however misguided,are still the image of God forus, still <strong>in</strong>tended by God to be ourneighbours, friends, brothers andsisters, fellow sa<strong>in</strong>ts.There are, dare I say, only tworeligions – <strong>Catholic</strong>s and still-tobe-<strong>Catholic</strong>s– and the still-to-be’sare like catechumens with their footalready <strong>in</strong> the door, already jo<strong>in</strong>edto us, as long as they are seek<strong>in</strong>gthe truth with a s<strong>in</strong>cere heart andliv<strong>in</strong>g as good a life as their lightsreveal to them.So why bother with evangelisationand catechesis and SREand the rest? Aren’t all beliefsequally worthy and all moralsequally s<strong>in</strong>cere? If those without<strong>Catholic</strong> faith can be saved, isn’tignorance bliss? Shouldn’t we justleave them to their own devices,to follow their own lights and f<strong>in</strong>da path for themselves?To which Paul might answer thismorn<strong>in</strong>g: how could you know thegrace and peace and mercy of Godthe Father, how could you experiencethe faith and hope and love ofChrist Jesus His Son, and not wantto share them with others?Can ignorance of God and Hisways, of His plan for humanityand His providential care, of HisIncarnate Son and His redeem<strong>in</strong>gfriendship, of His Holy Spiritand His spiritual gifts, of His HolyChurch and her Word and sacraments:can ignorance of such th<strong>in</strong>gsbe bliss? Surely such ignorance is adeprivation, a terrible loss?And so, says Paul this morn<strong>in</strong>g,God chooses people, sometimesthe most unexpected people, andcalls them <strong>in</strong>to His service, andgives them the faith and hope andlove they need to pass on the faith.At World Youth Day <strong>in</strong> Madrid,which I was privileged to attendwith nearly 300 young people fromthe Diocese of Parramatta, the Popeconfronted the post-modern question:Do we really need foundationsfor our lives? He observed that“There are many who … believethey need no roots or foundationsother than themselves. They take itupon themselves to decide what istrue or not, what is good and evil,what is just and unjust; who shouldlive and who can be sacrificed <strong>in</strong>the <strong>in</strong>terests of other preferences;leav<strong>in</strong>g each step to chance, with noclear path, lett<strong>in</strong>g themselves be ledby the whim of each moment.”Christians, the Holy Fatherargued, have an alternativeapproach to life. We know “thatwe have been created free, <strong>in</strong> theimage of God, precisely so thatwe might be <strong>in</strong> the forefront ofthe search for truth and goodness,responsible for our actions; notmere bl<strong>in</strong>d executives, but creativeco-workers <strong>in</strong> the task of cultivat<strong>in</strong>gand beautify<strong>in</strong>g the workof creation.”“God is look<strong>in</strong>g for a responsible<strong>in</strong>terlocutor, someone who can dialoguewith Him and love Him,” thePope cont<strong>in</strong>ued. “Through Christwe can truly succeed and, established<strong>in</strong> Him, we give w<strong>in</strong>gs to ourfreedom. Is this not the great reasonfor our joy? Isn’t this the firmground upon which to build thecivilisation of love and life, capableof humanis<strong>in</strong>g all of us?”This is the task of the CCDand its SRE teachers: br<strong>in</strong>g<strong>in</strong>gresponsible <strong>in</strong>terlocutors to God,young people with big questions,search<strong>in</strong>g m<strong>in</strong>ds and open hearts,lay<strong>in</strong>g foundations for their livesand giv<strong>in</strong>g w<strong>in</strong>gs to their freedom,so they might build withChrist a civilisation of life andlove for Western Sydney. The girls wereprovided with <strong>in</strong><strong>format</strong>ion aboutSRE to help them make a decision,and a tra<strong>in</strong><strong>in</strong>g session scheduledto help them to understand whatwas <strong>in</strong>volved <strong>in</strong> teach<strong>in</strong>g SRE.”Veronica said Glenmore ParkPrimary had a large number of<strong>Catholic</strong> students, and <strong>in</strong> the <strong>in</strong>itialyear it was decided to provide SREto K<strong>in</strong>dergarten, Years 1 and 2.“We had 30 girls take up thecall to teach SRE. The experiencefor them was well worth theeffort, and their call to help thelocal community <strong>in</strong>valuable.”One of the first students <strong>in</strong>the program was Renee Cutajar(nee Capolupo), now marriedwith two children. Renee saidshe thoroughly enjoyed theexperience of teach<strong>in</strong>g SRE.“We couldn’t wait to walk downto the public school to share thistime with the younger students.The walk back was just as excit<strong>in</strong>gas we would discuss <strong>in</strong> every detailwhat took place that afternoon.“Ever s<strong>in</strong>ce I can remember, Iwanted to be a school teacher.I thought this experiencewould not only give me an<strong>in</strong>sight <strong>in</strong>to teach<strong>in</strong>g but also<strong>in</strong>to teach<strong>in</strong>g Religion.“I was accepted <strong>in</strong>to theAustralian <strong>Catholic</strong> University’sBachelor of Teach<strong>in</strong>g coursewhere I majored <strong>in</strong> Theologyand have been teach<strong>in</strong>g <strong>in</strong> a<strong>Catholic</strong> school for six years.”Today, 52 students fromCarol<strong>in</strong>e Chisholm Collegeteach at Glenmore Park Primary.Students from St Dom<strong>in</strong>ic’sCollege at Penrith jo<strong>in</strong>ed theSRE ranks n<strong>in</strong>e years ago and areteach<strong>in</strong>g <strong>in</strong> three state schools.St Columba’s High School <strong>in</strong>Spr<strong>in</strong>gwood provides four stateprimary schools with Easter andChristmas assemblies. “Theygive the children an experienceof love and faith by expla<strong>in</strong><strong>in</strong>gthe holy season <strong>in</strong> a way thathelps them understand theGospel message,” Veronica said.<strong>Catholic</strong> schools currentlyparticipat<strong>in</strong>g <strong>in</strong> the SRE program<strong>in</strong> our Diocese are: XavierCollege, Loyola Senior HighSchool, Patrician Brothers’College, McCarthy <strong>Catholic</strong>College, Carol<strong>in</strong>e ChisholmCollege, St Dom<strong>in</strong>ic’s College,and St Columba’s High School.Veronica Sultana is nowthe Regional Coord<strong>in</strong>ator forthe Mounta<strong>in</strong>s Deanery.

Theyoung school capta<strong>in</strong> was hesitantto speak <strong>in</strong> front of the packedchurch. “I waited for a few peopleto go first and just when it wasabout to f<strong>in</strong>ish I got up,” he said.Given the microphone, V<strong>in</strong>centanswered with one word, “Racism.”The cavernous church becamesilent with his response.Arriv<strong>in</strong>g <strong>in</strong> Australia fromSudan <strong>in</strong> 2004, V<strong>in</strong>cent has bothexperienced and witnessed racism<strong>in</strong> Australian society. “Thereare some kids at school whoalways get teased for their colour,”he said.While racist remarks can beflung by strangers, he has seen thecasual racism between friends. “Ith<strong>in</strong>k they th<strong>in</strong>k it’s a joke.”V<strong>in</strong>cent, who felt proud ashe returned to his seat, spokeup because he believes all racismis hurtful.In listen<strong>in</strong>g campaigns acrossSydney people shared their experiencesof racial vilification, religiousdiscrim<strong>in</strong>ation and socialisolation, <strong>in</strong>clusion and exclusion.The Sydney Alliance hasput together a diverse team to doresearch and plan action to alleviatethese pressures.

In do<strong>in</strong>g so she hopesto build the capacity of families torespond, giv<strong>in</strong>g them greater control<strong>in</strong> their lives.For Carolyn her entire approachechoes the ‘Don’t DIS my ABILITY’campaign. “People with disabilitieshave gifts and talents and are ableto contribute,” she said.For Carolyn a major problem isthat society struggles to recognisethis. Stigma and the dislocationcaused by parallel services (separateservices for people with disabilities)works aga<strong>in</strong>st this recognition.The flow-on effect is thatmany “… people with disabilitiesaren’t citizens participat<strong>in</strong>g <strong>in</strong> thecommunity as yet.”Her concern is that this canlead to the professionalis<strong>in</strong>g ofrelationships for people with disabilities.“Some people with disabilitieshave professional carers,but not friends.”Carolyn’s approach, of focus<strong>in</strong>gon people’s gifts and talents,f<strong>in</strong>ds expression <strong>in</strong> asset-basedcommunity development.This approach to communitydevelopment is popular with<strong>in</strong>the partner organisations of theSydney Alliance.“Too often people ask what’swrong with a community andthen try to fix it,” she said. “Inasset-based community development,we say, ‘Hey, what’s work<strong>in</strong>gwell <strong>in</strong> a community? Let’s domore of that.’ It’s about work<strong>in</strong>gwith the community.”Carolyn is not alone. In listen<strong>in</strong>gcampaigns across Sydney peoplespoke up about their vision fora Sydney where everyone can participatefully <strong>in</strong> their communityand at work because everybodyhas care and coord<strong>in</strong>ated servicesat significant times of their lives,and those provid<strong>in</strong>g care are supportedand valued.


12 <strong>Catholic</strong><strong>Outlook</strong> <strong>October</strong> <strong>2011</strong>Celebrat<strong>in</strong>g the hardwork of teachersWorld Teachers’ Day <strong>2011</strong> provides a greatopportunity for me to say thank you to theteachers <strong>in</strong> our schools who work on behalfof the evangelis<strong>in</strong>g mission of the Church.I know they do a great job and over the past12 months I have had the opportunity withBishop Anthony to visit many of our schoolcommunities for the open<strong>in</strong>g and bless<strong>in</strong>gof their new build<strong>in</strong>g projects funded underthe Australian Government’s Build<strong>in</strong>g theEducation Revolution program.As I said <strong>in</strong> my video message to teachers tocommemorate this day, the th<strong>in</strong>g that reallystrikes me is how proud our communitiesare of their schools. And, <strong>in</strong> particular, howmuch our students and parents valuetheir teachers.Often the general community andeducational commentators seem to undervaluethe work of teachers by focus<strong>in</strong>g onbasic measures of student achievement, likeNAPLAN results. These results, which haverecently sent home to parents of Years 3,5, 7 & 9 students are good diagnostic testsdesigned for our teachers to use to measurewhere each <strong>in</strong>dividual student is at, at aparticular moment <strong>in</strong> time. They shouldnot be used as a way to make a generalassessment about the quality of learn<strong>in</strong>g atthe school, nor the performance of teachers.Richard Elmore made the comment,‘teach<strong>in</strong>g is not rocket science, it’s muchmore difficult’ and I agree with him. Thework of teachers is complex and <strong>in</strong> a <strong>Catholic</strong>school is a work of the human heart, as wellas the m<strong>in</strong>d.It does us no good as a society to m<strong>in</strong>imisethe role of teachers, nor will it ultimatelyserve the children <strong>in</strong> our schools. We havemuch work to do <strong>in</strong> develop<strong>in</strong>g mean<strong>in</strong>gfulmeasures for student performance, and ergo,the evaluation of the work of their teachers.With<strong>in</strong> this context, I would like toacknowledge our teachers, and those whosupport them, for their enormous hard work,their commitment and professionalism. The hallswill also be a boon for our parishes and local communities.While the BER will run its course <strong>in</strong> the near future, the ongo<strong>in</strong>gsupport and plann<strong>in</strong>g for future capital works projects willcont<strong>in</strong>ue primarily through the Diocesan School Build<strong>in</strong>g Levy.The build<strong>in</strong>g levy enables us to comb<strong>in</strong>e our resources andensure all parish communities <strong>in</strong> the Diocese are able to meetFROM THE EXECUTIVE DIRECTOR OF SCHOOLSThe Diocesan School Build<strong>in</strong>g Levy has enabledthe Diocese of Parramatta to fund the build<strong>in</strong>g andupgrade of our 78 schools over the past 14 years.The capital needs of our school communities have been metthrough the contribution of our <strong>Catholic</strong> school families andthe assistance of the Diocesan Development Fund, as well asfrom fund<strong>in</strong>g from successive state and federal governments.The support of our families through the build<strong>in</strong>g levy ensures theDiocese can cont<strong>in</strong>ue to provide quality <strong>in</strong>frastructure and facilitiesto meet the learn<strong>in</strong>g and teach<strong>in</strong>g needs of our school communitiesand cater to the growth of the system <strong>in</strong> the fast grow<strong>in</strong>g areasof western Sydney. The school build<strong>in</strong>g levy contributes to therepayment of loans for past build<strong>in</strong>g projects, currently account<strong>in</strong>gfor about two-thirds of the total annual levies received.Over the past two years, the Australian Government’s Build<strong>in</strong>gthe Education Revolution program has also provided a once <strong>in</strong> alifetime opportunity for schools to fast-track some build<strong>in</strong>g andS<strong>in</strong>ce the commencement of the Diocesan School Build<strong>in</strong>g Levy <strong>in</strong>1997, parishes have been relieved of any f<strong>in</strong>ancial responsibility forsystemic <strong>Catholic</strong> schools <strong>in</strong> the Diocese. The cost of provid<strong>in</strong>g newfacilities and upgrad<strong>in</strong>g school build<strong>in</strong>gs is shared by families withchildren attend<strong>in</strong>g our schools, the Parramatta Diocesan schoolsystem budget, and fund<strong>in</strong>g from state and federal governments.The build<strong>in</strong>g levy is charged per family and is collectedat the school attended by the eldest child <strong>in</strong> the family. Allrevenues from the levy are pooled and used to meet the costsof annual payments of pr<strong>in</strong>cipal on those school build<strong>in</strong>g loanstaken over from parishes from 1 January 1997, and one-offcash contributions and annual loan payments (debt servic<strong>in</strong>g)associated with all new build<strong>in</strong>g projects approved by theParramatta Diocesan <strong>Catholic</strong> Schools Council (PDCSC). If, dueto f<strong>in</strong>ancial hardship, a family is unable to pay the build<strong>in</strong>g levy,arrangements can be made to have the levy reduced or waived.The school build<strong>in</strong>g levy is a successful <strong>in</strong>itiative which hasrefurbishment projects. It extends from theurban heart of Parramatta to WorldHeritage wilderness <strong>in</strong> the BlueMounta<strong>in</strong>s. For many thousandsof years it was the home of theDharug, Gangandara, Dark<strong>in</strong>gjungand Gur<strong>in</strong>gai people.It was one of the first areas ofsettlement <strong>in</strong> colonial NSW. Todayit is a rapidly grow<strong>in</strong>g, multiculturalregion <strong>in</strong> Australia’s largestand most cosmopolitan city. It isthe home of many recent migrants,refugees, Indigenous people andAustralians with ancestry go<strong>in</strong>gback to colonial times.In August this year, theAustralian Government conductedits five-yearly Census ofPopulation and Hous<strong>in</strong>g. Whenthe figures become available it willbe <strong>in</strong>terest<strong>in</strong>g to exam<strong>in</strong>e trends <strong>in</strong>religious affiliation.An analysis of the 10-year periodfrom 1996 to 2006 reveals somefasc<strong>in</strong>at<strong>in</strong>g trends <strong>in</strong> the geographyof religion <strong>in</strong> Sydney. In overallterms Sydney did not becomemore secular. There was a verysmall <strong>in</strong>crease <strong>in</strong> the number ofpeople declar<strong>in</strong>g “no religion” <strong>in</strong>Sydney, which has a smaller percentageof non-believers than theaverage for Australia.Secularisation has advanced <strong>in</strong> afew specific areas <strong>in</strong> the <strong>in</strong>ner westbut there has been little changeoverall. The bigger changes havebeen <strong>in</strong> the decl<strong>in</strong><strong>in</strong>g proportionsof Christians and the grow<strong>in</strong>gproportions of non-Christianreligions. This has been mostpronounced <strong>in</strong> the outer westernsuburbs, which have become<strong>in</strong>creas<strong>in</strong>gly multi-faith, ratherthan <strong>in</strong>creas<strong>in</strong>gly secular.The epicentre of change <strong>in</strong> themove from dom<strong>in</strong>antly Christian tomulti-faith has been the local governmentarea of Auburn. In 1996,more than half of the population<strong>in</strong> Auburn was Christian, but by2006 Islam was the largest religiousgroup and non-Christians outnumberedChristians.In every local governmentarea <strong>in</strong> Sydney the percentage ofnon-Christians grew <strong>in</strong> the period1996-2006. This growth wasmost marked <strong>in</strong> Sydney’s westwith <strong>in</strong>creases greater than 8%<strong>in</strong> Bankstown, Holroyd, Fairfield,Auburn, Strathfield, Parramattaand Liverpool.Christians are <strong>in</strong> the majority<strong>in</strong> every local government areaexcept Auburn but the mix haschanged and the movement hasbeen <strong>in</strong> the direction of the multifaithcommunity.With<strong>in</strong> our Diocese there are<strong>in</strong>terest<strong>in</strong>g patterns of religiousaffiliation. St Patrick’s Cathedral,Parramatta, is located <strong>in</strong> the postcodewith the lowest proportion ofChristians and highest proportionsof H<strong>in</strong>dus and Buddhists.Islam f<strong>in</strong>ds many adherentsWe are all travell<strong>in</strong>g on a spiritual journey. Cultural differencewith mutual respect is a signof a healthy and resilient society.One way of build<strong>in</strong>g bridges is bybe<strong>in</strong>g <strong>in</strong>clusive <strong>in</strong> the workplace,neighbourhood and family. Insteadof mak<strong>in</strong>g assumptions about whatothers th<strong>in</strong>k and believe we can listendeeply and engage <strong>in</strong> dialogue.With<strong>in</strong> the Diocese there are agrow<strong>in</strong>g number of opportunitiesto engage <strong>in</strong> multi-faith prayer,social justice and education. Can you do it? Will you do it? Bishop Anthony’s leadership, spiritual guidanceand personal care were the cornerstones of thesuccess of the pilgrimage.“My students and staff have returned with a remarkablesense of purpose and fulfillment. They are effusive <strong>in</strong>their praise of the gift of faith renewal and enrichment. Itis certa<strong>in</strong>ly encourag<strong>in</strong>g to hear 16-year-old adolescentmales speak<strong>in</strong>g fervently about their faith journey!”Sunday’s celebration ended <strong>in</strong> the Cloister with aBBQ cooked by members of the <strong>Catholic</strong> EducationOffice, Parramatta. Pilgrims gathered over hot sausagesto share memories of their WYD adventures.An important topic of conversation was the importanceof ensur<strong>in</strong>g that the spirit of WYD cont<strong>in</strong>ued <strong>in</strong>the work of the Diocese. Ithas been on my m<strong>in</strong>d all day, everyday. I even dreamed about WYD.I had a nightmare once that I hadslept <strong>in</strong> and missed the plane thatwas meant to take me to Madrid.After gett<strong>in</strong>g home, I’m still struggl<strong>in</strong>gto get my head around the fact that it’sover. Even though I was there, I showup to work every day th<strong>in</strong>k<strong>in</strong>g I needto do someth<strong>in</strong>g to get ready for it.WYD11 was my third WYD, so <strong>in</strong>many ways I knew what to expect.There would be crowds, heat, differentfood, daily Mass and catechesis,vocations expo, and the major events.At the same time there are alwaysexperiences and moments that you neverexpect. These are the moments that standout <strong>in</strong> your m<strong>in</strong>d for years to come. AtWYD11 I experienced two such moments.I was blessed dur<strong>in</strong>g WYD Week to beone of the Oceanic representatives at thePapal Arrival. This event required twodays of rehearsal and preparation. Weknew that be<strong>in</strong>g a part of the event wouldallow us to stand near to Pope Benedictand to follow him as he left Puerta deAlcala and drove to Plaza de Cibeles.What we didn’t know was that as heapproached us, he would stop and takethe time to meet each of us. For me,this moment was <strong>in</strong>credibly rushed andfrantic. I was shoved forward, shovedaway, I felt completely overwhelmed!That said, somewhere <strong>in</strong> the middleof this madness was a moment I cannotforget. It was the moment where I washold<strong>in</strong>g the Holy Father’s hands, I lookedup at him and he gave me the mostgentle and warm smile I have ever seen.S<strong>in</strong>ce meet<strong>in</strong>g Pope Benedict, I’vebeen asked over and over “what didhe say to you?” He didn’t say anyth<strong>in</strong>g,but he didn’t need to. His smile saidmore than words could. AllI could say was, “God bless you”.I don’t th<strong>in</strong>k many people stop toconsider the gift Pope Benedict XVIhas given us by cont<strong>in</strong>u<strong>in</strong>g the WYDcelebrations. They were not startedby him, yet he has embraced themwith great gusto and he cares notonly for the youth of the world as awhole, but for each <strong>in</strong>dividual youngperson. This moment was one I neverexpected and it still leaves me lostfor words whenever I th<strong>in</strong>k of it.At previous WYDs, the f<strong>in</strong>al weekend(the walk, Vigil, sleep out and F<strong>in</strong>alMass) has always a def<strong>in</strong><strong>in</strong>g po<strong>in</strong>t of thepilgrimage, and WYD11 was no different.We had arrived at Cuatro VientosAirfield, had spread out our sleep<strong>in</strong>gmats and sleep<strong>in</strong>g bags, and wereexplor<strong>in</strong>g the contents of our foodbags. At one po<strong>in</strong>t I found myselfsitt<strong>in</strong>g with a group of students wolf<strong>in</strong>gdown half a watermelon and discuss<strong>in</strong>gvocations. I have never felt more likea pilgrim than I did at that moment.In the midst of the heat, dirt, ants,watermelon, people and conversation theHoly Spirit found a niche to settle <strong>in</strong> andspend some time with us. It’s rare thatI am privileged to have such an honestand important conversation. This wasone that I walked away from th<strong>in</strong>k<strong>in</strong>g,“if only I could do this every day”.WYD was full of <strong>in</strong>sights, challengesand faith-filled moments. In July this year,I had such a journey.With the support of <strong>Catholic</strong>CareParramatta, I attended Rachel’sV<strong>in</strong>eyard Leadership Conference<strong>in</strong> Malvern, Pennsylvania, <strong>in</strong> theUS. The theme of the conferencewas: ‘Disciples of Love, Witnessesof Hope.’My role with <strong>Catholic</strong>CareParramatta is as manager of ProjectElizabeth, a family and communitysupport service that providesa comprehensive pregnancy andcounsell<strong>in</strong>g service for women.Know<strong>in</strong>g how important it isto be there for those <strong>in</strong> need,we work collaboratively withRachel’s V<strong>in</strong>eyard to promote aheal<strong>in</strong>g journey.The Malvern Retreat Centrewas on several acres with babbl<strong>in</strong>gbrooks and trails that wounddown a valley to a grotto, whichreplicated the cave <strong>in</strong> Francewhere St Bernadette saw our Ladyof Lourdes.The conference brought togethermore than 200 delegates fromvarious parts of the world, <strong>in</strong>clud<strong>in</strong>gseven from Australia. Many ofthe participants were priests andreligious. Others were from otherfaiths and different life journeys.We were all present to learnmore that would enable us to furtherserve those suffer<strong>in</strong>g fromgrief, loss and guilt around theprocedure of abortion.The keynote address was presentedby Fr Frank Pavone, oneof the most prom<strong>in</strong>ent pro-lifeleaders <strong>in</strong> the world and an <strong>in</strong>spirationalspeaker. Fr Pavone wasasked by the Vatican to help coord<strong>in</strong>atepost-abortion heal<strong>in</strong>g asan official of the Pontifical Councilfor the Family.From the very first sessionyou could feel the atmospherechange, and be changed with witnessesof hope.Participat<strong>in</strong>g <strong>in</strong> the sessionsgiven by Therese Burke was deeplyconfront<strong>in</strong>g and emotional, asshe helped us to imag<strong>in</strong>e walk<strong>in</strong>g<strong>in</strong> the shoes of those whohave participated <strong>in</strong> a Rachel’sV<strong>in</strong>eyard Retreat.Therese lectures <strong>in</strong>ternationallyand tra<strong>in</strong>s professionals on thesubject of post-abortion traumaand heal<strong>in</strong>g. Research has l<strong>in</strong>kedtrauma and the bra<strong>in</strong> and how itfeels from abortion.Medical research analyst EveSilver Sanchez presented furtherresearch l<strong>in</strong>k<strong>in</strong>g breast cancerand abortion.Other sessions focussed onthe role of men <strong>in</strong> the abortiondecision/experience and itsimpact on them. Far too oftenfathers of aborted children areseen as hav<strong>in</strong>g negative reactionsto their <strong>in</strong>volvement.Abortion procedures impact onthe lives of many people. For someit can be the loss of their onlygrandchild and the hidden tabooof not talk<strong>in</strong>g about it.Many people go to their graveswithout closure and many live <strong>in</strong>fear of others f<strong>in</strong>d<strong>in</strong>g out. For someit is the feel<strong>in</strong>g of despair whenagree<strong>in</strong>g to a medical term<strong>in</strong>ation– did we do the wrong th<strong>in</strong>g, makea wrong decision? After all, thedoctors could have been wrong.It is important that those <strong>in</strong> needare encouraged to attend a Rachel’sV<strong>in</strong>eyard Heal<strong>in</strong>g Retreat and,hopefully, take that step towardsheal<strong>in</strong>g. Afternoon Tea for M<strong>in</strong>isters of Communion to the SickOn 26 June, the Feast of the Bodyand Blood of Christ, St ThomasAqu<strong>in</strong>as Parish, Spr<strong>in</strong>gwood,held an afternoon tea forM<strong>in</strong>isters of Communion to theSick.
