Future Land Use <strong>Plan</strong><strong>San</strong> <strong>Miguel</strong> <strong>County</strong> Wright’s <strong>Mesa</strong> <strong>Master</strong> <strong>Plan</strong>Criteria for “Sending Properties”Potential residential density or development unitscan be transferred away from sending properties.An eligible sending property must meet thefollowing criteria:• Be a minimum of 70 acres,• Be located within the Water Service Area(as generally illustrated on the FutureLand Use <strong>Plan</strong> based on information fromthe Norwood Water <strong>Plan</strong>s. Landownerswill need to verify availability of service),• Contain irrigated agriculture or otherhistorically productive agriculture,• Retain water rights with the land, ifapplicable, and/or• Contain wildlife habitat orenvironmentally sensitive resources.In addition, the property owner will providecertification of a deed restriction or conservationeasement for the portion of property to beconserved for agriculture.Criteria for “Receiving Properties”For a property to be eligible for receivingadditional development units, it must meet thefollowing criteria:• Be located within ½ mile of the Norwood<strong>Master</strong> <strong>Plan</strong> Area.• Have access to a paved county road.• Consist of unproductive agricultural land(i.e., has not been used for farming orranching in the past several years).• Not be designated as wildlife habitat onthe Future Land Use <strong>Plan</strong>.In addition:• Lots must be configured to be a minimumof two acres (one acre with water andsewer) and a maximum of five acres.• Proposed development units will connectto Norwood Water System.• Residential structures will be at least 100feet from existing irrigated agricultureequipment or structures.One ExampleFor example, one appropriate “receivingproperty” may be the unproductive agriculturalland just west of the Norwood <strong>Master</strong> <strong>Plan</strong> Areato the south of Pioneer Village. In this location,the county could allow lots of a minimum of 2acres, if density is transferred from elsewhere onWright’s <strong>Mesa</strong> and if water service is available.Productive ranchland on Wright’s <strong>Mesa</strong> would beeligible to transfer density to another parcel.32
