2.1 National coordination2.1.1The National Labour Market Council, the NationalLabour Market Authority and the educationalauthoritiesAccording to the Act on an Active Labour MarketPolicy, the National Labour Market Council (LAR) shalladvise the Minister of Labour and participate in theplanning of labour market policies.LAR has set two goals for its activities. Firstly, it mustensure that companies have access to the necessarywork force in the short and the long term and, secondly,it must take part in the prevention and reductionof long-term unemployment. A better coordinationof guidance activities is seen as an important toolto obtain these goals. LAR has different tasks relatingto guidance activities; among these are:* Development of new information and guidanceservices and methodologies, seeking to complywith an increasing and differentiated need forguidance. Development of methodologies to supportthe principle of self-guidance;* Clarification of the conditions of guidance serviceswhich are rooted in either the education system orthe labour market system, including a focus on theinterfaces between the guidance services.The National Labour Market Authority (AMS) is thesuperior authority of the public employment servicesand is in charge of the overall administration of thesystem and of initiatives in relation to unemployedpersons who receive unemployment benefits. In relationto guidance, AMS is responsible for the productionand distribution of monthly national lists and surveysconcerning educational and vocational matters.On a quarterly basis, AMS produces labour marketreviews based on reports form the regional labourmarket councils (see below). The quarterly reviewsinclude a national overview of the development ofemployment, unemployment and bottleneck accounts.Finally, AMS draws up outlooks for future labour marketdevelopments. Reviews and outlooks are sent tothe regional head offices of the public employmentservices which are responsible for further distribution.Most guidance services are regulated by the Ministryof Education. The education authorities (that is theministry and the authorities accounting to the ministry)formulate the circulars and executive orderswhich decide upon the tasks and resources of the differentguidance services. The ministry has decentralisedthe responsibility for guidance activities whichtake place at schools and other educational institutionswhere guidance counsellors are actually based.2.1.2R.U.E. – the Danish National Council forEducational and Vocational GuidanceThe Danish National Council for Educational andVocational Guidance was established in 1981 followingthe introduction of the Danish Act on Educationaland Vocational Guidance. For a full text of the Act,see Appendix one. The Act is applicable to all guidanceservices in Denmark irrespective of their institutionalsetting. The Act was based on the UnitedNations’ declaration on human rights and the ILO conventionand recommendation on vocational guidanceand education in relation to the development ofhuman resources.12
