Overview of the Proposed ProgramIn seeking to create Family Life Academy Charter School–III, the founders of the FLACS schoolsseek restructuring to operate as a Single Education Corporation with Multiple Schools. The FLACSfounders wish to establish a charter school network to provide students from local Bronx studentpopulations with an educational environment in which there is an expectation for high studentachievement and student personal development that exceeds what has come to be expected from thelocal public schools. In fact, FLACS had been identified as having the largest ESL population (bynumber and percentage) of any charter school in the state. Given this student population, FLACS–Ihas been able to provide instruction and learning environments that have resulted in studentperformance scores exceeding those of the local community school districts, and in many grades,New York City and New York State.The mission of the proposed charter school replicates those of FLACS-I and II. “Family LifeAcademy Charter School, in partnership with the Latino Pastoral Action Center and parents, seeksto create the conditions for self-empowerment for all its K-8 students to achieve high academicstandards, help them take responsibility for their own learning, and encourage them to explore andaffirm human values”FLACS-III students will meet and exceed the goals and objectives of 75% of our studentsattaining performance levels of 3 or above on State assessments.


Page 4 of 4The FLACS schools are committed to supporting English Language Learners and immigrantpopulations. Thus, the schools are situated in communities that provide for large numbers/percentages of applicants with these backgrounds. With the belief in high expectations, FLACSschools seek to ensure the success of all of its students.The structure of the Family Life Academy Charter Schools provides for a Chief ExecutiveAdministrator and a Co-Chief Executive Administrator. Both of these individuals have beensuccessful principals, with the Co-Chief Executive Administrator having been a community districtsuperintendent and having held leadership positions at the Central Department of Education.These two people will oversee the operations of the schools, provide for staff development for theprincipals and ensure a common curriculum and structure at all three schools.Although seeking to identify a site for the new school in District 7, a specific facility for the schoolhas not yet been identified. Co-location is also being considered and a preliminary meeting with theOffice of School Portfolios has taken place.
