2Administrative Experience:<strong>Pr<strong>of</strong>essor</strong> & <strong>Director</strong>, <strong>Division</strong> <strong>of</strong> <strong>Plant</strong> <strong>Sciences</strong>My current role is <strong>Director</strong> <strong>of</strong> the <strong>Division</strong> <strong>of</strong> <strong>Plant</strong> <strong>Sciences</strong> which includes Research, Instruction,<strong>and</strong> Extension programs in Agronomy, Horticulture, Entomology, <strong>and</strong> <strong>Plant</strong> Microbiology <strong>and</strong>Pathology at the University <strong>of</strong> Missouri. As director, I am responsible for faculty recruitment, forfaculty <strong>and</strong> staff evaluation, for our graduate <strong>and</strong> undergraduate programs, <strong>and</strong> for managing thefacilities <strong>and</strong> budget <strong>of</strong> the division. Combined expenditures for all aspects <strong>of</strong> the division totaledabout $17 million last year. The division currently has 50 faculty <strong>of</strong> which 5 are located either at theDelta Research Center in Portageville or at the Greenley Research Center near Novelty, MO in thenortheastern region <strong>of</strong> the state.The division was created when four former departments merged about 3 years ago. Prior to that time,the <strong>Plant</strong> <strong>Sciences</strong> unit, with a Unit Leader, held the four departments with their separate faculty,heads, academic programs, <strong>and</strong> staff. In the merged form, the department head positions have beeneliminated <strong>and</strong> the programs <strong>and</strong> staff <strong>of</strong> the entire group have been brought together into a singleadministrative unit. In addition to faculty, the division also has 34 adjunct faculty from local USDA,ARS units, from the Danforth Center in St Louis, from the Department <strong>of</strong> Soil, Environmental <strong>and</strong>Atmospheric <strong>Sciences</strong>, <strong>and</strong> others. The division hosts the <strong>Plant</strong> Diagnostic Clinic, the Soil TestingLaboratory, the Nematology Laboratory, the <strong>Plant</strong> Transformation Core Facility, <strong>and</strong> the EntomologyMuseum.<strong>Pr<strong>of</strong>essor</strong> & Head, Department <strong>of</strong> <strong>Plant</strong> <strong>and</strong> Soil <strong>Sciences</strong>From 2004 to 2008, I served as head <strong>of</strong> the Department <strong>of</strong> <strong>Plant</strong> <strong>and</strong> Soil <strong>Sciences</strong> at MississippiState University. I had responsibility for faculty hiring, for faculty <strong>and</strong> staff evaluation, for graduate<strong>and</strong> undergraduate programs, for facilities <strong>and</strong> financial management <strong>of</strong> the Research, Instruction,<strong>and</strong> Extension programs <strong>of</strong> the department. <strong>Plant</strong> <strong>and</strong> Soil <strong>Sciences</strong> faculty across the state currentlynumber 56, with almost half located at the four Research <strong>and</strong> Extension Centers. The department alsomaintained an excellent working relationship with a number <strong>of</strong> USDA, ARS adjunct faculty(currently 11) who also play critical roles in the research <strong>and</strong> graduate education programs. In theMSU system, budget management for <strong>of</strong>f campus faculty is done through their local Center <strong>Director</strong>.The annual funding for on-campus activities in the unit was about $5.0 million last year, <strong>of</strong> whichabout 40% was grants.Department faculty conducted row crop management, plant breeding, plant physiology, horticulturalcrop <strong>and</strong> turfgrass research at the North Farm, about 600 acres, while forage <strong>and</strong> bioenergy researchwere conducted on the larger South Farm. Farm facilities included machinery, storage buildings, <strong>and</strong>equipment, field laboratory buildings, sample drying facilities, <strong>and</strong> greenhouses. Laboratory researchwas conducted primarily in Dorman Hall which also houses Biochemistry <strong>and</strong> the AgriculturalStatistics group as well as some USDA, ARS colleagues.As Head <strong>of</strong> <strong>Plant</strong> <strong>and</strong> Soil <strong>Sciences</strong>, I had a statutory seat on the State <strong>of</strong> Mississippi, Department <strong>of</strong>Agriculture & Commerce Bureau <strong>of</strong> <strong>Plant</strong> Industry Advisory Board which advises the Commissioner<strong>of</strong> Agriculture regarding policies <strong>and</strong> regulations. This group dealt with noxious weed regulations,pesticide regulations <strong>and</strong> many other important state-level concerns.

Five faculty from Mississippi State University <strong>and</strong> TexasA&M University made up a team <strong>of</strong> scientists who visited Bolivia during 2005 to providetechnical assistance to local farmers in the high (12,000 ft)-elevation, regions <strong>of</strong> thewestern portion <strong>of</strong> the country, near LaPaz.Short term advisor for the Agency for International Development for the Portugal UniversityInstitutes Development Project (Contract AID/NE-C-1701, Purdue University). Toevaluate forage research programs at the University <strong>of</strong> Tras-os-Montes <strong>and</strong> Alto Douro(IUTAD), Vila Real, Portugal <strong>and</strong> to make recommendations on forage research needs fornorthern Portugal. This half-day h<strong>and</strong>s-on workshop was held on 5 June, 2000 to teach propersampling techniques for accurate sampling <strong>of</strong> baled hay. This activity also included analysis<strong>of</strong> samples collected by workshop participants in order to illustrate sampling impacts onanalytical values. Instructors included M. <strong>Collins</strong>, D. Putman, M. Wolf, V. Owens, <strong>and</strong> P.Meyer <strong>and</strong> participants included forage analysis laboratory operators, agronomists, <strong>and</strong>animal scientists. (2) A combination oral presentation <strong>and</strong> display/discussion session wasdeveloped for the 28th National Alfalfa Symposium in Las Vegas, NV on 11-12 December,2000. This technology is new to mostKentucky producers <strong>and</strong> this information is very timely. Thirty-three agents <strong>and</strong> producersattended the 2 day program. The subject matter istailored to the class composition which <strong>of</strong>ten includes a diversity <strong>of</strong> backgrounds. Thescientific basis <strong>of</strong> growth <strong>and</strong> development <strong>of</strong> herbage, post-harvest \physiology <strong>of</strong> hay <strong>and</strong>silage, quality <strong>of</strong> herbage, <strong>and</strong> utilization by hind- <strong>and</strong> foregut fiber digesters are emphasized.We also relate grassl<strong>and</strong> management practices to basic sciences. Typically most students arefrom agronomy <strong>and</strong> animal sciences (equine, ovine <strong>and</strong> bovine). In response to studentrequests we modified the laboratory program as follows: Library research assignments weresubstituted for seminar presentations <strong>and</strong> a class field experiment was deleted becauseinclement weather <strong>of</strong>ten prevented its completion. The additional laboratory sessions made
