To facilitate joint ventures—private investment from outside of Liberia to cooperate with miners—rules <strong>and</strong>regulations governing cooperation between miners <strong>and</strong> financiers need to be improved <strong>and</strong> elaborated inappropriate regulations. The provisions of Section 6.3.e are not sufficient to govern a cooperative enterprise,but care should also be taken not to over-regulate it so that the formalities make it unfeasible.8.5 REWARD CONTINUED REGISTRATION AFTER A CERTAIN PERIODMiners are more likely to obtain <strong>and</strong> renew their licenses if there are incentives to remain registered. If anADM miner is licensed for a certain amount of years, or registers a certain amount of production with theRDO within a certain time period, he/she should become eligible to receive some form of reward forcontinued compliance. These are just a few examples: reduce the license fee for the sixth <strong>and</strong> subsequentyears of undisrupted registration, or a certain amount of carats registered with the RDO, rewarded by a smallreturn <strong>and</strong> exclusive “cash back” from either royalty or benefit-sharing.
