APPENDIX 2: ADDITIONALGUIDELINES FORFORMULATING ARTISANALDIAMOND MINING POLICY,LAWS AND REGULATIONSThe basis of these guidelines was largely developed through collaborative initiatives between miners,governments, <strong>and</strong> civil society organizations in the artisanal mining sector in South America. The draftmanual was prepared for the Alliance of Responsible Mining as a working document, <strong>and</strong> adjusted byconsultants to apply in Liberian ADM circumstances. 351. Integrate ASDM legalization process with Liberia’s socio-economic development plans• Consider Liberia’s international commitments towards the implementation of sustainablepractices.• Integrate ASDM policy on different levels with public policy relating to social, environmental,labor, health <strong>and</strong> safety, economic, organizational, <strong>and</strong> technical issues. This will create betterconditions for ASDM to grow <strong>and</strong> improve <strong>and</strong> contribute to long-term stability.• Coordinate <strong>and</strong> cooperate with different government agencies, non-governmental institutions,<strong>and</strong> ASM organizations at all levels.2. Create laws <strong>and</strong> regulations based on a coordinated legal strategy• Different disciplines of laws <strong>and</strong> regulations come together in ASDM: mining licenses, privateproperty rights in l<strong>and</strong>, environmental licenses, evaluation <strong>and</strong> management of social <strong>and</strong>environmental impacts, taxation <strong>and</strong> fees, access to financing <strong>and</strong> financial support, developmentof techniques, health <strong>and</strong> safety issues, marketing (mining law, environmental law, tax law,private property law, commercial law, etc.).3. If all the disciplines follow the same vision <strong>and</strong> strategy, the sector can grow in a stable environmentin a shorter time.
