The panel notes that <strong>the</strong> Mäori Broadcasting and e-Media Outcomes Framework 32 supports<strong>the</strong> creation <strong>of</strong> economic opportunities through broadcasting. We too, agree that languageand economic opportunities can be complementary.Restrictions on Investment <strong>of</strong> Money and BorrowingUnder <strong>the</strong> MTS <strong>Act</strong> (Schedule 2 Part 3 clause 32 refers), MTS is restricted to investing moneyas specified in <strong>the</strong> clause. The MTS is also restricted from borrowing without <strong>the</strong> prior writtenconsent <strong>of</strong> <strong>the</strong> Minister <strong>of</strong> Finance and <strong>the</strong> Chairperson <strong>of</strong> TPP. In recognition <strong>of</strong> <strong>the</strong> fact thatMTS has gained maturity and moved through its establishment phase, <strong>the</strong> panel holds <strong>the</strong>opinion that MTS should have greater freedom to invest and borrow if MTS believes that<strong>the</strong>re are direct benefits to carrying out its principal function under <strong>the</strong> <strong>Act</strong>.
