2 REQUIREMENTS FOR ENTRY OF DANGEROUS CARGOES INTO FREMANTLE PORTSOverviewThe following requirements are applicable to any dangerous cargo shipments within the limits of Fremantle Port.Fremantle Ports’ Voyager Dangerous Cargo.The requirements for „advance notification‟ and the „request for permission‟ can be completed online usingVoyager Dangerous Cargo. Voyager Dangerous Cargo is available on the Fremantle Ports internet sitehttp://www.fremantleports.com.au.Further enquiries to the Port Safety Advisor (Dangerous Goods).2.1 Advance Notification of dangerous cargoesAt least 48 hours advance notice should be given to Fremantle Ports of any dangerous cargo intended to bebrought into the waters of the port area or onto a berth. This is required for all dangerous cargoes intended tobe loaded or unloaded as well as transit cargoes.2.2 Request for permission for entry of high hazard dangerous cargoesPermission from Fremantle Ports is required for all „high hazard‟ dangerous cargoes before entry into the port.Table 2 provides a list of the High hazard dangerous cargoes for which permission for entry is required.These cargoes are considered high hazard due to one or more of the following:special hazards associated with the cargoes;the need to ascertain the conditions under which cargo entry may be permitted;the need to liaise with or to seek approval from other regulatory authorities;the need to undertake specific risk assessment or to ensure appropriate Safety Management Systems arein place prior to handling of the cargo; andthe need to coordinate port services, emergency resources and other shipping movements.Permission should be sought well in advance of the anticipated arrival and/or notification of such shipments intothe port and in some instances during the planning stage.Table 2 - High hazard dangerous cargoes for which permission is required for entry to Fremantle PortsClass/Division1 All Class 1 (except for Division 1.4)2High hazard dangerous cargoesBulk Class 2.2 gases, excluding transit cargoesPackaged Class 2.3 gases (excluding cylinders) in quantities exceeding 500kg.3 Bulk Class 3 Packing Group I substances only4 Bulk Class 4 substances5Bulk Class 5 substances or Class 5 Packing Group I substances in quantities exceeding 400 tonnes.Ammonium nitrate or calcium hypochlorite in quantities exceeding 400 tonnes (packaged in containers) orquantities over 150 tonnes (break-bulk e.g. loose IBC‟s).6.1 Bulk Class 6.1 substances7 All Class 7substances, excluding transit cargoes8 Bulk Class 8 Packing Group I substances onlyTransit cargo Permission requirements apply to transit cargoes for the above cargoes (except for Division 2.2 and Class 7).7
3 BERTH QUANTITY AND TIME LIMITS FOR DANGEROUS CARGOESOverviewThe following berth quantity and time limits apply to all packaged and break-bulk dangerous cargoes.3.1 Berth Quantity Limits for packaged dangerous cargoesTable 3 - Berth Quantity Limits for packaged dangerous cargoesClass/ DivisionBerth Quantity Limits for packaged dangerous cargoes1 Class 1 explosives berth quantity limits are detailed in Table 6.23There are few limitations on the quantities of Class 2 gases that may be handled in the Port of Fremantle,except for Class 2.3 toxic gases where quantity limits may need to be determined. (See section 5.2)Currently there are no limitations on the quantities of Class 3 flammable liquids that may be handled in theport although limits may be applied for bulk Class 3 Packing Group I if they are proposed to be handled attanker berths.6 Division 6.2 infectious substances are not permitted to enter the Port of Fremantle.5 Berth quantity limits for Ammonium Nitrate are detailed in Table 8.7 Quantity limits may need to be determined for specific shipments of Class 7 substances. (See section 5.7)Class 4, 8 & 9Div. 1.4, 2.1,2.2 & 6.1Quantity restrictions do not apply to these Class/Divisions3.2 Time Limits for packaged dangerous cargoesMinimising the time the dangerous goods are held within the port area will contribute toward minimising the riskassociated with the handling of dangerous cargoes as well as minimising the overall risk profile for the port. Such containers are not permitted to be delivered to the bertharea more than 12 hours prior to being loaded on a ship or they must be removed from theberth area within 12 hours of being unloaded from a ship.Packing Group II & III and nominally empty containers (containing less than 500kg) ofdangerous cargo of any packing group are permitted to remain in the berth area for amaximum of 5 days.Where a 12 hour limit is specified a “Restricted Area” may be designated by the terminaloperator to accommodate the holding of dangerous cargoes for up to 5 days.
