The LEA shall prohibit the use of alcohol <strong>and</strong> the use or possession of illegalsubstances or unauthorized potentially toxic substances, firearms, pellet, or BB guns(loaded or unloaded) in the classroom, before- <strong>and</strong> after-school care room, on theplayground, <strong>and</strong> on any prekindergarten class field trip.The LEA shall prohibit the use of tobacco in any form in indoor areas, on theplayground, <strong>and</strong> on any sponsored field trips.STAFF QUALIFICATIONSAll Prekindergarten teachers must possess one of the following credentials in order tobe considered highly qualified:a) A valid <strong>and</strong> current <strong>Louisiana</strong> teaching certificate in Nursery School Education,Kindergarten, Early Intervention, Noncategorical Preschool H<strong>and</strong>icapped, orPreK-3.b) A valid <strong>and</strong> current <strong>Louisiana</strong> teaching certificate in Elementary Education <strong>and</strong> aOut-of-Field Authorization to Teach (OFAT) in Kindergarten, Nursery School, orEarly Intervention, Noncategorical Preschool H<strong>and</strong>icapped, or PreK-3.c) An uncertified teacher with a baccalaureate degree <strong>and</strong> a Temporary Authority toTeach (TAT), Temporary Employment Permit (TEP), or an Out-of-StateCertificate in Kindergarten, Nursery School, or Early Intervention, NoncategoricalPreschool H<strong>and</strong>icapped, or PreK-3.The LEA shall provide the Department of Education with all documentation relative to allprekindergarten teachers’ certificates/credentials when <strong>LA</strong> 4 Prekindergarten Programfunds are awarded.Teacher assistants must meet all of the following requirements:a) Meet the definition of “highly qualified,” which may include passing of theParaPro test, achievement of a CDA or AA credential,b) Possess a high school diploma or equivalent,c) Have extended experiences of assuming responsibility <strong>and</strong> care for a group ofpreschool age children (children younger than five years of age),d) Possess proficient oral <strong>and</strong> written communication skills, <strong>and</strong>e) All other LEA requirements for employment.14<strong>LA</strong> 4 <strong>Guidelines</strong> <strong>and</strong> <strong>Implementation</strong> H<strong>and</strong>book
