made available for review during on-site visitation by authorized state and federalofficials.The LEA shall properly maintain all materials, supplies, and equipment for the operationof prekindergarten and before- and after-school enrichment activities programs.Health and Safety:Drinking water shall be available and offered to all children throughout the day.There shall be a working and readily available telephone at each prekindergartenprogram site and each before- and after-school enrichment activities site. Thetelephone shall be accessible to the teacher, teacher assistant, and before- and afterschoolpersonnel when the administrative office may be closed. Coin operatedtelephones are not allowed for this purpose.Appropriate emergency numbers for the local fire department, police department,poison control, and local medical facility shall be prominently posted on or near thetelephone.Prescription and over-the-counter medications, poisons, cleaning supplies, harmfulchemicals, equipment, tools and any substance with a warning label stating it is harmfulshould be locked in a room or in cabinets inaccessible to children. Refrigeratedmedication shall be in a secure container to prevent access by children and to avoidcontamination of food.Secure railing shall be provided for flights of more than three steps and for porchesmore than three feet from the ground.Gates shall be provided at the head or foot of each flight of stairs to which children areable to access.First aid supplies shall be available at the site.All areas of the site used by the children, including sleep areas, shall be properlyheated, cooled, ventilated, and lighted to prevent extreme conditions in the center.The area of the facility and yard that children may access shall be clean and free fromhazards.The entire site shall be checked after the last child departs to ensure that no child is leftunattended at the site. Documentation shall include date, time, and signature of staffconducting the visual check and shall be reviewed periodically and signed/initialed bythe school principal (or the highest authority) to ensure that the procedure isconsistently followed.13LA 4 Guidelines and Implementation Handbook
The LEA shall prohibit the use of alcohol and the use or possession of illegalsubstances or unauthorized potentially toxic substances, firearms, pellet, or BB guns(loaded or unloaded) in the classroom, before- and after-school care room, on theplayground, and on any prekindergarten class field trip.The LEA shall prohibit the use of tobacco in any form in indoor areas, on theplayground, and on any sponsored field trips.STAFF QUALIFICATIONSAll Prekindergarten teachers must possess one of the following credentials in order tobe considered highly qualified:a) A valid and current Louisiana teaching certificate in Nursery School Education,Kindergarten, Early Intervention, Noncategorical Preschool Handicapped, orPreK-3.b) A valid and current Louisiana teaching certificate in Elementary Education and aOut-of-Field Authorization to Teach (OFAT) in Kindergarten, Nursery School, orEarly Intervention, Noncategorical Preschool Handicapped, or PreK-3.c) An uncertified teacher with a baccalaureate degree and a Temporary Authority toTeach (TAT), Temporary Employment Permit (TEP), or an Out-of-StateCertificate in Kindergarten, Nursery School, or Early Intervention, NoncategoricalPreschool Handicapped, or PreK-3.The LEA shall provide the Department of Education with all documentation relative to allprekindergarten teachers’ certificates/credentials when LA 4 Prekindergarten Programfunds are awarded.Teacher assistants must meet all of the following requirements:a) Meet the definition of “highly qualified,” which may include passing of theParaPro test, achievement of a CDA or AA credential,b) Possess a high school diploma or equivalent,c) Have extended experiences of assuming responsibility and care for a group ofpreschool age children (children younger than five years of age),d) Possess proficient oral and written communication skills, ande) All other LEA requirements for employment.14LA 4 Guidelines and Implementation Handbook
