• meets the requirements of law for immunization and documentation required forregular school enrollment• is consistently and regularly in attendance for the six-hour instructional portion ofthe day• is not enrolled in any other governmentally funded prekindergarten program[such as Head Start, Starting Points, Title I, 8(g), Even Start, or REAprekindergarten programs].A child cannot be denied access, participation or funding on the basis of race, color, ornational origin (Title VI of the Civil Rights Act of 1964); gender (Title IX of theEducational Amendments of 1972 and Title II of the Vocational Education Amendmentsof 1976); or disability (Section 504 of the Rehabilitation Act of 1973 and The Americanswith Disabilities Act of 1990) in educational programs.Student Eligibility Verification:School systems are responsible for verification of student eligibility criteria. The LEAmust maintain documentation of student eligibility and make it available to all authorizedofficials.FUNDING ELIGIBLITY CRITERIALA 4 Prekindergarten Program funds are available to children who are eligible for freeand reduced price meals. LA 4 classes shall be provided at no cost except for theapplicable lunch cost to the child or his family for any child who is eligible to receivefree or reduced price meals.Tuition may be charged, for any child who is not eligible for free or reduced pricemeals. The LEA shall develop a sliding scale based on family size and income. Tuitionfees shall not exceed the average per pupil amount expended (exclude classroomspace and utilities costs) for children from whom no tuition is required. Tuition costsshall include transportation to and from the educational portion of the day.Funding Eligibility Verification:School systems must maintain, at each program site, documentation on the student ofhis family’s eligibility to receive free or reduced price meals pursuant to the federal childnutrition program for every child enrolled in prekindergarten and before- and afterschoolenrichment activities and funded through LA 4 Prekindergarten Program funds.The LEA must make this documentation available to all authorized officials.Once eligibility is determined, it is valid for a period of one year.7LA 4 Guidelines and Implementation Handbook
SECTION 3: PROGRAM STANDARDSATTENDANCEA student enrolled in the LA 4 Prekindergarten Program shall adhere to the attendancerequirements as outlined in Bulletin 741 (Standard 1055.01).• After eligible students have been absent for more than 23 days, LA 4Prekindergarten Program funds may be suspended for that child.• The LEA shall develop an appropriate intervention plan with parents/guardians ofany child having chronic absenteeism or chronic tardiness.CLASS SIZE LIMITATIONThe maximum number of children enrolled in one prekindergarten program shallbe no more than 20.Each class shall have a child-to-lead teacher ratio of no more than 20 to 1 and a childto-adult staff member ratio of no more than 10 to 1. Failure to maintain the appropriatestaff/child ratios may jeopardize a provider’s future participation.CORPORAL PUNISHMENT POLICYNo form of demeaning language or corporal punishment (which includes but is notlimited to paddling, striking, or hitting) shall be used with any child enrolled in the LA 4Prekindergarten Program or before- and after-school enrichment activities.HEALTH REQUIREMENTSA child must have age-appropriate immunizations or a signed statement against suchimmunizations as pursuant to R.S. 17:170. A photocopy of the immunizationdocumentation must be secured at the time of registration or entry into prekindergartenand must be kept on file at the child’s attendance site.The LEA shall ensure that all prekindergarten children have their hearing and visionscreened within 90 days of participating in the LA 4 Prekindergarten Program.Exceptions from this requirement will be made when documentation is available,indicating that a child was provided with hearing and vision screenings within theprevious four-month period and results were found to be within the normal range.Additionally, it is recommended that providers work with health departments and otherhealth professionals to secure basic dental screens within the 90-day time frame.No child should exit prekindergarten with an undetected condition that will impedehis/her ability to learn.8LA 4 Guidelines and Implementation Handbook
