Plann<strong>in</strong>g and ApprovalOnce it has been decided <strong>to</strong> embark on a project, afeasibility study must be made for a suitable type of<strong>development</strong> from the standpo<strong>in</strong>t of both aesthetics andprofitability. Market forces often dictate the criteria.To assess these forces, a developer may approacha specialist consultant, or seek advice from the manyprofessionals <strong>in</strong> Hong Kong concerned with <strong>build<strong>in</strong>g</strong><strong>development</strong>, who may have prelim<strong>in</strong>ary discussionswith Government. When all requirements have beendealt with, formal Government approval <strong>to</strong> the projectwill be sought. It is at this po<strong>in</strong>t that the Build<strong>in</strong>gsOrd<strong>in</strong>ance Office becomes directly <strong>in</strong>volved.Plans of the scheme must be submitted <strong>to</strong> theBuild<strong>in</strong>gs Ord<strong>in</strong>ance Office for scrut<strong>in</strong>y. The submissionmust be made on the developer's behalf by an architect,eng<strong>in</strong>eer or surveyor, who is appropriately authorised<strong>to</strong> do so under the Build<strong>in</strong>gs Ord<strong>in</strong>ance. He is known asan Authorised Person. The documents accompany<strong>in</strong>gthe submission confirm his appo<strong>in</strong>tment and formallyrequest approval of plans.The Authorised Person takes on the responsibilityfor ensur<strong>in</strong>g that overall compliance with the <strong>build<strong>in</strong>g</strong>legislation is achieved throughout the project. This approvalshould not be taken as the authentication of anydocument required <strong>to</strong> be submitted under Build<strong>in</strong>g(Adm<strong>in</strong>istration) Regulation 8(1).The plans are passed <strong>to</strong> the appropriate division of theGeneral Branch for process<strong>in</strong>g and scrut<strong>in</strong>y for compliancewith the Build<strong>in</strong>gs Ord<strong>in</strong>ance and Regulations.This covers such diverse matters as provisions for thehandicapped, gas water heaters, refuse chutes andchambers, as well as compliance with any other alliedlegislation. The scrut<strong>in</strong>y also <strong>in</strong>cludes visits <strong>to</strong> thesites and consultation with a large number of otherGovernment Departments which will give advice on theirparticular areas of <strong>in</strong>terest as shown <strong>in</strong> the follow<strong>in</strong>gdiagram:DCCLQLOCL
