man-hours per ton of structure in South Korea. 279 In this context, Russia has entered into ajoint venture with the South Korean company Daewoo to upgrade civilian shipbuildingfacilities at the Zvezda shipyard in the Russian Far East. 280This is part of a wider investment in shipbuilding facilities in the Far East intended to developfour shipbuilding zones, including the equipping of the aforementioned Zvezda shipyard toconstruct aircraft carriers (Russia currently has two shipyards capable of constructingcarriers up to a displacement of 100,00, tons – Sevmash and the Baltic Shipyard). 281 Thedevelopment of improved infrastructure to support the Pacific Fleet is also planned. 282 At thenational level, Russia is working to rejuvenate its shipyards; for example, the AdmiraltyShipyards in St. Petersburg are to be relocated to a new facility in Kronshtadt over the nextsix to eight years. 283 The Yantar shipyard and other facilities (possibly Severnaya Verf or theBaltic Shipyard) in S. Petersburg may also be re-equipped, according to the head of theUSC, Roman Trotsenko. 284 The USC is also to establish a joint venture with Ukrainianshipbuilding companies, including gaining access to the Nikolayev shipyard; 285 this willpotentially provide Russia with a total of four shipyards capable of building large surfacecombatants. The substantial investment Russia is undertaking to modernise its shipbuilding sector willcontribute significantly to the ability of the Russian military-industrial base to deliver theplanned naval rearmament programme. However, there remains the substantial issue of therange of system and sub-system manufacturers and broader naval supply chain and whetherit can deliver the intended product. The cause of the problems afflicting the Bulava SLBM isbelieved to be linked to various issues within the supply chain. The modernisation of theRussian naval, and wider military, industrial base will need to comprehensively address theentire supply chain, otherwise plans to, for example, build fifth generation fighters for the AirForce and Navy and integrated ISTAR systems, will be unattainable. On a positive note, theformulation of a coherent defence industrial policy backed by the Russian Government as awhole should substantially raise the probability of success.ConclusionThe modernisation of the Russian Navy and Armed Forces more broadly, is driven by theaim, as defined in the National Security Strategy, to establish Russia as ‘a world powerwhich seeks to maintain strategic stability and mutually beneficial partnership in a multipolar[sic] world’. This is expressed in naval terms by the desire to develop a ‘powerful andbalanced ocean navy’ which can protect and project Russian interests globally as befittingthe ‘successor to the Soviet Union’. 286 The ambition to build a ‘powerful and balanced oceannavy’ is demonstrated by the long-term naval re-equipment plan with its focus on high-end279 Elvira Nabiullina [Minister of the Russian Federation for Economic Development and Trade], ‘ResultsAchieved by the Ministry of the Russian Federation for Economic Development and Trade in 2007, and Targetsfor 2008’, Presentation to Meeting of the Board [of the Ministry for Economic Development and Trade],http://www.economy.gov.ru/wps/wcm/connect/economylib/mert/resources/c9f0a5004969564b8f34afbe213d6ed5/nabiullina_presentation_25_03.ppt.280 ‘Putin estimates $5bln for shipbuilding in Russian Far East by 2020’, RIA Novosti, 28 December 2009,http://en.rian.ru/business/20091228/157399626.html.281 ‘Four shipbuilding zones to be established in the Far East’, 15 April 2010,http://www.rusnavy.com/news/navy/index.php?ELEMENT_ID=9183.282 Ibid.283 ‘St. Petersburg to move historic 18 th century shipyard from the city’, RIA Novosti, 17 June 2010,http://en.rian.ru/russia/20100617/159460020.html.284 ‘Shipbuilding plans require revision of Russian naval doctrine – security chief’.285 ‘Russian shipbuilding corp [sic] to set up joint venture with Ukrainian companies’, BBC Monitoring (viaLexisNexis), 9 June 2010.286 ‘Commander argues case for Russia’s global naval presence, carrier capability’.33
